Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.

Article 1. Gyeonggi Resolves Residential Complaints at New Housing Sites (161031-2)
[Anchor’s Headline] In Korea, government-initiated housing area development often leads to inconveniences for new residents that stem from a lack of supporting infrastructure such as education and transportation facilities. Gyeonggi Province has been responding to these complaints and has helped resolve most of them.

▶ Ayang Housing Site, Anseong City
The development of this housing area with 6,500 apartments is slated for completion at the end of next year. However, occupancy will begin next month, and the new occupants are worried because there will be a lack of school facilities when they move in.
▶ Gyeonggi Province Mediates Establishment of New Schools
To address this situation, Gyeonggi Province has arranged for the establishment of new schools in the area.

“The current primary school is old and too small. I am glad that there will be a new school with better facilities, and that my child will have many friends.”
Occurring almost daily in Gyeonggi Province, the types of residential complaints in new residential development areas range broadly from those regarding school availability to a lack of pedestrian crossings and road connections.
▶ Gyeonggi Province Helped Resolve 84% of Complaints
Thanks to Gyeonggi Province’s positive intervention, 84 percent of these complaints have been resolved.

Gyeonggi Province will continue to positively respond to such residential complaints through the involvement of local governments, education and fire authorities, and related public organizations.

Article 2. Gyeonggi Announces KRW 19 Trillion Budget for 2017 (161101-1)
[Anchor’s Headline] Gyeonggi Province announced its budget plan for next year. Totaling KRW 19 trillion, this plan reflects the four major administrative areas of employment, safety, regional balance and welfare.

Next year’s provincial budget has increased by KRW 633 billion, or 3.2 percent, due to growing financial requirements primarily in these four sectors. However, provincial revenue is expected to remain at the same level as this year.

“The principal purpose of next year’s financial administration is to realize effective results in provincial projects through continuous financial innovation under difficult economic conditions.”
The four major administrative target areas, in particular, will require financial innovation to ensure effective operations.
▶ – KRW 1.35 Trillion for Job Creation and Local Economic Development
For job creation and local economic development, Gyeonggi Province allocated KRW 1.35 trillion. Notable projects in these fields include those for business environment establishment for enterprises with potential and for youth employment as well as provincial employment foundation projects.
▶ – KRW 1.27 Trillion for Safety
KRW 1.27 trillion has been allocated for safety administration and projects including the reinforcement of fire and disaster management capabilities, the ‘Alps’ project for microdust management, and the elimination of criminal activity blind spots.
▶ – KRW 1.74 Trillion for Northern Regions Infrastructural Development
For infrastructure development in northern regions and road and traffic improvement, Gyeonggi Province has marked KRW 1.74 trillion.
▶ – KRW 5.3 Trillion for Welfare
The welfare budget totals KRW 5.3 trillion, and the 288 coalition projects that will be implemented next year under the coalition agreement will require KRW 1.85 trillion.

Article 3. Gyeonggi Opens Free Lifelong Education Website (161101-2)
[Anchor’s Headline] Gyeonggi Province recently opened a lifelong education website with more than 200 classes by integrating related online education sites with expanded services. Titled G-Seek, this website will provide residents with free online education in subjects that are closely related to daily life.

G-Seek was created by integrating the previous lifelong education site, Home Learn, with two provincial online schools.
▶ 225 Existing Classes Plus 20 New Classes
The education subjects offered through this website initially include 225 classes in 14 fields such as foreign languages, computers and employment, which were continued from previous online education sites, as well as 20 new interactive classes based on questions and assignments.

▶ Online Education Platform for Teaching by Anyone
In addition, this website also offers ‘My Platform’, which enables anyone to provide lectures based on their own knowledge and experience.

Gyeonggi residents are now able to receive lifelong education more easily simply by logging in to the G-Seek site.

With more comprehensive, quality education services, Gyeonggi Province’s G-Seek will more effectively help residents enrich their lives.

Article 4. Gyeonggi Province Nurtures 1-Person Media Operators (161101-3)
[Anchor’s Headline] Gyeonggi Province announced a business support program for one-person media operators. Provincial support will be provided in cooperation with related organizations covering education and content production as well as content distribution.

