Article 1. 313th Gyeonggi Provincial Assembly Extraordinary Meeting (160912-1)
[Anchor’s Headline] On September 9, the Gyeonggi Provincial Assembly held the fourth general session of its 313th extraordinary meeting which saw the passage of 35 items including the third revised supplementary provincial budget.

▶ Progressive Electricity Billing System Improvement Plan
One of the notable items discussed at the meeting was a progressive electricity billing system improvement plan. With the passage of this plan, Gyeonggi Province will now able to effectively devise a rationalized billing system.

The provincial assembly also approved an agreement between Gyeonggi Province and Uijeongbu (의정부) St. Mary’s Hospital for the establishment of a trauma center in northern Gyeonggi Province.

Gyeonggi Province Governor Nam Kyung-pil revealed that the revised supplementary budget will be used for various job creation and local economic development projects.

The next general session of the Gyeonggi Provincial Assembly extraordinary meeting is scheduled for November 1.
Article2. 2nd Half of Gyeonggi Coalition Focuses on Public Life (160912-2)
[Anchor’s Headline] On September 9, the Gyeonggi Provincial Administration and the Gyeonggi Provincial Assembly entered a coalition agreement for the second half of their term in 288 public life improvement projects.

The agreement was signed by Gyeonggi Province Governor Nam Kyung-pil (남경필) and the Gyeonggi Provincial Assembly leaders of the ruling and opposition parties. At this meeting, Governor Nam also appointed a new Vice Governor for Coalition who will undertake political coordination with the provincial assembly.

▶ Public Life Coalition Agreement
Consisting of 288 cooperation projects that focus on public life, the agreement is accordingly titled the Public Life Coalition Agreement.

The scope of the second coalition agreement between the two provincial bodies covers 288 projects in 13 categories and is thus greater than the previous one in terms of both the number of projects and their scale.

[CG] The coalition agreement projects include those for youth employment support, school meal support, and the implementation of expanded double-decker bus and semi-public red bus operation systems.

This second coalition agreement is characterized by its coverage of projects that aim to improve or stabilize public livelihood such as those regarding the support for a living wage increase and rental housing deposit payments.

“The Gyeonggi Provincial Assembly will extend positive cooperation in the realization of the projects covered by the coalition agreement.”
Led by the Gyeonggi Province Vice Governor for Coalition, who will assume office next month, Gyeonggi Province’s coalition system will create a new political model.
Article 3. Gyeonggi Uncovers Unhygienic Chinese Restaurants (160912-3)
[Anchor’s Headline] Since this past July, the special judicial police of Gyeonggi Province have staged an extensive crackdown on unhygienic practices among all Chinese food delivery businesses in the province, and uncovered a large number of violations.
When inspectors enter the kitchen of a Chinese restaurant, its condition is beyond description. The ceiling is covered with a thick black mixture of dust and soot dangling like icicles that can fall into food below at any moment. The sweet-and-sour sauce pot is too grimy to touch with bare hands. In the kitchen of another restaurant, days-old exposed food waste fills every corner without being properly stored.
▶ [Sync] “We are using pay-as-you-throw disposal bags, but it’s a waste of money to use them daily just to dispose of the small amount of food waste produced every day, isn’t it?”
It is no wonder that cockroaches are found everywhere, even in cooking utensils.
The appalling situations do not end there. A meat distributor that supplies pork to Chinese restaurants uses meat with effective dates that expired a year ago.
▶ All 3,485 Chinese Restaurants in Gyeonggi Province Inspected
In the six weeks following this past July, the judicial police inspected all 3,485 Chinese restaurants in the province.
▶ 474 Restaurant Uncovered with Food Hygiene Law Violations
The results were astonishing since the violations of the Food and Hygiene Law were uncovered at as many as 474 restaurants.

“It is easy to violate the law when cooking where no one can see. We will conduct crackdowns on a regular basis while providing hygiene education to restaurant operators so as to eradicate unhygienic practices.”
The violators uncovered during the crackdown will be subject to strict administrative penalties as well as criminal prosecutions.
Article 4. Gyeonggi Abounds with Apartment Management Fee Fraud (160913-1)
[Anchor’s Headline] Gyeonggi Province conducted inspections on the management of apartment complexes and discovered fraudulent items for apartment management fees collected monthly from residents at more than 500 apartment complexes.
Each year, the apartment management contractor of this apartment complex charged increased fees for cleaning and guarding without actually paying increased wages to these personnel.

