Korea’s Gyeonggi Province, Japan’s Kanagawa Prefecture and China’s Liaoning Province held a goodwill summit, during which Governor proposed the joint study of the formation of a Pan-Yellow Sea Economic Zone.

Gyeonggi Province, Kanagawa Prefecture and Liaoning Province – the heartlands of Northeast Asia’s three leading powers: Korea, China and Japan – cooperate in Northeast Asian development based on commerce, culture and tourism. 

The three sister regions of Gyeonggi Province, Kanagawa Prefecture and Liaoning Province held the ‘Tri-Regional Friendship & Exchange Conference’ on October 21st. The three regions have met biennially since 1996 for the purpose of promoting mutual understanding, goodwill and development while contributing to peace in Northeast Asia and the world. 

The summit started with keynote addresses by the three governors: Gyeonggi Governor Kim Moon-Soo, Kanagawa Governor Matsuzawa Shigefumi, and Liaoning Governor Chen Zhenggao. The addresses were followed by expert presentations and discussions. 

In his keynote address, Gyeonggi Governor Kim Moon-Soo noted that the gathering has been a new paradigm for the development and competitiveness of the three countries. 

In addition, he proposed the development of  “global production network among three countries” and the “joint study of the formation of a Pan-Yellow Sea economic zone” In addition, he expressed hopes for the participation of North Korea in the gathering of the three regions. 

Kanagawa Governor Matsuzawa Shigefumi cited expert forums, international cooperation projects and sports exchanges for youths as outcomes of the gathering, and commented that it has become a pioneering force for other regions to emulate. He also made the overture of an ‘international scholarship’ to bolster interregional tourism and cultivate human resources. 

Liaoning Governor Chen Zhenggao said that the gathering has become a model of Northeast Asian interregional exchange and has generated substantial outcomes in various fields including commerce, culture, education, hygiene, science, technology, environment and agriculture. He asked the other two governors to share advanced technologies related to the environmental industry. Additionally, he proposed an interregional hotline to activate economic exchange and strengthen intergovernmental cooperation. 

In the debate held after keynote addresses, lively discussion was held not only on the problems in the respective regions but also in their countries. The atmosphere was charged by the enthusiastic discussion of the debaters. 

The gathering concluded with a reception dinner hosted by Gyeonggi Governor Kim Moon-Soo, and the 9th gathering is scheduled to be held in Kanagawa Prefecture in 2012. The three regional governments expect the gathering to furnish feasible approaches to inter-regional collaboration and to be a model of a cooperative network among local governments in Northeast Asia. 

-On the same day, just prior to the gathering, the Gyeonggi Provincial Government hosted a 20th anniversary celebration of the sisterhood relationship between Gyeonggi Province and Kanagawa Prefecture. Gyeonggi Province and Kanagawa Prefecture have cooperated with each other in various fields including commerce and culture since the establishment of sisterhood relations in April 1990. – G-News Plus 

On the same day, just prior to the gathering, the Gyeonggi Provincial Government hosted a 20th anniversary celebration of the sisterhood relationship between Gyeonggi Province and Kanagawa Prefecture. Gyeonggi Province and Kanagawa Prefecture have cooperated with each other in various fields including commerce and culture since the establishment of sisterhood relations in April 1990. 

The anniversary celebration featured a joint declaration by the two governors as well as the planting of a commemorative tree and the erection of a stone pillar. The two governors promised to spur exchange activities including youth exchange programs so as to enhance mutual goodwill. 

On October 16th and 17th, the ‘Korea Ground’ event was held to commemorate the 20th anniversary of the sisterhood relationship between Gyeonggi Province and Kanagawa Prefecture under the joint sponsorship of the Federation of Korean Residents in Kanagawa Prefecture, the Kanagawa Prefectural Government and the Korean Consulate General in Yokohama. Approximately 5,000 Kanagawa residents and Koreans in Japan participated in this event. 

An art company dispatched by the Gyeonggi Provincial Government performed folk songs and demonstrated pottery making during the event, which was well received by participants. Governor Kim Moon-Soo plans to make a return visit to Japan and deliver a special lecture in late November.
