Renotice of Tender (International Bid) for Design, Production, and Installation of a Large-Size Physical Recreation Structure at Gyeonggi Children’s Museum

1. Basic Information of tender

D. Basic amount : KRW \400,000,000≠, including value-added tax

I. Method of submission : direct bidding, mail

2. Eligibility for participation in bid

A. A Korean company or government procurement agreement member which can produce and install a large-size physical recreation structure at Gyeonggi Children’s Museum in the member nation

※ Foreign companies or foreigners who wish to participate in the bid may do so via mail, by sending the tender (prepared in Korean in the format provided by the Gyeonggi Children’s Museum) via mail or personal delivery to the contract manager at the Gyeonggi Children’s Museum before the bidding deadline. Mail must arrive before the deadline, and bidders will be responsible for any issues arising due to their failure to check the delivery of mail.

3. Bidder selection and negotiation criteria

A. Companies that receive a score of 70 or more points in technical assessment (80%) and price assessment (20%) of their proposals will be selected as targets for negotiation (For details regarding the assessment, refer to the proposal request)

* Other matters will be subject to the criteria for concluding contracts through negotiation with local governments in the ‘bidder selection criteria for local governments’ (Ministry of Public Administration and Security regulations 405, 2012.3.22).

4. Security deposit

A. Security deposit will be substituted with a memorandum of payment.

B. Vesting of security deposit : The successful bidder must conclude the contract for the project within 10 days of a request from the museum. In the case of a failure to conclude the contract without just cause, the museum will have ownership of security deposit will be vested in the museum, while the bidder may be subject to prohibition from future bids as a dishonest bidder in accordance to relevant laws.

6. Cancellation of bid

Subject to Article 39 of the Enforcement Decree of the Act on Contracts with a Local Government and Article Enforcement Regulation of the Act on Contracts with a Local Government.

7. Submission of a ‘faithful performance’ pledge

A. Companies seeking to participate in the bid must fully understand the ‘guidelines on faithful contract bidding’ and ‘special conditions for clean contracts’.

B. All companies that place bids will be regarded to have submitted a faithful performance pledge.

C. The successful bidder must submit to the museum a faithful performance pledge signed by the president.

8. Other

A. Requires purchase of ROK receipt stamp.

B. Requires purchase of Gyeonggi Province Regional Development Bonds.(1.5% of contract price, value-added tax excluded)

C. Bidders are advised to have full understanding of the details of this announcement, project instructions, and other bidding-related documents before participating. Bidders will be responsible for any issues occurring due to failure to fully understand the above details.

D. In the case the documents submitted to the museum are copies, they must be signed and verified to be “in accordance to the facts”.

E. The defect guarantee period will be 2 years, at 3%.

F. The dates referred to in this announcement are based on Korean local time.
