Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.

Article 1. Korean National Assembly Inspections of Gyeonggi Continues (1010-1)
[Anchor’s Headline] On October 10, Gyeonggi Province received inspections by the Land & Transport Committee of the Korean National Assembly.

Gyeonggi Province Governor Nam Kyung-pil’s proposal for the relocation of the national capital was one of the key issues examined by committee members.

▶ Balanced Development of Northern & Southern Gyeonggi Province
The committee members also showed interest in the balanced development of the northern and southern regions of Gyeonggi Province.

“Have you considered relocating some provincial organizations to the northern provincial complex? It may have positive effects on the balanced development of Gyeonggi Province as well as Korea as a whole…”

▶ Earthquake Measures and Transportation Policies
Committee members also asked about earthquake measures and transportation policies.

“Are you aware that some factors such as the number of drivers per bus, their lengths of service and wages are lowest in Gyeonggi Province?”

“If you compare Seoul and Incheon, you will see that the situations are different. We only have independent authority in red buses. We plan to modify the red bus system into a semi-public system so as to be able to improve the services and employment conditions…”
Other issues examined by the National Assembly committee members included those regarding coalition policies.

Article 2. 2016 Gyeonggi Traditional Market Expo (1010-2)
[Anchor’s Headline] Gyeonggi Province has been organizing a traditional market expo on an annual basis so as to promote historical marketplaces in the province. This year’s occasion featured a variety of accompanying events that attracted 30,000 visitors.

The venue for the expo is lined with eateries brought from a number of representative traditional markets in Gyeonggi Province. Visitors are entertained by appetizing market foods as well as the typical generosity of traditional market merchants.

This temporary marketplace is crowded with families and groups of friends who came to enjoy favorite foods and shopping.

This expo also featured local specialty products from more than 60 traditional markets province-wide, and provided merchants with an opportunity to promote their products while enabling consumers to purchase them at special prices.

Traditional markets have been declining continuously under severe competition from large supermarkets.
▶ Annual Traditional Market Expo Organized to Promote Local Markets
Gyeonggi Province organized this annual event so as to revitalize traditional markets in the province.

“It is important that traditional markets do well since they are the barometer of the people’s economy. We must help traditional markets regain strength through various endeavors such as this expo.”
In addition to eateries and the sale of regional specialties, the venue for today’s traditional market expo also featured performances by Korean singers.

Article 3. Autumn Festivals in Gyeonggi Province (1011-1)
[Anchor’s Headline] At this time of year, Gyeonggi Province abounds with festivals that celebrate the beauty of the season as well as local harvests.

At an altitude of over 900 meters, Myeongseongsan (명성산) Mountain opens to wide silver grass fields on flowing ridges along which visitors stand in awe of this annual spectacle.

“I have been to other silver grass festivals, but this is the best one close to Seoul where one can enjoy silver grass fields as well as autumn hued forests.”

▶ Myeongseongsan Silver Grass Festival, Pocheon City (October 1 to 30)
The Myeongseongsan (명성산) Silver Grass Festival takes place in the mountain and lake area in Pocheon (포천) City through the month of October.

“There are a number of festivals currently underway in Gyeonggi Province during the autumn.”
Ilsan (일산) Lake Park of Goyang (고양) City is the scene of another autumn festival in which amateur dancers entertain visitors at an open theater while others try their skills with paint brushes to create picture frames in a craftsmanship program.

“We participated in an experiential program and watched a puppet show that was very impressive. We will come again next year.”

▶ Other Autumn Festivals of Gyeonggi Province
Ginseng Festival, Paju City (October 15 to 16)
Rice Cultural Festival, Icheon City (October 19 to 23)
Soyosan Autumn Foliage Festival, Dongducheon City (October 29 to 30)
The Ginseng Festival, which began on October 15 in Paju (파주) City, is one of the autumn festivals of Gyeonggi Province that features local specialty products.
There is also a rice festival in Icheon (이천) City and the Soyosan (소요산) Mountain Autumn Festival to enrich the outdoor lives of Gyeonggi residents during the autumn season.

Article 4. 314th Extraordinary Meeting of the Gyeonggi Provincial Assembly (1012-1)
[Anchor’s Headline] On October 11, the 314th extraordinary meeting of the Gyeonggi Provincial Assembly began an 18-day run. During the meeting, more than 60 items will be deliberated by standing committees.

The 314th extraordinary meeting began with speeches on the activities of the provincial assembly for the remaining term by the representatives of political parties.

