Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.

Article 1. Fake Erectile Dysfunction Medicine Dealers Uncovered
[Anchor’s Headline]
The special judicial police of Gyeonggi Province recently uncovered a group of fake erectile dysfunction medicine dealers who sold these products under the guise of over-the-counter vitamins.

Pharmacist: “No prescription necessary, but we don’t sell them to anybody…”

GTV was able to record the crime in action with a hidden camera.

▶ 8,000 Capsules Sold Since 2009
Taking advantage of the reluctance of users to consult with their doctors regarding erectile problems, this pharmacy has sold more than 8,000 fake drug capsules without prescriptions since 2009.

“Erectile dysfunction medicines require prescriptions for patients to purchase. Many users of fake drugs live either in remote regions or far from hospitals.”

▶ Supplier, Retailer and Pharmacists Prosecuted
The special judicial police uncovered a supply chain and arrested a retailer while prosecuting a wholesaler and two pharmacists.

▶ Fake Capsules Sold to 13 Pharmacies Disguised as Vitamin Products
These suppliers sold illegally produced erectile dysfunction medicine to 13 wholesalers and pharmacies, disguising them as vitamin products.

“These are the items they produced in disguised packaging. Even the labels contain fake expiry dates and contents.”

▶ Bank Account under False Name and Door-to-door Delivery Used
In order to evade the law, the dealers used bank accounts under false names; deliveries were made via door-to-door services. The special judicial police of Gyeonggi Province will intensify investigations so as to eradicate transactions in illegal erectile dysfunction medicine.

Article 2. Trash Incineration Site Used as Environmental Education

A waste incineration plant in Gyeonggi Province is currently being used for the environmental education of local residents. This educational opportunity arose when the incinerators were moved underground.

▶ Hwaseong Echo Center
This former incinerator site is hosting a trash separation training class for children today. Under the guidance of an instructor, children learn how to distinguish and correctly dispose of cans, bottles and plastics while studying environmental concepts as well as the processing of trash.

▶ Hwaseong Eco Center for Waste Processing Education
After transferring the incinerators underground, the Hwaseong (화성) Eco Center was established here as an energy conservation and waste processing education center for local children and adults.

Established as part of Gyeonggi Province’s Green Community College Project that was launched in 2013, this center has contributed to local energy savings and waste reduction.

In addition to waste disposal, the incineration plants in Gyeonggi Province perform multiple functions for enhanced environmental protection and energy utilization.

Article 3. Gyeonggi to Increase Anti-Suicide Consultants for Seniors

With the senior suicide rate continuing to increase, Gyeonggi Province is expanding its anti-suicide measures for seniors including personalized services provided through consultants, also referred to as ‘Gatekeepers’, and suicide prevention centers.

[CG] The senior suicide rate in Korea stands at 55.5 persons per 100,000, the highest among OECD nations. Major causes of suicide among aged individuals include poverty, depression and disease.

“Seniors with disabilities or those living without family show particularly high suicidal tendencies since they feel helpless.”

A group of gatekeepers in Gyeonggi Province gathered to share their experiences through case presentations.

▶ ‘Gatekeepers’
Anti-suicide consultants identify high-risk individuals and help them with consultation services and treatment arrangements.

Each gatekeeper manages a list of high-risk seniors and provides them with consultation services as well as necessary treatment arrangements. Since gatekeepers are aged individuals themselves, they empathize with aged clients more easily, and clients feel more comfortable confiding in them.

“Seniors have a better understanding of death through dialogue with me. I feel greatly rewarded when my clients show changes and live more comfortably.”

▶ Gyeonggi to Increase Gatekeepers and Senior Suicide Prevention Centers
Gyeonggi Province plans to increase the number of gatekeepers through training programs. Senior suicide prevention centers will also be increased from the current 42 to 56 through the establishment of a center at every provincial senior welfare center.

Article 4. Gyeonggi Designates 63 Good Restaurants

In order to promote good practices among restaurants, Gyeonggi Province designated ‘Good Restaurants’ again this year. These restaurants, selected from among those in restaurant culture zones, will receive a range of provincial support.

▶ Restaurant on Street of Eateries, Suwon City
Our reporter visited one of the 63 Good Restaurants designated this year. When customers leave a table, the serving staff collects and brings the dishes to the kitchen where all the remaining food is disposed of in a food waste tank. As presented, no leftover food is reused at this restaurant.

“That we can trust this restaurant is a good thing. Food is served in small portions but can be refilled, which also keeps the table clean. The food is wonderful, too.”

Since side dishes are served in small portions, the remaining food amounts are also reduced.

“We serve in small amounts even if we have to serve multiple times. We also exercise good food waste disposal practices.”

