Benchmarking for ‘Warm & Blessed Village’ Project of Gyeonggi Province
This village was selected for benchmarking by Governor Nam since its operation principles pertain to his concept for the Warm and Blessed Village project.
Its business start-up costs are supported by the provincial government, and participating residents take over its operation including production.
It also maintains stable production and sales through well-established distribution infrastructure.

This village enterprise in Wanju (완주) County will become a model for the establishment of Warm and Blessed Villages in Gyeonggi Province.

“What we learned in Wanju County is that they created a sustainable business model on the foundation of a community business, social economy and social enterprise combined. We will create our own such model, one that is suitable for an urbanized Gyeonggi Province.”
The Gyeonggi Provincial Government plans to establish a Warm and Blessed Village Promotion Committee before the end of this year for the active implementation of the project from next year.
Article 2. 2014 Gyeonggi Air Show Ended with Success (1014-3)

The Gyeonggi Air Show has ended with great success, attracting 430,000 visitors. This year’s show was co-hosted with the Korean Air Force, and has become the largest air show in Asia in both scale and popularity.

430,000 Visitors during 3-Day Event
During this aviation festival, which ran for four days, as many as 430,000 spectators visited and viewed the programs, and no incidents occurred thanks to tight safety measures.
Contribution to Economy and Aviation Industry
The Gyeonggi Air Show is deemed to have significant effects on the advancement of the aviation industry of Korea as well as economic effects.
Visitor responses also indicated enhanced satisfaction with increased experiential and entertainment programs.

Participation by the Korean Air Force as co-host of the show also contributed to the great success of this year’s event.
Next year, in addition to the Korean Air Force, Gyeonggi Province will also encourage local administrations to participate so as to provide a larger variety of programs and produce greater results.
Article 3.1st Regulatory Reformation Open Talk Held in Gyeonggi Province (1013-2)

The Regulatory Reformation Promotion Delegation organized by the Korean government began a two-month tour of sixteen large autonomous bodies for informal talks with local officials and residents. Gyeonggi Province was the first to be visited.

1st Regulatory Reformation Open Talk
The open discussion was held jointly by the Korean Government and Gyeonggi Province at Pangyo (판교) Techno Valley. The representatives of more than forty resident enterprises offered various suggestions regarding traffic problems, construction regulations and tax consultation services.

Some of the suggestions made during the talks will be handled by the provincial administration, and others will be presented to the central government for statutory amendment.
Article 4. Gyeonggi Province Tops National Skills Competition (1014-1)

The Gyeonggi Province team ranked first in the National Skills Competition that closed on October 13. It was the third consecutive overall win in three years. Gyeonggi Province has achieved overall wins eighteen times, the highest number in Korea.

The 49th National Skills Competition held in Gyeonggi Province ended on October 13 after an eight-day run.
Gyeonggi Province Achieves 3 Consecutive Wins, Marking Record 18 Wins
A total of 1,884 competitors in seventeen teams from cities and provinces of Korea participated in this year’s event to vie for medals in 48 categories.
[CG]The 159-memberGyeonggi Province team participated in all categories and won six gold medals, eleven silver medals and twenty-one bronze medals, thereby achieving the highest overall score. The Gyeonggi Province team showed strength in both conventional and advanced technology skills.

Held in Gyeonggi Province for the first time in fifteen years, this year’s competition was regarded as the fairest event to date as it adopted international competition rules.

The medalists will be provided with employment support as well as the opportunity to compete at the international skills competition in Sao Paulo next year after qualification.

The Korean skills team ranked first at last year’s International Skills Competition held in Germany for the fourth consecutive year, and is ready to achieve a fifth consecutive win.

Article 5. Gyeonggi Arts Company Festival (1015-1)

The Gyeonggi Arts Company held an arts festival this month to commemorate the tenth anniversary of the Gyeonggi Arts Center. Five provincial arts groups presented performances in a variety of genres.

