Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Bird Flu Outbreak Hits Korea (161205-3)
[Anchor’s Headline] Korea is currently being hit hard by the country’s first outbreaks of the highly pathogenic H5N6 bird flu virus; this same virus has also claimed at least ten human lives in China since 2014. Last month, this deadly avian influenza virus strain landed in Yangju (양주) City of Gyeonggi Province and is spreading rapidly.
As of December 5, a number of confirmed and possible cases of bird flu have been reported at six cities and counties of the province, and the number is increasing.
▶ Human Infection Not Yet Reported in Korea
Although no cases of human infection have been reported in Korea, intensive measures are underway to prevent human AI virus infections.
▶ Bird Flu Virus Causes Flu-like Symptoms in Humans
In humans, the AI virus can cause flu-like symptoms such as fever and respiratory conditions that may develop into pneumonia.

“There have been reports of human infections of the same virus strain in China, and some of them were fatal. Although no such cases have been reported in Korea, we must take preventive measures.”
▶ AI Prevention Similar with other Respiratory Diseases
Bird flu virus infection can be prevented in the same way as we prevent common colds or influenza.
Since the AI virus is transferred through the air, it helps to wear masks outdoors and to shield your mouth when coughing. It is also important to keep your hands clean.
[CG] Although the AI virus is unlikely to be transferred via food, any existing viruses in food can be eliminated by cooking at temperatures higher than 75 degrees Celsius for more than 5 minutes.
▶ Gyeonggi Province Culls Infected Birds
Gyeonggi Province is working hard through the close monitoring, diagnosis, and culling of infected animals and their eggs so as to ensure that no infected birds enter the market.

“We are controlling traffic within 10 km of the affected poultry farms while prohibiting access to migrating bird habitats, inferior poultry distribution facilities, and hatching and slaughtering houses within quarantine areas…”
Anyone who has been within the vicinity of a bird flu outbreak area is advised to maintain strict personal hygiene.
Article 2. Gyeonggi Connects Youths with Investors (161206-2)
[Anchor’s Headline] In order to help fledgling businesses with high potential established by college students find markets and investors, Gyeonggi Province invited venture capitalists and potential investors to a business presentation event for these youths.

A senior computer science student presents a wireless model car designed for the treatment of behavioral and developmental disorders. This car moves in response to signals sent from brain wave sensors attached to the operator.

“Yes, you can accelerate or decelerate the car simply by willing it.”
“That is fascinating, really!”
Another student presented vegetable mayonnaise made with black beans. He is seeking funds to expand his business through the development of other processed vegetable products.

More than 100 venture capitalists and potential investors attended the event to assess the ideas and products.

▶ College Student Business Support Program
This student business presentation event was the first such occasion organized by Gyeonggi Province with the aim of assisting the participating youths in financing their businesses.
A total of 40 student businesses participated in today’s event.
▶ Gyeonggi Province to Provide Additional Customized Support
Based on today’s results, selected businesses will be provided with additional education and consultation support by Gyeonggi Province.

In cooperation with the Advanced Institutes of Convergence Technology, Gyeonggi Province will expand the student business presentation event by including more businesses.
Article 3. Gyeonggi to Install More CCTV Cameras (161205-2)
[Anchor’s Headline] CCTVs play an import role in safeguarding the lives of residents and preventing crime as well as apprehending criminals in Korea. Gyeonggi Province announced the installation of an additional 800 high-quality CCTV cameras in areas more prone to crime by next year.
▶ Residential Area in Osan City
This residential area in Osan (오산) City used to suffer from a high crime rate and had fewer pedestrians than other parts of the city. However, residents in this area feel much safer after a CCTV system was installed.

“(Before the CCTV system was installed) we didn’t feel safe walking on the streets or letting our children play outside. I am not worried any more when our children are outside, and it is good to know that we no longer have thieves about.”
Some CCTV cameras have additional emergency alarms that are directly connected to a safety control center.

▶ 3200+ CCTV Cameras to be Added by 2017
There are more than 55,000 CCTV cameras currently installed at more than 19,000 locations in Gyeonggi Province. The provincial government will install an additional 3,200 cameras and more than 800 emergency alarms by next year, and 200 additional cameras annually thereafter.
With high image resolution, these cameras will be able to identify human faces and vehicle plates from a distance of 100 meters.

“Gyeonggi Province will continue to increase the number of CCTV camera installations until the year 2020 while establishing a system through which to respond effectively to incidents and accidents so as to create safe environments for residents.”
The expansion of CCTV and emergency response systems will eventually eliminate crime blind spots and help create a safe Gyeonggi Province.
Article 4. Gyeonggi Develops Successful Farmers’ Network (161206-1)
[Anchor’s Headline] With the advent of free trade agreements, the farming environment in Korea has changed rapidly in recent years. More active farmers took this as an opportunity to change and achieved successful results. One example of such a successful transformation can be found at a mushroom farm.

Originally a medicinal mushroom farmer, Park (박순애) has developed healthy chocolate products with mushroom extracts. She now enjoys a thriving business.

“My products have all the properties of chocolate while containing the mushroom extracts which are good for those with arthritis or gout. People love them.”
In order to help ensure more success cases like Park’s, Gyeonggi Province has taken initiatives.

