Article 1. Gyeonggi Governor Visits Industrial Sites (0519-2)

Gyeonggi Province Governor Nam Kyung-pil has been visiting industrial sites on a regular basis so as to gain a first-hand understanding ofhelp resolve on-site issues. Recently, our reporter followed Governor Nam on his visits to industrial enterprises in Gunpo (군포) City.

▶ Dangjeong-dong Industrial Area in Gunpo
This part of Gunpo (군포) Cityhome to 860 manufacturing enterprises that are densely packed in a 2.6-square-kilometer area. The most serious daily issues facedthe 14,000 employees working in this area are road safetya lack of parking facilities. Narrow passages are crowded with workersvehicles during commuting hours.

Information Meeting with Industrial Representatives
Governor Namprovincial officials met with representatives of resident enterprisesdiscussed local issues.

“The industrial area here originated a long time agoseriously lacks parking spaces. Theredaily chaos during morning rush hours.

“I believe that the parking facility issue can be addressed through provincial business environment improvement endeavors in cooperation with the local administration.”
During the meeting, seven issues were raised including parking facilities, simplification of administrative procedures for factory relocation,safety hazards. Some of the issues that could be addressed immediately were resolved on-sitethe authorities.

Since assuming office, Governor Nam has led Gyeonggi provincial officials on visits to industrial sites on seven occasionshelped resolve twenty-six site issues to date.

Article 2. Gyeonggi Employment Policy Tops National Assessment (0521-2)

Gyeonggi Province won theaward in a national employment policy assessmentthe Korean government. The awardattributed to the excellence of the province’s employment projects.

The Ministry of EmploymentLabor recently announced the results of an employment policy assessment of 243 local administrations.

▶ 238,000 New Jobs Created in Gyeonggi Province in 2014
Last year, approximately 238,000 jobs were d in Gyeonggi Province, nearly half the national total. Much of this remarkable achievementaccredited to provincial initiatives.

▶ Employment Welfare Plus Centers
One such initiativethe Employment Welfare Plus Centers that provide customized employment services. These centers are now the subjects of benchmarkingother localities.

▶ Gyeonggi Culture & Creativity Hub
The Gyeonggi Culture & Creativity Hub, a collection of content business startup support operations, also the first of its kind in Korea, has assisted 116 business startupsthe creation of 450 jobs in the nine months since its opening.

▶ Regulatory Improvement Increases Business InvestmentsJob Creation
Regulatory improvementsGyeonggi Province led to a business investment increase of KRW 8.5 trillionthe creation of 62,000 new jobs. The current provincial administration targets the creation of 700,000 new jobs during its term.

Most of the continuous job creation efforts of Gyeonggi Province are taking place in cooperation with local authoritiesprivate organizations as well as labor organizations.

Article 3. Gyeonggi Ansan Science Festival (0518-2)

On May 15, the 11th annual Gyeonggi Ansan Science Festival opened for a three-day run at the Hanyang (한양) University campus in Ansan (안산) City. The festival aims to promote science among primary school, middle schoolhigh school students in the province.

Many of the 130 booths showcase entertaining scientific principles. One such booth features human-like robots, also commonly known as androids, dancing to a popular song, another demonstrates metal ring making using a metal oxidation process.
The festival also features a variety of events including participatory programs for sciencetechnology, creativityimagination, the natural environment,safety, as well as an intelligent robot contesta special lecturerobot scientist Dennis Hong.

During the Gyeonggi Ansan (안산) Science Festival, which ran until May 17, a large number of youths visitedbecame more familiar with science through demonstrationseducational programs.

Article 4. Gyeonggi Hosts Korea Sports-for-All Festival (0518)

On May 17, the 15th Korea Sports-for-All Festival closed after a four-day national competition that took place in Icheon (이천) City of Gyeonggi Province.

At the opening ceremony held at Icheon (이천) City Stadium on May 15, seventeen provincialmetropolitan athletic teams of Korea enter the stadium ledflagsregional mascots. Soon, the stadiumfilled with 60,000 athletes, sports personnel, spectatorsvolunteer service staff celebrating the occasion.