They also charged residents for retirement fees, pension fees and health insurance fees for management personnel while employing only those who are old enough to be exempted from such payments.

“I think such was a common practice among contractors. I wasn’t aware of any fraud because what was being charged was usual in such circumstances.”
▶ KRW 15.2 Billion Embezzled at 556 Apartment Complexes
During inspections conducted over the past two years, Gyeonggi Province uncovered cases of apartment management fee fraud amounting to KRW 15.2 billion at no less than 556 apartment complexes, equivalent to KRW 30,000 per household.
[CG] Among the types of fraud, those for long-term repair reserves were the greatest, amounting to almost KRW 10 billion at 445 complexes. This was followed by fraud for management personnel expenses and contracted service fees found at 544 and 357 complexes, respectively.

“Our residents’ precious money is leaking profoundly. We ask our residents to keep alert while we are doing our utmost to improve the situation. We will also ask the central government to take necessary measures for improvements.”
Gyeonggi Province pressed criminal charges for the five largest fraud cases while helping residents recover excessive payments at 28 complexes.
▶ Big Data and Consulting Services to be Utilized to Prevent Apartment Fraud
Gyeonggi Province will utilize big data to monitor apartment management fees while introducing consultation services for bidding and contracting apartment management services so as to eradicate apartment management fraud.
Article 5. Gyeonggi Province Nurtures Trade Specialists (160913-3)
[Anchor’s Headline] Gyeonggi Province has been nurturing international trade specialists from among those who are proficient in foreign languages so as to assist SMEs with international marketing while providing youths with job opportunities.

On September 12, the Gyeonggi Small & Medium Business Center organized an event to connect the graduates of this 3-month trade education course with SMEs.

The attendees of this education course are provided with job opportunities upon graduation through events like this to which SMEs seeking export personnel are also invited. Those who meet their employers here can start work immediately.

In order to broaden the experience of the graduates, Gyeonggi Province plans to utilize these youths at trade expos in October such as G-Fair and G-Trade. At these expos, they will work for participating enterprises, possible employers, as trade assistants.

The trade specialist education program of Gyeonggi Province has the dual purpose of promoting youth employment while assisting SME in securing qualified employees.
Article 6. Gyeonggi Provincial Assembly Examines Administrative Oversights (160909-1)
[Anchor’s Headline] The third general session of the 313th Gyeonggi Provincial Assembly Extraordinary Meeting took place on September 8. This session was held for provincial administration oversights on a number of issues.

The third general session of the current extraordinary meeting saw questions posed to provincial administrators regarding major provincial policies. One such question was about the establishment of the Gyeonggi Province Corporation currently planned by the provincial government.

In response, Gyeonggi Province Governor Nam Kyung-pil (남경필) assured that its publicness will be maintained by articles of association and stockholder agreements.

Governor Nam added that this organization should also be endowed with management independence and innovativeness so as to be sustainable and to assist as many SMEs as possible.
There was also a question about small business support policies aimed at local economic promotion.

In response to this request, Governor Nam disclosed a plan to formulate small business promotion funds as part of SME promotion funds. The initial funds will amount to KRW 100 billion.
Other questions posed at today’s session included those regarding the Ddabok (따복) housing supply schedule, parking and charging facility expansion for electric vehicles, and women’s employment.
Article 7. New Geonggi Businesses Seek Investment at Audition (160909-2)
[Anchor’s Headline] The Gyeonggi Creative Economy Innovation Center organized an investment audition session for new businesses that were created with provincial support so as to help them connect with investors. This month’s event marked the fourth occasion of its kind.

During the event, young business founders took turns to present their product items in front of potential investors.
One of the items presented was a wearable electronic exercise aid. Unlike other similar items, this one can detect the breathing and movements of the user and even calculate muscle mass.
The next item was a software product that helps online shoppers select appropriately sized clothing and shoes. This software won the top prize for usefulness in everyday life.

These auditioning events have already helped five new enterprises secure investments of KRW 1.8 billion through three previous occasions.