Finding a marketing opportunity in the internet, Kim (김탁순) focused on online sales. Using cyber shopping malls and real-time communication media, he deals directly with consumers and customizes production based on demand. His sales have soared to almost KRW 500 million annually.

▶ Gyeonggi Province Creates Successful Farmers’ Network
Gyeonggi Province’s initiatives for experience sharing include the establishment of networks among adaptive farmers in eight agricultural categories and the arrangement of their meetings as well as the publication of stories of farming cases successful in adapting to changing environments.

“We will organize events in which young aspiring farmers can communicate with versatile agricultural practitioners and learn from their experiences and knowhow, and will establish necessary facilities.”
The experiences of farmers who were successful in adapting to new agricultural circumstances are becoming models for farmers of the future in Gyeonggi Province.
Article 5. Gyeonggi Province Announces Urban Railroad Projects (1205-1)
[Anchor’s Headline] On December 1, Gyeonggi Province announced a 10-year plan for the construction of nine urban railroad lines including six tram lines for completion in 2025.

The announced plan is a modified version of the previous 10-year master plan that was established three years ago. This modified plan is based on studies commissioned to accommodate changes in situations such as the announcement of the national railroad plan.

“The volume of railroad network relative to the area in Gyeonggi Province is far from sufficient. It is very important to increase the usage of eco-friendly and efficient railroad services.”

Public Hearing on Gyeonggi Province Urban Railroad Network Construction
This announcement was made during the public hearing on provincial urban railroad network construction.
[CG] Covering 91 kilometers in total, the nine urban railroad lines to be constructed by the year 2025 will include the Dongtan (동탄) City Line, three subway lines in the cities of Suwon (수원) and Seongnam(성남), three extension lines in southern regions, and two inner-city lines in the cities of Incheon (인천) and Hanam (하남). Of these, six will be street tram lines that will be constructed at only one eighth the cost of subways lines.

During the public hearing, which featured more than 200 transportation specialists and residents, Gyeonggi Province gathered public opinions that will be considered in the final construction plans.

“We will make necessary modifications of the plans and submit the plans to the Ministry of Land, Infrastructure & Transport by the end of the year. The plans will be then finalized after the ministry review during the first half of next year.”
When all nine railroad projects are completed in 2025, Gyeonggi Province will see the beginning of a new age in railroad transportation.
Article 6. Gyeonggi Designates 10 Promising Environmental Enterprise (1206-3)
[Anchor’s Headline] Gyeonggi Province has been operating an annual selection-and-support system for small environmental enterprises that have technological strength with potential for expansion into international markets.
▶1 Automatic Waste Sorting
Work efficiency and safety have improved significantly at this waste processing enterprise in Siheung (시흥) City after the introduction of waste-sorting machines that automatically separate glass bottles, solid plastics and plastic sheets for recycling.
▶2 ACI Chemical Asia, Ansan City
The manufacturer of these machines is an environment-related enterprise specializing in waste processing. With more than 20 employees and annual sales of KRW 40 billion, this enterprise hopes to find markets overseas.

Presentation of Promising Environmental Enterprise Certificates
This year, Gyeonggi Province selected 10 enterprises operating in fields related to water, atmosphere, waste and soil, and presented them with Promising Environmental Enterprise certificates.
▶5 17 Incentives Provided to Certified Enterprises
The certified enterprises will be provided with 17 incentives in the form of financial and marketing support.

“We should identify more businesses, provide intensive support for their international market development and job creation, and thus pursue the advancement of the environmental industry…”
Since the introduction of the Promising Environmental Enterprise Certification System in 2013 for the promotion of the international competitiveness of the domestic environment industry, a total of 40 enterprises have received certification.
Article 7. Korea Gyeonggi Province Inc. Opens First Sales Outlet
[Anchor’s Headline] This year, Gyeonggi Province established Korea Gyeonggi Province Incorporated, or KGPI, a marketing and sales company for SMEs with products and technologies of high standards but limited marketing capabilities. KGPI opened its first store at the Design Plaza in Seoul.

This kitchenware manufacturer produces eco-friendly cutting boards and dish racks that received an international design award. However, this company is struggling to market its products and has been unable to enter department stores or large supermarket chains.

“Compared with large enterprises, SMEs have difficulties in entering department stores and large retail networks. There really is a necessity for effective retail networks for SMEs.”
▶3 Dongdaemun Design Plaza (December 9)
Korea Gyeonggi Province Inc. Sales Outlet #1 Opening Ceremony
On December 8, the first shop of Korea Gyeonggi Province Incorporated opened at the Design Plaza in central Seoul. Featuring more than 200 products made by 19 SMEs in Gyeonggi Province, this store functions as a retail shop for individual shoppers as well as a wholesaler with business consultation facilities. All products carry the common brand name of Korea Gyeonggi Province Inc.

“This is a new concept in business platforms through which SMEs can introduce products overseas without difficulties and sell them domestically at low prices, all under the name of Gyeonggi Province.”
Korea Gyeonggi Province Incorporated is one of the key projects of the shared market economy policy initiated by Governor Nam Kyung-pil. Gyeonggi Province plans to open five such shops and at least 40 locations in large supermarkets by the year 2025.
