This is the second special session of this, the 9thGyeonggi Provincial Assembly.
This 16-day session will begin with questioning about general provincial matters followed by the deliberation of a revised supplementary budget from September 23.
Revised Supplementary Budget: KRW 17.8 Trillion
The amount of the revised supplementary budget plan submitted by the provincial government on September 4 is KRW 17.8 trillion.

“This supplementary budget aims to boost the efficiency of provincial administrative operations. It will also help us create an open administration for the realization of social unity.”
Social unity, which also refers to a coalition policy, has been the operative phrase of the Gyeonggi Provincial Government.
The recent holding of personnel hearings for the candidates for head positions of provincial organizations is an example.
The special session of the provincial assembly will end on September 30 with the determination of the provincial administration audit schedule.
43 Issues to Be Deliberated during 290th Provincial Assembly Special Session
In addition to the supplementary budget, the provincial assembly will also deliberate forty-three issues including a draft for a school meal support ordinance and further provincial reorganization plans.

Article 2. Gyeonggi Shares Fire & Disaster Control Techniques with Vietnam (0916-2)

On September 15, Viese fire officials arrived at the Fire and Disaster Headquarters of Gyeonggi Province to bench mark provincial fire and disaster control resources and to sign a cooperation and exchange agreement with the province.

Eight Viese officials including the head of the Viese Fire Office visited the Fire and Disaster Headquarters of Gyeonggi Province and viewed video conference equipment linked with the thirty-one cities and counties of the province.
These officials exhibited special interest in a3D simulation training video featuring 800 buildings in various disaster situations that enables virtual reality training without real-life training restrictions.

[CG]The necessity for firefighting resources is increasing rapidly in Vietnam as the country modernizes. However, there are serious shortages in firefighting facilities and manpower.
Gyeonggi Province and Fire Office of Vietnam Sign Cooperation Agreement (September 15)
According to the agreement signed, Gyeonggi Province will share its firefighting and disaster control techniques including those for high-rise buildings as well as IT-based emergency rescue methods.
The provincial government will also donate two mobile power pumps and a fire engine fully equipped with emergency rescue equipment.

Article 3. Gyeonggi Officials’ On-site Meetings with Small & Medium Enterprises (0917-2)

Since August last year, officials of the Gyeonggi Small and Medium Business Center, or GSBC, have been visiting industrial locations to discuss problems faced by small and medium businesses on site, and have helped resolve issues in many cases.

The sales of this furniture door-manufacturing company have been growing steadily despite fierce competition from large enterprises.
However, this company has barely been able to stay in the black due to increasing raw material prices and manpower costs.

“Manpower problems are particularly serious in Anseong. There must be positive administrative measures taken by the city government to support manpower supply.”
This is an example of the voices that can be heard directly from industrial personnel on site.
Such complaints and suggestions are often directed to the appropriate agencies for resolution or guided to helpful support programs by the visiting officials of GSBC.

On-site Meetings with Small & Medium Businesses Began Last August
These on-site visits by GSBC officials began in August last year.
[CG]Over the past year, these officials have met nearly 3,000 industrial personnel through 112 meetings and helped resolve problems in nearly a hundred cases.

On September 12, a ceremony marking the 29th Gyeonggi Women’s Day was held at the Gyeonggi Arts Center. This event was organized by the Gyeonggi Women’s Group Association.

Article 5.Gyeonggi Prepares 119 Centers for Foreign Language Calls (0916-3)

There are an increasing number of 119 emergency calls being made in foreign languages in Gyeonggi Province. To process and respond to foreign language emergency calls more effectively, the Gyeonggi Province Fire Services produced a staff training video.

There are nearly half a million foreign residents registered in Gyeonggi Province.
Residents of Foreign Origin Increasing Rapidly in Gyeonggi Province
The number of residents of foreign origin is growing rapidly, currently accounting for 4 percent of the overall provincial population, not even counting the large number of visitors.
Naturally, the number of 119 calls made in foreign languages has also increased greatly.
119 Calls in Middle Eastern and Southeast Asian Languages Pose Difficulties for Processing
It is often a challenging task for 119 staff to even distinguish between different languages, especially those of the Middle East and Southeast Asia.

In addition to staff self-education using this video, the Gyeonggi Fire Office plans to introduce other measures for the more effective processing of foreign language calls.

Article 6. ‘Horse Sculptures of the World’ Exhibition Opens at Gyeonggi Museum (0917-3)

To commemorate the Year of the Horse, the Gyeonggi Provincial Museum organized a special exhibition titled “Horse Sculptures of the World” that also reflects various cultures. Our reporter was there.

The American horse sculpture finished with realistic horse hide emanates an aura of the robust animals that used to run across the plains.

Through each horse sculpture, viewers can have a glimpse of the indigenous culture from which it came.

Horses have been companions of mankind throughout history. The horse sculptures in this exhibition reflect the history of horses that have lived with men.

Article 7. Gyeonggi Begins Mild Dementia Patient Care Service from Next Year (0917-1)

Unlike severe dementia patients, patients with similar but mild conditions are not eligible for long-term nursing insurance coverage. However, patients with mild dementia can use a day care service in Gyeonggi Province from next year. Our reporter examined the details.

At this public health center, local seniors with mild dementia attend a treatment program twice a week from 1 to 5 pm.
This program slows the progress of the condition in patients while momentarily freeing their families from nursing responsibilities.

“Familial Care Center” Project for Mild Dementia Patients
Entitled the ‘Familial Care Center’ project, this program aims to help mild dementia patients who are ineligible for long-term care benefits.
Day Care Service to Begin at 8 Public Health Centers as Trial Cases
The service will begin at eight public health centers in the province from next year as trial cases.

Treatment will be provided by specialists free of charge or, if lunch is provided, at a cost of KRW 100,000 a month.

“Management of general health and cognitive functions are especially important for patients with mild dementia. Good management may substantially delay progression to severe conditions.”
There are 112,000 dementia patients in Gyeonggi Province.
However, there is only one day care center for dementia patients in the province, which is in Yangpyeong (양평).
‘Familial Care Center’ to Open at 45 Public Health Centers in Gyeonggi Province by 2018
The ‘Familial Care Centers’ will be opened at forty-five public health centers in Gyeonggi Province by 2018.
