Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Gyeonggi Traditional Markets Busy during Chuseok (0924)

Before and during Chuseok (추석), a major shopping period for every Korean household, traditional markets in Gyeonggi Province held a variety of entertaining marketing events. Our reporter visited Osaek (오색) Market in Osan (오산) City to witness a 1930s music performance and gift certificate event.

Osaek (오색) Market is one of those historic traditional markets that used to open once every five days. This market is now bustling with Chuseok (추석) shoppers.

“I’ve been a patron of this market for twenty years. I prefer traditional markets because the goods are cheaper and fresher and the service is better.”

“We are busier during Chuseok (추석), but not as busy as usual this year. Perhaps it’s a residual effect of MERS.”
To revive consumer interest, traditional markets launched a variety of promotional events. In this market, songpyeon (송편), rice cakes for Chuseok (추석), are dispensed freely among visitors for tasting. There is also a 1930s Korean singing performance.

“With special performances and promotional events, traditional markets are regaining their liveliness during Chuseok.”
There are also free gifts as well as gift certificates given out for every purchase of a certain amount or higher.

Generosity and friendliness are still alive and well in traditional markets in Gyeonggi Province.
Article 2. Gyeonggi to Supply Quality Rental Houses at Low Rates (0923)

As part of Warm & Blessed Village development, Gyeonggi Province announced a plan for the development and supply of quality homes at low rental rates.

Gyeonggi Province Rental House Supply Plan Announcement
This housing supply project is the first of its kind in Korea to be implemented jointly by the public and private sectors through all phases from design to construction and management.
▶ Rents at Less than 70% of Market Rates
These rental homes will be supplied at rates that are 70 percent lower than market levels since construction costs will be reduced significantly through the utilization of publicly-owned land.
[Screen Top – Archived Image] Such cost reduction also enables these housing complexes to be constructed to higher standards than existing public rental units.

“We will construct a new type of Warm & Blessed homes that will make the entire region look better, livelier and more attractive.”
These homes will accommodate university students, long-term employees of small and medium enterprises, social newcomers, newlyweds, seniors and others eligible for housing welfare.
After the selection of locations, Gyeonggi Province plans to begin detailed project implementation early next year.
Article 3. ‘Stop Co2’ Mentoring Program Proves Effective

Gyeonggi Province’s ‘Stop CO2 Mentoring Program’, which involves large enterprises helping their smaller counterparts with greenhouse gas reductions, proved to be a great success and has resulted in a total energy cost reduction of KRW 10.7 billion over the past five years.

This electronic part manufacturer in Pyeongtaek (평택) City was able to reduce greenhouse gas emissions by more than 6 percent annually thanks to the mentoring service it received.

“We were largely ignorant about energy saving, but mentoring changed the way we think. Our mentor also supplied specialists and consultation services and help us resolve problems.”
This mentoring program also proved beneficial to large enterprises since mentee greenhouse gas reductions were counted as part of mentor contributions.

“We provided mentees with active support since the resulting energy cost reductions of a mentee are also regarded as part of our performance.”
Since its introduction five years ago, 26 large enterprises including SK Hynix and Samsung Electro-Mechanics have participated in the Stop CO2 Mentoring Program, helping fifty small and medium enterprises to reduce greenhouse gas emissions by approximately 50,000 tons, a total energy cost reduction of KRW 10.7 billion.
Article 4. KINTEX to Host Korean Public Procurement Expo 2015 (0923-3)

The Korean Public Procurement Expo, a unique nationally organized expo of items procured by Korean public offices, is slated to open at KINTEX in Goyang (고양) City this year. This year’s venue was selected so as to help suppliers with their international marketing.

This company in Gimpo (김포) City has been a major road facility supplier to public offices in Korea.
▶ Overseas Marketing Imperative but Challenge Too Difficult
However, their domestic market share has dropped drastically in recent years due to increased competition and reduced demand. The owner of more than thirty patents, this company is struggling to break into overseas markets.

“It is a well-known among suppliers and users that the domestic market for cast-iron manholes has reached its saturation point. We must find overseas markets if we are to survive.”
▶ Gyeonggi Province & Public Procurement Service Agree on Cooperation
On September 21, Gyeonggi Province and the Korean Public Procurement Service agreed on the use of KINTEX as the venue for the Public Procurement Expo.

“Small and medium businesses create the most jobs. I believe this agreement between the two public offices will be beneficial in that regard as well.”
▶ Expo to Provide Overseas Marketing Opportunities
This expo will feature the products of 46,000 suppliers registered with the Public Procurement Service and is expected to provide them with overseas marketing opportunities.
▶ Expo to Feature Gyeonggi Province Hall
The expo will also feature a Gyeonggi Province Hall with a large area for displays and business meetings.