▶ Restaurants in Suwon Hwaseong Haenggung Restaurant Town
The designated good restaurants in the restaurant culture zones commonly exhibit the active involvement of staff in maintaining clean and hygienic conditions, ensuring low sodium content, and discarding all leftover food.
As an incentive, Gyeonggi Province will provide each restaurant with equipment necessary to maintain good practices such as leftover food vessels and food waste processors of up to KRW 1 million in value.

“Gyeonggi Province will continue to identify good restaurants so as to help create characteristic restaurant streets.”
Gyeonggi Province also plans to provide good restaurants with education and posters as well as salinity gauges so as to promote sodium reduction.

Article 5. Warm & Blessed Community Meeting Held in Gyeonggi Province

On December 14, Gyeonggi Province organized a meeting of representatives of local communities and social enterprise in the province to discuss ways in which to promote Warm & Blessed Communities.

2015 Warm & Blessed Community Meeting

The meeting, in which 1,004 representatives from around the province participated, began with an opening speech by Gyeonggi Province Social Integration Vice Governor Lee Ki-woo.

“I hope that this meeting is the starting point for the creation of a network in which towns and social economic enterprises in the 31 cities and counties of Gyeonggi Province communicate with each other.”

The meeting members consisted of local government heads and council members as well as representatives of local communities and social enterprises.

“I think we need a process in which small groups working together for a common cause will form larger communities to work for other causes.”

“(I think) the provincial authorities need to provide residents with support so as to open up opportunities for their self-sufficiency…”

The issues discussed during the meeting included resident education for volunteer activity participation, the development of customized local projects, the promotion of the Warm & Blessed Community concept, and the simplification of administrative procedures for social enterprises.
The results of the meeting were projected on a central monitor. After the meeting, a resolution for Warm & Blessed Community realization for the year 2016 was adopted.

“There are many individuals who live in difficult situations. Gyeonggi Province and residents must work together to create Warm and Blessed Communities with no such individuals.”

The objective of the meeting was to establish a common vision for Warm and Blessed Communities in 2016 as a guiding light for the creation of a society in which social economic enterprises bloom.

Article 6. Wastewater Treatment Plant Transformed into Park

A wastewater treatment plant in Anyang (안양) City of Gyeonggi Province is slated to be transformed into a park complete with tennis and basketball courts. Such a transformation will be made possible by moving the plant underground, leaving an open site above ground.

▶ Anyang City Bakdal Wastewater Treatment Plant
Our reporter visited the site where work is underway to construct new underground facilities. For the past twenty years, this plant has been a sore spot for local residents due to foul odors and unsightly structures.
However, when work is completed, this place will reborn as a quiet urban park. This park will serve a large number of residents in surrounding districts in which a number of new apartment complexes are still being developed.

“Approximately 60% of the work has been done, with 95% of the underground structures completed. We are currently working on the installation of drying and water treatment facilities and equipment.”

▶ Anyang City Bakdal Wastewater Treatment Plant Underground Removal
The new plant will be able to process 250,000 tons of wastewater daily. In addition to making way for a new urban park, the new underground wastewater treatment plant will also produce enough electricity for 5,400 households by using methane gas that is generated as a byproduct. This work is part of Gyeonggi Province’s policy for the underground relocation of unsightly facilities in urban areas.

“Gyeonggi Province made it a principle to construct any unsightly facilities in development restriction zones as underground structures so as to ensure a pleasant environment for residents.”

▶ Park to be named Anyang Saemul Park
The new park, which will be created at former wastewater treatment plant site, will open in January of 2017 when the construction of the new underground plant is completed.

Article 7. ‘Environment Doctor’ Program of Gyeonggi Province

Gyeonggi Province is operating a team of anti-pollution specialists under the title of ‘Environment Doctors’ so as to provide enterprises with consultation services regarding pollutant control and treatment.

This paper manufacturing company is one of the recipient enterprises of Environment Doctor services. Provincial consultants helped this company completely resolve its persistent wastewater treatment performance issues.

“There are times when we have to face problems we are not familiar with. With the Environment Doctor services, we could ask questions and receive advice, which was what we appreciated most.”

Most Environment Doctor service recipients are smaller enterprises in industrial complexes that require assistance in dealing with environment-related issues.

▶ Gyeonggi Province’s Environment Doctor Program Operating Since 2003
Enterprises with limited environmental management capabilities, those that are subject to pollution-related public complaints and others that simply require technical advice are the users of the Environment Doctor services. Since launching in 2003, 2,300 sites have used these services.

▶ Public Foul Odor Complaints Halved
Since the launch of services, which include legal advice and related guidance, environmental violations by enterprises as well as public complaints about pollutants have been reduced significantly.

“We perform environmental diagnoses at approximately 240 sites a year. As a result, public foul odor complaints have been reduced by 50% and enterprises are saving money in their operations.”

Such positive changes are attributed to provincial support as well as to changed attitudes among enterprises.
