Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.

Article 1. Gyeonggi Province Announces Job Creation Policies (0711-1)
[Anchor’s Headline] The Gyeonggi provincial administration recently announced economic projects for the second half of its current term. These projects were conceived with shared market economy and job creation as underlying principles.

[CG-Overlap] During the first half of the 4-year term for Korea’s second-tier governments, 301,000 jobs were created in Gyeonggi Province, accounting for 42.3 percent of the national total.
▶ Employment Rate Increased 4.9%
During this period, the employment rate of Gyeonggi Province increased 4.9%.
Although this is higher than the national average, job creation will become more challenging during the second half of the 4-year term since national economic growth is slowing down. Gyeonggi Province’s job creation policies, however, are geared to overcome such challenges and realize the province’s targeted creation of 700,000 jobs.
▶ Job Creation Based on Shared Market Economy Principles
Economic projects form the core of these job creation policies which, when implemented, will act as quality job-creation engines.
▶ Project – Gyeonggi Province Corporation for SME Promotion
A provincial corporation that deals with SME products will be established in October so as to confer brand power to these products in domestic and international markets.
▶ Project – Pangyo Zero City as Advanced Industrial Cluster
Pangyo Zero City, an advanced industrial cluster, will focus on the development of futuristic industrial fields including driverless vehicles, artificial intelligence and the internet of things.
▶ Project –Startup Campus as National Startup Support Center
The Startup Campus will be expanded to become the largest business startup support center in Korea.
▶ Gyeonggi Province Governor Nam Kyung-pil
“We hope that the Startup Campus will become the birthplace of thousands of new enterprises including those of global scale.”

▶ Project – North Gyeonggi Techno Valley as Northern Job Creation Center
Gyeonggi Province will also invest KRW 1.6 trillion in a high-tech industrial complex in Goyang (고양) City. Titled North Gyeonggi Techno Valley, this industrial complex, once completed, is expected to generate nearly 20,000 new jobs.

Article 2. Gyeonggi to Resume Postponed Local Road Projects (160711-2)
[Anchor’s Headline] Gyeonggi Province will resume 26 local road projects that have long been suspended or postponed. Following an analysis of effects and regional requirements, construction work and land compensation will begin next year in phases.

▶ Local Road #360 Site in Paju City
This narrow street is lined with houses and industrial buildings. This area was to be cleared for local road construction, but work never began as land compensation has been suspended since 2008.

“We relocated our factory to China in 2010 because of the road construction plan. However, land compensation has been postponed and we have since been left in serious financial difficulties.”

▶ Local Road Projects Postponed Following Budget Cuts
Budget cuts were the primary reason for local road project postponement. Such delays often inflicted serious financial damage on locals while regional traffic inconveniences continued.
▶Long-delayed 26 Local Road Projects to Resume
The 26 long-delayed local road projects, 11 in northern regions and 15 in southern regions, will be subject to reassessment to determine construction priority.

“We are now able to resume local road construction projects. Work will begin systematically and effectively in phases according to the results of priority assessments.”

▶ Annual Cost KRW 180 Billion
The construction of the 26 long-delayed local roads will cost Gyeonggi Province KRW 180 billion annually from next year and will be completed by the year 2022.

Article 3. German Conglomerate Opens Korean Headquarters in Suwon (160712-2)
[Anchor’s Headline] On June 30, the German international conglomerate Heraeus opened its Korean headquarters in Suwon (수원) City. Heraeus is one of the world’s largest precious metal processors and has operations in five locations in Korea. This integrated office will oversee their operations as the Korean head office.

▶ Heraeus Plant in Incheon City
Heraeus is a world-leading industrial precious metal processor. The sophisticated machines at this plant in Incheon (인천) City currently produce ultrafine gold wires used for semiconductor plates.
▶ Heraeus Korea Head Office Opening Ceremony
This renowned German enterprise, which owns thousands of patents, has chosen Gwangyo (광교) Techno Valley of Suwon (수원) City for its Korean head office.

Established 165 years ago, Heraeus opened its first Korean office in 1980 and has since expanded its operations to five locations including production facilities in Hwaseong (화성) and Incheon (인천).
▶ Korea’s Strong Automobile & Display Industries Offer Advantages
For Heraeus, Korea, with strong automobile and display industries, is one of the most important regions for both business and research activities since these fields are the major markets of the company.

“We will promote mutual benefits between Heraeus and local enterprises through technology and marketing network sharing.”
Gyeonggi Province has been promoting foreign investment in Gwangyo (광교) Techno Valley in new technology fields so as to assist local industries with their launches into international markets.

