Greetings, everyone, and thank you for joining us for this week’s edition of GTV.

I’m Don Valiant and this is the news from Gyeonggi Province this week.

Article 1. Gyeonggi PSE Requirements for 2016 Announced (160204-2)

Gyeonggi Province announced the requirements for preliminary social enterprises in 2016. The enterprises selected will be provided with provincial support for growth into ministry-recognized social enterprises.

▶ ‘Friends of Togetherness Co-op’, Suwon

This juvenile educational cooperative is a preliminary social enterprise certified by Gyeonggi Province. At this institute, students spend their afterschool time reviewing school subjects and doing assignments, sharing their thoughts with other students, and consulting with instructors about personal problems.

“There is project development and job creation support available in 2016. With such support, we will be able to provide better educational services to more students.”

Project development support and job creation support are the two major categories of Gyeonggi Province’s preliminary social enterprise support. Last year, Gyeonggi Province designated 65 preliminary social enterprises and provided 165 enterprises with project development support of KRW 2.16 billion while helping them create 610 jobs.

The application requirements for preliminary social enterprises in 2016 have been modified to exclude non-profit organizations and to include the requirement of employing at least five paid employees. This year, Gyeonggi Province has earmarked KRW 10.1 billion for job creation support and KRW 2.7 billion for project development support.

“Our selection will be based on the potential (of the enterprises) for contributing to local community problem resolution, qualifying for social enterprises, and creating jobs as well as for continuity in maintaining social purposes.”

The annual provincial selection and support of preliminary social enterprises will ultimately be beneficial for the lives of provincial residents.

Article 2. Gyeonggi Expands Joint Library Card Issuance (160204-3)

This year, all public libraries in Gyeonggi Province are included in the ‘book link service’ network that uses common library membership cards.

The membership cards issued by this public library in Ansan (안산) City are different from those previously issued.

▶ Gyeonggi Province Introduced ‘Book Link Service’ Membership in 2014

Known as the ‘Book Link Service’ membership cards, they were introduced in 2014.

“By 2018, all libraries in Gyeonggi Province will use common membership cards.”

▶ 216 Libraries in Book Link Service Network

Card members can now borrow up to 20 books for 15 days from any of the 216 public libraries in the province.

“The common membership card system draws even those who were not frequent library users. I hope that this system will help more people become familiar with books.”

The ‘book link service’ membership cards can be obtained by completing a simple application form at the nearest public library. Gyeonggi Province will continue to expand this common library card system to include privately operated libraries in the province.

Article 3. Foreign Investor Joins Gyeonggi Youth Business Support (160211-2)

Last year, Gyeonggi Province created Superman Fund 1, a long-term financing instrument for business startups by youths using external investments, and has helped new businesses create more than 70 jobs. This year, a foreign enterprise joined in the creation of Superman Fund 2.

KRW 20 billion of the secured Superman Fund 1 has so far been released to five enterprises established by youths including a mobile game developer. With potentially lucrative business items, these enterprises are expected to grow and eventually create more than 300 jobs.

On February 4, a US-based multinational enterprise, Eugene Cryogenic, which has already committed to production facility investment in Gyeonggi Province, presented its Intention to Invest so as to participate in Superman Fund 2.

“We decided to invest in Superman Fund 2 so as to contribute to the local economy and participate in helping business startups by youths.”

This is the first time a foreign enterprise has invested in the nurturing of local small businesses.

“We believe this investment will be helpful to us in business startup support as well as in resolving unemployment issues. It will also be a good starting point in implementing our new common economic policy. You are a real superman.”

Nurturing new growth engines through business startup support, especially for youths with ideas, has been one of the major economic policies of Gyeonggi Province.

Article 4. Gyeonggi Trains Fire Officials before Spring Thaw (160212-3)

Fire officials in northern Gyeonggi Province received special training so as to prepare for thaw-related accidents that occur more than five times each year when frozen rivers and lakes begin to thaw.

Fire officials of northern Gyeonggi are preparing to enter ice-cold water. When exposed to such water, the human body will experience the same coldness as in an atmosphere of minus 30 degrees Celsius.