String Music Ensemble at Festival Gala Night
The festival gala nights were filled with artistic performances including a string ensemble of tango music featured in the Hollywood movie‘ Scent of a Woman’ played by the Gyeonggi Philharmonic Orchestra.
Best Scenes of Musical ‘Wonderful Life’ at Festival Gala Night
Then a performance of the best scenes from the musical ‘A Wonderful Life’ followed. This musical, about the life of George Bailey, was first performed by the Gyeonggi Drama Company in 2011.
Gyeonggi Arts Center (October 8 – 18)

The festival featured 276 artists from five provincial arts performance groups including an orchestra, a drama company, a Korean classical music band, and a dance troupe as well as the Gyeonggi Pops Ensemble.

The performance programs in five genres of Korean and western classical music, dance and jazz were organized for the public to access easily, and included those first shown on stage.
Audience Participation Programs
The festival also featured additional programs for the audience such as Lobby Talk, in which a guide explains details about the performances, and Open House, which enables audience members to visit behind the curtains.

The Gyeonggi Arts Company Festival was structured to lower the art appreciation threshold for the public. The festival was held at the Gyeonggi Arts Center from October 8 to 18.
Article 6. Three Gyeonggi Counties Excluded from Air Management Zone Designation (1016-2)

The counties of Yangpyeong (양평), Gapyeong (가평) and Yeoncheon (연천) of Gyeonggi Province were excluded from Air Management Zone designation by the Korean Ministry of Environment at the request of county administration officials and residents.

With forests covering 82 percent of their entire areas, these three counties have been dubbed the ‘lungs’ of Gyeonggi Province.
[CG]However, these counties were inadvertently included in the Air Management Zone plan, which designated all of Gyeonggi Province as a management zone based on province-wide air quality statistics.
No. of Air Pollutant Producing Facilities, No. of Vehicles, and Air Pollutant Emissions Far Lower in Yangpyeong, Gapyeong and Yeoncheon than in Other Metropolitan Districts around Seoul
In actual fact, the number of air pollutant producing facilities in these counties is only 0.7 percent and the number of vehicles only one percent of those around Seoul.
[CG]The air pollutant emissions in these heavily forested counties are also low at below 50 micrograms, the criteria set by the Ministry of Environment for air management zone designation.
Ministry of Environment Decided to Exclude 3 Gyeonggi Counties from Air Management Zone Designation
Since last February, the Gyeonggi Provincial Government has been persuading the ministry to exclude these three counties of the province from such designation, and the ministry finally decided to honor the request, recognizing the quality of air in these regions.
Residents in these counties, who already suffer from various regulations, can now avoid additional regulations that such designation invariably entails.

28 Air Management Zones in Gyeonggi Province
The designation of air management zones by the Ministry of Environment is expected next year after legislation. There will be twenty-eight regions designated as air management zones in Gyeonggi Province, four more than previously designated.
Article 7. Gyeonggi Province Designates 251 Small & Medium Businesses with Good Prospects (1013-3)

Gyeonggi Province selected 251 enterprises with high growth potential and certified them as ‘Small and Medium Businesses with Good Prospects’ this year. The certified enterprises are provided with a range of provincial support and incentives.

Contribution to Local Economy Led to Provincial Certification
This company was recognized for its job creation, sound financial status and contributions to the local economy, and was granted ‘Small and Medium Businesses with Good Prospects’ certification by Gyeonggi Province in 2002. The certification enhanced its credibility and helped expand its markets.

Certified Enterprises Granted Various Incentives for 5 Years
The certified enterprises are granted various incentives for five years. However, the most tangible benefit of this certification is the official recognition of the credibility of the company, which makes it easy to expand their sales, especially overseas.
This kimchi-making company applied for and was granted an extension of its certification.
This certification tem of Gyeonggi Province helps certified enterprises to grow further.

251 Small and Medium Businesses with Good Prospects Certified This Year
Of 251 enterprises certified this year, 40 percent are those that had their certification renewed.
26 Incentives Provided by 8 Organizations
The certified enterprises are entitled to twenty-six incentives including discounted interest rates on financial applications and priority export credit limits through eight organizations.
Gyeonggi Province will continue to identify small-but-competitive enterprises with good prospects and provide them with support to help them boost the provincial economy.