This year’s festival consisted of fifty-six sports categories including eight regular categories for different age groupsindividuals with disabilities as well as sports demonstrations. It was held at a number of venues in the province including Icheon (이천), Pyeongtaek (평택)Yangpyeong (양평).

Unlike previous festivals, this year’s event included friendly matches in ten sports between KoreanJapanese athletes. There were also new prizes introduced for the first time this year: the Prize of Harmony went to North Gyeongsang (경상) Province, the Prize of Order went to North Chuncheong (충청) Province,the Special Prize was awarded to South Gyeongsang (경상) Province. The trophies for medal winners were made with the blue-green ceramics of Icheon (이천), a Korean ceramic center.

Article 5. Legal Provision Extended for Communal Land Development (0520)

In 2012, a temporary exemption law was enacted to enable the developmentuse of shared-ownership land, such as kindergartens in apartment complexes, until 2015. The enforcement period of this law was recently extended for another two years.

Before this legislation, the remodeling of such kindergartens was extremely difficult, ifimpossible.

The exemption law also enables land division among multiple owners. Until the introduction of the law, the division of commonly owned land ? for example, among three individuals ? was impossible the land was in a location governedregulations that technically restrict such division.

▶ Exemption Law for Division of Lands with Shared Ownership Extended to May 22, 2017
Gyeonggi Province extended the enforcement period of the law for two more years until May of 2017.

This lawapplicable to commonly owned lands one third of the land owners have actually been the occupants of the building on the land for more than one year.

[CG] Construction or remodeling of a building on commonly owned landpermitted only one fifth or more than twenty of the owners consent. The minimum area limit for land division among owners was also loweredthe exemption law to enable individual transactions.

Applications for land division with required supporting documents, either for transaction or building work, are being received at local public offices.

Article 6. Creative Economy Mentoring for Students (0522)

The Creative Economy Innovation Center of Gyeonggi Province held a mentoring meeting for youths in the province who aspire to become entrepreneurs in advanced technology fields.

The 1st ‘Next Hero’ Meeting
More than a hundred students attended the gathering, entitled ‘Next Hero’ meeting, organized under the theme of ‘Meeting Advanced ICTMentors’.
The guest lecturer, who acts as a mentor, encourages the youths to have bigger dreamsbroader visionsto be prepared to face challenges.

[Soundbite] “To have a vision, you must experience challenges. One develops insights through such experiences. Insights into the worldinsights with broader perspectives; these are the two essential requirements for a successful businessman.”
The lecturer also describes creative economy as a road to a virgin island, a process of thinking what no others have thoughtof making one’s own story. His messageloaded with the importance of creative economy.

Today’s Next Hero meetingthe first of regular events in which guest lecturers share their ideas about creativityinnovationparticipating youths learnforerunners to become the next heroes. Thus the lectures primarily focus on transferring wisdom instead of knowledge. The lecture was followeddialogues between the mentorthe youths.

The Next Hero meeting will be held on a monthly basis so as to provide youths with a free mentoring service in the form of lectures givenmentors who share their creativeinnovative ideas in creative economy fields.

Article 7. Gyeonggi Announces Illegal Fishing Crackdown (0522)

Gyeonggi Province announced a crackdown on illegal fishing in order to protect fishshellfish during their spawning seasons. Crackdown operations will continue throughout the month of May. Our reporter examined the details.

Onboard a fishing boat off the coast of Gyeonggi Province, officials perform close inspections to see the fishermen caught any young fish or use any unapproved or non-spec fishing gear. These inspections are part of a crackdown on illegal fishing practices conducted jointlyGyeonggi Provincethe Korean Ministry of OceansFisheries.

Up to 3-Year Imprisonment or a Fine of up to KRW 20 Million
Offenders will be subject to a penalty of up to three years of imprisonment or a fine of up to KRW 20 million, in addition to the suspension or cancellation of fishing licenses.