“The main objective of the expo is to help our suppliers find international markets. We will also invite buyers from public offices overseas so as to connect them with our suppliers.”
The two public offices will work together to find a variety of ways in which to maximize the effects of the expo and to develop the occasion as an international event.
Article 5. Samsung’s 2017 Operations at Godeok Optimistic

The Samsung Godeok (고덕) Industrial Park in Pyeongtaek (평택) is the single largest complex of its kind ever established in Korea. In order to ensure the project proceeds as scheduled, Gyeonggi Province Governor Nam Kyung-pil organized a supporting administrative task force with himself as its head.

▶ Groundbreaking of Samsung Godeok Industrial Park
This past May, groundbreaking took place at the site of what will be Samsung Electronics’ and the world’s largest semiconductor component production lines when operations begin in 2017.
▶ Completion Schedule Brought Forward by 1 Year
Although the original plan for completion has been brought forward by one year in concert with governmental policy, work has been delayed due to a lack of supporting infrastructure.
▶ Gyeonggi Province Governor Nam Designates Support Task Force
Governor Nam expressed his strong intent to ensure the development project proceeds without further delay and personally took leadership of the task force.

“I believe that this project is essential for the maintenance of an important growth engine for the nation’s future.”
▶ Related Public Organizations to Participate in Task Force
In addition to Gyeonggi Province and Pyeongtaek (평택) City personnel, the representatives of infrastructure organizations will also participate in the task force.

“With support from Gyeonggi Province and its task force, I believe there will be no problem realizing the operations of the plant in 2017 as scheduled.”
During a task force meeting, pressing infrastructure requirements were identified and discussed.
▶ Priority Establishment of Roads and Industrial Water Supply
[CG] Entry roads will be opened in June of 2017 and industrial water supply will be made available as soon as possible.
▶ Other Utilities to be Provided without Delay
Other utility services including electricity and gas will be provided without further delay through cooperation with suppliers.
The construction of Samsung’s Godeok (고덕) complex is expected to have secondary production business effects of KRW 40 trillion and to create more than 150,000 jobs.
Article 6. Gyeonggi Implements Chuseok Measures (0924)

During the Chuseok (추석) holidays, Gyeonggi Province implemented a number of measures in eight service categories including transportation and medical services so as to prevent public inconvenience.

▶ Bus Runs Increased
The number of runs of local and long-distance buses was increased from September 25 to 29 during the 5-day holiday period.
▶ Local & Long-Distance Buses Ran 359 & 120 More Times, Respectively
Bus operations were increased by 359 runs on sixty local routes and by 120 runs on fifty long-distance routes.
▶ Traffic Information
Subway operations were extended until 2 a.m. during the Chuseok (추석) holidays. Traffic information service was provided in real time via radio, telephone, the internet and smart phones.
▶ Available Medical Service and Pharmacy Information
Information on sixty-one medical services and 44,000 pharmacies available for emergencies during the holiday period was provided.
▶ Operation of Special Trash Management
For the Chuseok holidays, when trash collection service is suspended, temporary trash bins were placed at strategic points, and special teams monitored trash amounts and prevented littering.
▶ Special Care of Solitary Seniors and Homeless Individual
Approximately 29,000 solitary seniors were provided with a special allowance as well as safety checks through visits and telephone calls. Homeless individuals were provided with Chuseok (추석) events and free meals.
▶ Chuseok Monitoring Offices Operated from September 29 to 29
Chuseok monitoring offices, manned by a total of 120 persons on average daily, were operated during the holidays from September 26 to 29 so as to respond to emergency situations and ensure the safety of residents.
Article 7. Gyeonggi Province Opens Its Data Resources for Public Use (0925)

Gyeonggi Province opened a website that provides information from its data resources that can be useful to the public in such areas as safety and tourism. The disclosed information will enhance daily resident convenience and is also expected to help create new business opportunities.

Entitled ‘Gyeonggi Data Dream’, this website, which was opened as part of Gyeonggi Province’s information disclosure policy, contains a number of applications including those for locating public parking lots and camp sites with their associated fees and operation hours.

The information available from this site ranges from that closely related to daily public life to large capacity data that can be utilized by enterprises.
▶ Information Accessible via Social Networking Services without Subscription
Unlike previous request-based information services, the data is readily accessible online or even via social networking services without subscription.
▶ 316 Information Types from 9 Provincial Organizations
The initial contents of these web pages consists of more than 300 types of information from nine provincial organizations including maps, applications and reference data as well as multimedia information about history and tourism.
▶ Public Data for Businesses
There is also a large amount of data that can be utilized for industrial purposes, offering the potential to provide new business opportunities.

“We have launched the Gyeonggi Data Dream. Many new businesses are expected to emerge utilizing the data resources now available from this website in combination with business ideas of individuals.”
Gyeonggi Province plans to disclose provincial data resources in phases: 30% this year, up to 70% next year, and the full disclosure of 1,008 information types by 2017.