Commonly known as internet broadcasting, one-person media have been growing rapidly since their contents are unique, come in a much wider range than TV channels, and can be accessed via mobile devices. A game broadcaster who operates a YouTube channel, for example, has more than 1.4 million subscribers with more than 600 million views.

Despite such popularity, the success rate of one-person media is extremely low.

Launching of Next Generation Image Creating Partners
A total of 14 content platform operators and production enterprises such as YouTube and SBS Mobidic are participating in the support of image-content-producing individuals.

▶ Educational, Financial and Network Support
This support program aims to help one-person media achieve stable operations through educational, financial and network support.

“The selection of partners for education will be made by December. We will then finalize the production support framework and begin promoting their contents.”
With the launch of this support program, Gyeonggi Province expects the emergence of new one-person media stars.

Article 5. Namhansanseong World Cultural Heritage Center Opens (161102-2)
[Anchor’s Headline] Gyeonggi Province recently established an integrated Namhansanseong (남한산성) management agency. Despite UNESCO’s World Cultural Heritage Site designation, jurisdictional division has been causing difficulties in the effective management of this provincial park.

Namhansanseong (남한산성) was constructed as a fortress centuries ago on a mountain south of Seoul to guard against foreign invasions. In 2014, this fortress and a number its historic buildings, which form a unique fortified city in Korea, were registered as a UNESCO World Cultural Heritage Site and have since attracted more than 3 million visitors annually.

[CG] The jurisdictional issues among Gyeonggi Province, the Gyeonggi Cultural Foundation, and three adjoining cities have hindered effective management of this cultural asset.

Launch of Gyeonggi Province Namhansanseong World Heritage Center
On November 1, the Gyeonggi Province Namhansanseong (남한산성) World Cultural Heritage Center, staffed by 24 officials from Gyeonggi Province and related authorities, officially began operation.
▶ Management Efficiency to Improve through Integration Duties
Management efficiency is expected to improve significantly with the operation of this integrated management office.

“The ultimate purpose of this center to promote the site among the people of the world. This center will also oversee individual promotional projects such as the establishment of a museum.”
The launch of an exclusive management center will help promote Namhansanseong (남한산성), enabling it to become one of the foremost cultural heritage sites and tourist attractions in Korea.

Article 6. Rhinovirus Infections in Korea Increased This Year (161102-3)
[Anchor’s Headline] The number of cold patients with runny noses increased significantly in Korea this year. Since this type of cold is caused by a rhinovirus that is transferred through the air, special precautions must be exercised to prevent the spread of the virus.

The number of cold patients usually increases during a change in seasons. This time, it is a rhinovirus that dominates cold cases, causing runny noses and nasal swelling.

“The change of seasons often sees an increased number of cold patients due to greater daily temperature ranges. However, we are seeing more cold patients this year.”
[CG] According to an investigation of respiratory infections, the rate of rhinovirus infections increased from 20 percent last year to 30 percent this year.
▶ Rhinovirus Causes Respiratory Conditions
The rhinovirus causes severe runny noses in most cases. However, children can also develop more serious conditions such as pneumonia and bronchitis.

“The rhinovirus has an incubation period of 2 to 5 days and leaves patients with a very short period of immunity. One may contract a rhinovirus and develop full symptoms many times in a year.”

▶ Personal Hygiene Essential for Rhinoviral Disease Prevention
To prevent rhinovirus infection, one should maintain personal hygiene by washing hands frequently and avoiding crowds in confined places.

Article 7. 315th Regular Session of Gyeonggi Provincial Assembly (161102-1)
[Anchor’s Headline] On November 1, the Gyeonggi Provincial Assembly opened its 315th regular session. During the session, which runs for 46 days until December 16, the provincial assembly will review next year’s provincial budget and conduct administrative audits.

▶ Final Provincial Assembly Session to Last 46 Days
This regular session will be the last session of the Gyeonggi Provincial Assembly this year. The items to be reviewed for approval during this session include 50 matters submitted by the provincial administration including drafts for new ordinances and amendments.
Next year’s provincial budget plan for KRW 19.5 trillion as well as this year’s last revised supplementary budget plan will also be deliberated during this session.

▶ 2016 Administrative Audits to Began on November 2
On November 2, the provincial assembly began its 14-day administrative audits of the provincial government and provincial organizations. Hearings on provincial administration will take place from November 23 until December 16.