Article 4. 2016 Next Gyeonggi Creation Audition (160713-1)
[Anchor’s Headline] The finals of this year’s project contest for Gyeonggi Provincial Government support, titled Next Gyeonggi Creative Audition, took place with seven finalists vying for a share of KRW 40 billion in provincial support.
▶ Anseong Namsadang Theater
On July 12, the third Next Gyeonggi Creative Audition was held featuring seven local government projects that have passed preliminary rounds from among 42 project entries. The finalist projects were presented by local officials in front of a panel of 20 specialists and 200 provincial residents.
▶ Namyangju City Wins Top Prize
The top prize went to a project of Namyangju (남양주) City, which was awarded support of KRW 7 billion.

“I cannot describe how pleased I am. We will establish a new cultural tourism paradigm in northeastern Gyeonggi Province through this project.”
This project proposed a culinary tourism development plan that features local organic foods. Judges scored this project highly for the idea of utilizing existing facilities. The second prize went to Gapyeong (가평) County for a nostalgic tourism development plan that utilizes idle buildings and land.
▶ Environment Conservation & Tourism Projects Dominate
This year’s project entries were dominated by those concerning environmental conservation and tourism development.

“I hope that future projects will concentrate more on sustainable software systems than hardware facilities.”
Let us hope that, with provincial support, the projects selected at this audition will be successful.

Article 5. 5000 Tons of Debris Covers Paldang Lake after Heavy Rainfall (160712-3)
[Anchor’s Headline] After heavy rainfall hit central regions of the Korean Peninsula during the first week of July, a large amount of trash has accumulated on Paldang (팔당) Lake. The lake is now covered with thousands of tons of debris that may take days to clean up.

▶ Paldang Lake
Paldang (팔당) Lake is the primary water source for the 25 million residents of Seoul and adjacent regions. However, the surface of the lake immediately upstream from Paldang Dam is covered by a thick accumulation of floating trash.
▶ Trash Accumulates at Floodgates
Such accumulations occur when floodgates are opened to release water after heavy rainfalls.

“More than 5,000 tons of trash has accumulated on Paldang Lake after the heaviest rainfall in years.”

▶ Ships and Heavy Equipment Being Used for Removal
Although two large cleaning ships and heavy equipment are being used, trash is piling up three times faster than it is being removed.
▶ 300 Tons Removed Daily
With daily removal capabilities of only 300 tons, the working schedule is being delayed everyday.

“Approximately 5,000 tons of trash arrived from upstream. We have removed about 1,300 tons over the past five days. We expect another ten days until complete cleanup.”
Cleanup work is being carried out as quickly as possible since floating trash and structural debris may cause serious water contamination or sink to the bottom if not removed early.

Article 6. Senior Welfare Facilities Improved in Gyeonggi Province (160711-3)
[Anchor’s Headline] Gyeonggi Province has been providing environmental improvement services to senior welfare facilities in cooperation with private enterprises and volunteer youths.

This social welfare facility is one such senior facility that is being renovated under the provincial environment improvement program.

“This area is inconvenient for wheelchair users due to irregular surfaces. I am glad the situation will now be improved.”

Under this program, volunteer workers arrived and renovated the front yard and dilapidated walls of this welfare facility.
▶ Donated Materials and Talents Utilized
The front yard was neatly covered with paving blocks donated by an enterprise and building walls with peeling paint were freshly painted with lively murals by volunteer design students.

“We are working on the dining area, hoping that visiting seniors will enjoy their meals in a more pleasant atmosphere.”

▶ Private Enterprise and Students Participate
With participation by private enterprises and students who donate materials and skills, the welfare facility improvement program targets senior facilities that require renovation.

This year, Gyeonggi Province plans to target a number of facilities through this program, starting with this senior welfare facility in Siheung (시흥) City.

Article 7. Gyeonggi Institute Begins Student Business Startup Support (160714-2)
[Anchor’s Headline] Situated on a Seoul National University campus, Gyeonggi Province’s Advanced Institutes of Convergence Technology opened business startup support services for university students of the province. Utilizing their resources, this group will provide educational support to students who seek to open their own businesses.

▶ Seoul National University Idea Factory (SNUIF)
This provincial support facility is titled Seoul National University Idea Factory.
▶ R&D Equipment Available for Business Development
This facility offers an abundance of state-of-the-art research and development equipment that can be utilized for business development purposes.
▶ 3D Printing Education
Recently, the institute provided 3D printing education to students registered for these support services.

▶ Gyeonggi Province Ties with SNU for SNUIF Operations
This support program is the result of cooperation between Gyeonggi Province and Seoul National University.
▶ SNU Provides in Education and Mentoring
Seoul National University is participating with special field education and one-on-one mentoring by professors.

“Our support is characterized by technical seminars and business startup education. We plan to provide customized technical seminars in various fields for the needs of students.

▶ Support Programs to be Developed Based on Needs
Gyeonggi Province selected 40 business startup student teams this year and will provide them with intensive education and support programs based on their needs.