Visibility of less than 1 meter will also restrict movement in the water. Nevertheless, officials jump into water that is more than 7 meters deep.

“This is the first time I dove into freezing weather, but I will do my best for the safety of our residents.”

▶ Water Accident Training for Spring Thaw (Mid-February to Early April)

Twenty-nine fire officials from the Northern Fire & Disaster Headquarters and Yeoncheon (연천) County Fire Station participated in this training session that ran for three days.

During training, fire officials practiced equipment use and performed underwater rescue operations.

“Through this training, our rescue squad members are prepared to save the lives and property of residents in the event of meting ice accidents.”

In addition to the training, the Northern Fire & Disaster Headquarters will also monitor the ice conditions of rivers and lakes as well as reservoirs during the spring thaw.

Article 5. Gyeonggi Public Office Vehicle Rental Service during Holidays (160211-1)

During the Lunar New Year holidays, Gyeonggi Province provided a free car rental service using provincial vehicles so as to help residents visit their hometowns.

▶ ‘Happy Car Sharing Service’

This service, entitled ‘Happy Car Sharing’, was provided to families in low income brackets in a trial run that will be expanded to include all regular holidays. Our reporter met with residents who benefited from the service.

“Visiting our hometown during the holiday season was always beyond what we could afford. Car rental is too expensive for us and, being a five-person family, so is public transportation.”

This service was offered free of charge. Users only had to pay for fuel and toll fees. At the pickup site, officials explained vehicle usage and even performed preliminary inspections on behalf of the users.

The users of this service were unanimously positive about its high practicality.

“We couldn’t afford public transportation, but we were able to travel thanks to the free rental service. Letting the public use public office vehicles is, I believe, going beyond convention.”

▶ Service to Expand to 31 Gyeonggi Localities

With the success of the trial operation, Gyeonggi Province plans to expand the service to all 31 cities and counties of the province.

Vehicles will be available for public use during national holidays and weekends, and can be picked up at the nearest local public offices. It will also be possible to make online applications for vehicle use.

Article 6. Northern Gyeonggi to House 4 Industrial Complexes (160204-01)

Gyeonggi Province announced the development of four industrial complexes. These complexes will be located in northern provincial regions and house modern industrial facilities.

▶ New Concept Industrial Complex Site in Yeoncheon County

One of these industrial complexes will be developed in Yeoncheon (연천) County on a site 80 times larger than a football field. Home to 60 enterprises with approximately 1,500 new jobs, this complex will boost the local economy.

On February 2, a cooperation agreement was signed by related public organizations for the development of this industrial complex.

▶ 4 Industrial Complexes in Northern Gyeonggi Regions

Gyeonggi Province has selected four locations in northern regions for industrial complex development. The first one in Yeoncheon (연천) County is slated for completion in three years’ time.

Industrial facilities in Gyeonggi Province are heavily concentrated in southern regions with 7 out of 10 industrial complexes in the province being located in these regions. With these four advanced industrial complexes, northern regions will see a substantial economic boost.

Article 7. Job Interview Training Service for Women (160212-02)

The Gyeonggi Women’s Development Center is offering a variety of vocational education programs for women. These programs include online interview training services via simulated job interviews and feedback. Our reporter examined the details.

“I often heard that I was very thorough in recording my daily interviews, so I think my strength is thoroughness.”

The interview lasted approximately 10 minutes, during which the job applicant calmly answered questions.

This was a mock job interview performed by a trainee with an instructor who posed as an interviewer.

“Today, I learned about where to look during an interview and was told that I have a habit of saying ‘Umm’, which I wasn’t aware of. This training helped me overcome nervousness and improve my confidence and interview performance.”

This online interview training service is provided to women as part of their job application preparations.

▶ Interview Exercises and 1:1 Coaching Service

Trainees can choose interview types appropriate for the recruiting organizations and job types they are pursuing. After each mock interview, a specialist who posed as an interviewer provides the trainee with detailed feedback on how to improve performance.

“The purpose of this program is to assist job searchers in their employment applications by providing diagnostic services and education. It also helps them develop confidence and better prepare for job-related questions.”