“In order to advance political cooperation and coalition for the benefit of Gyeonggi residents, we will do our utmost to make the second-term coalition a success through dialogue, cooperation and necessary preparations.”

▶ 60+ Items Submitted to Standing Committees for Deliberation
Some of the important items submitted by the Gyeonggi Provincial Administration include: ordinance drafts for the establishment of the Gyeonggi Provincial Corporation to assist SMEs in marketing as well as for the adjustment of administrative jurisdictions, and the appointment of coalition committee chairpersons.
After standing committee deliberations, all items submitted by the Gyeonggi Provincial Administration will be decided at the general meeting on October 18.

Article 5. Gyeonggi Province Job Fair for Seniors (1012-2)
[Anchor’s Headline] Each year, Gyeonggi Province organizes a job fair for seniors. Apart from employment placement, this job fair also features additional services such as a makeup service for photo-taking and job interviews as well as assistance with resume preparation.

At the makeup service section, although feeling awkward, seniors over sixty years of age receive facial treatment by specialists to look livelier and younger before taking photographs for their resumes.

“It is really convenient here, since everything from taking photographs to writing a resume is taken care of. You don’t have to go to a photo studio to take photographs or repeatedly make mistakes while preparing a resume on your own.”

▶ Job Fair for Seniors Age 60+
This job fair is for seniors who are 60 years of age or older. Once prepared, seniors have job interviews with 21 participating enterprises, and possibly receive employment decisions on site.

“I have been looking for a job for the past four months. This job fair gave me opportunities to have employment consultations and job interviews,”
This year’s senior job fair featured a larger number of participating enterprises and more diverse job opportunities than previous occasions.

“We will include more diverse job fields and employment types so as to help more seniors find employment.”
The annual senior job fair of Gyeonggi Province is helping seniors gain confidence, overcome employment barriers, and find employment.

Article 6. Gyeonggi Establishes Apartment Management Standard Rules (1013-1)
[Anchor’s Headline] Following the recent findings from apartment management investigations, Gyeonggi Province established standard rules that apartment residents can adopt to control the levying and use of management fees by contractors.

The security and cleaning contractor of this apartment complex has been using seniors for periods of less than a year so as to dodge national pension and health insurance payments. However, the contractor charged for these items as well as non-existent retirement fees in the monthly apartment management bill for residents.
[CG] Knowing that there are no legal provisions that require the contracts to specify management fees, this contractor used a contract without any clauses regarding the payment of such costs.
▶ Gyeonggi Province Establishes Apartment Management Rules
In order to prevent such illegal practices, Gyeonggi Province established rules that make the specification of management fees on contracts obligatory.
According to these rules, the number of auditors appointed by the resident committee has been increased from one to two so as to strengthen the monitoring of apartment management operations. These rules also include other clauses for the same purpose such as those regarding the employment of subcontractors.

“Apartment complexes are required to amend their apartment management rules based on the standard rules by November 11 and to report this to local authorities so as to ensure transparent management.”
These standard rules are expected to help apartment management costs be executed in a more transparent manner and reduce management costs for residents.
Gyeonggi Province will continue to develop ways in which to prevent apartment management cost issues such as the use of big data.

Article 7. Gyeonggi Province Inspects Leisure Fishing Vessels (1013-2)
[Anchor’s Headline] On October 10, in cooperation with local authorities, Gyeonggi Province began safety inspections of all leisure fishing vessels in the province so as to ensure the safety of sea fishing by non-fishermen in provincial waters.

Autumn is a prime season for sea anglers to enjoy their hobby on leisure fishing vessels.

“Safety awareness among fishermen has been improved after the Sewol (세월) Ferry disaster. The Fishery Department of Jeongok Port also endeavors to ensure the safety of fishing.”

▶ Gyeonggi Province Safety Inspections of Leisure Fishing Vessels
These safety inspections will be conducted through to November 11 on all leisure fishing vessels in Gyeonggi Province.

“Inspections are being conducted for the completeness of safety equipment on all 87 leisure fishing vessels at seven ports in the province.”
Gyeonggi Province will also provide leisure fishing vessel operators with regulatory guidance regarding safe sailing, emergency responses, and accident reporting.

▶ Violators Subject to Administrative and Legal Punishments
Those fishing vessels that fail to comply with legal requirements will be subject to operational suspension for up to 3 months as well as a fine of up to KRW 3 million.
