Last year, the number of foreign patients seeking medical services in Gyeonggi Province increased by more than 30 percent over the previous year. The number is expected to exceed 40,000 this year. A GTV reporter examined the reasons.

Our reporter met a patient from Russia who arrived in Korea accompanying her husband who suffers from stomach cancer. While caring for her husband, she was found to have a uterine my oma and underwent surgical treatment. She expresses satisfaction with the accuracy of the diagnosis and the timeliness of the treatment.

What draws foreign patients to the province, in addition to the friendliness and proficiency of its medical services, is the strategic medical service promotion being pursued in targeted overseas regions by the provincial government.

“I think the reason why foreign patients are satisfied with our services is mainly because we can provide treatment using the newest, least invasive technologies such as endoscopic surgery.”
Foreign Patients in Gyeonggi Province Increased by 32% Last Year
The number of foreign patients who visited Gyeonggi Province last year increased by 32 percent compared to the 25,000 visitors of the previous year.

Although the number of Japanese patients dropped recently due to unfavorable exchange rates, the overall number of foreign patients increased as more arrive from other countries such as Russia and China.
The contributing factors for such a development include the training of overseas medical professionals, medical network promotion and the support of provincial hospitals by the provincial government.

“We will continue to strengthen our inter-government medical cooperation with Russia and the Common wealth of Independent States as well as Southeast Asian countries to expand the promotion of provincial medical services.”
The Gyeonggi Provincial Government set an annual target of inducing 180,000 medical visits by foreign nationals by the year 2018 through the provision of quality medical services and the expansion of international promotional activities.
Article 2. Gyeonggi Province in Second Half of 2014 (0702-1)

GTV investigated the changes that are expected to be seen in Gyeonggi Province during the second half of this year. The greater part of the major changes will be those geared to improving convenience for residents as well as the safety of the living environment.

The users of M-Buses, long-distance express buses connecting Gyeonggi Province and Seoul, often have to waste time at bus stops without knowing that the buses for which they have been waiting are already full.

“From September, M-Bus users will be able to check the real-time seat information of all 304 M-Buses on 21 routes in Gyeonggi Province.”
With a national subsidy of KRW 240 million, Gyeonggi Province has developed the M-Bus Seat Information Service Program.
Real-time M-Bus Seat Information Service via Bus Stop Displays, Internet and Mobile App
Seat information will be available from displays at bus stops as well as via the homepage of the Bus Information System and a smart phone application.
Hazardous Chemical Disaster Drill
Also, in September, a large-scale safety drill for hazardous chemical leakage will be held.
Unlike previous drills, which focused on leakage control, this training event will involve personnel from more than ten organizations in rescue operations as well as damage control.

Discarded Large Electrical Appliance Collection Service
A free collection service for discarded large electrical appliances will be expanded to throughout the province from July.
This provincial decision was made after the trial operation of the service in ten regions received positive responses from local residents.

Article 3. Gyeonggi’s Metropolitan Rail Projects Gain Momentum (0703-2)

The recent passage by the Korean National Assembly of an amendment to the Metropolitan Transportation Management Law that increases the national subsidy rate is a green light for the metropolitan rail projects of Gyeonggi Province.

Amsa Station, Subway Line 8
Subway Line 8, which runs north from Seongnam (성남) City of Gyeonggi Province, terminates at Amsa-dong (암사동) in Seoul, making the journey difficult for those seeking to travel further to provincial regions northeast of Seoul.

“Subway Line 8 is far too short. Many travelers who want to go to Guri or Namyangju must make a very long detour.”
Gyeonggi to Construct Byeollae Line
To address this problem, Gyeonggi Province plans to construct a double-track Byeollae (별내) Line.

This 12.7-kilometer line will connect Amsa (암사) Station with Byeollae-myeon (별내면) of Gyeonggi Province. It was one of the first provincial metropolitan rail projects in Korea, but had been put on hold due to financial limitations.

However, the passage of the amendment to the relevant law stipulates that the national subsidy rate for regional metropolitan rail projects be fixed at 70 percent, alleviating the financial burden on local governments.
For Gyeonggi Province, this effectively increases the national subsidy rate by 10 percent.
Gyeonggi Metropolitan Rail Projects to Go Forward
Another metropolitan rail project of Gyeonggi Province, the Hannam (하남) Line that connects Sangil-dong (상일동) of Seoul with Changwoo-dong (창우동) of Hanam (하남) City, also has a positive outlook.

“We no longer have to rely on the central government for project initiatives. As the pioneer for provincial metropolitan rail projects in Korea, Gyeonggi Province will work closely with local residents in project implementation.”
Detailed construction plans for the Byeollae (별내) Line will be finalized by the end of the year and construction work will start next year.
The Hanam (하남) Line, for which sectional contracting is already underway, will be completed in 2020 with a partial opening in 2018.
Article 4. New Gyeonggi Governor Nam Kyung-pil Begins Official Duties (0701-1)

Governor Performs On-site Visits, Forgoes Inauguration Ceremony on First Day
Recognizing the heightened need for public safety following the tragic Sewol ferry disaster, the new governor filled the first day of his official duties entirely in the performance of on-site safety reviews.
Ansan National Mourning Site
After paying a visit to the Memorial Tower in Suwon (수원) early in the morning, Governor Nam headed to the Ansan(안산) National Mourning Site and met with families of the ferry disaster victims to express condolences.
Fire Disaster Headquarters
Governor Nam then visited the Fire Disaster Headquarters and conducted a video conference with thirty-four heads of local fire stations to review disaster control readiness.

“The entire nation was gripped by intense sadness following the (Sewol Ferry) disaster, and we are still recovering from it. We must make Korea a safe society, and we should start our efforts in Gyeonggi Province to prevent such a disaster from ever happening again.”
Seongnam Central Market
The Governor then visited Seongnam (성남) Central Market and reviewed the safety status of the market, which had received the lowest score in an anti-disaster assessment, and discussed methods for improvement.
He affirmed that he will change his own perception of safety in order to make Gyeonggi Province a safe and ideal place in which to live.

The term most frequently used by Governor Nam during his first day in office was “safety’.
The helm of the ship, Gyeonggi, with Captain Nam Kyung-pil, is launching the sixth term of a popularly elected provincial administration.
Article 5. Visiting Performances for Culturally Isolated Communities (0702-3)

Gyeonggi provincial institutes jointly organized visiting cultural performances for those community members of Gyeonggi Province who have limited opportunities for cultural experiences.

The audience at this concert is completely absorbed in the hypnotic melodies and powerful rhythms of the orchestral music, and offers enthusiastic applause at the end of the performance.
They are individuals with disabilities, children and juveniles from small public facilities who have few opportunities to appreciate cultural performances. They were invited to this event.

‘Visiting Munhwa-Nuri (Cultural Enjoyment) Performances’
This concert is part of the cultural charity program, entitled ‘Visiting Munhwa-Nuri (문화누리) Performances’, organized by the Gyeonggi Arts Center.
The beneficiaries of this program are the residents of small welfare institutes and legal facilities who have limited opportunities for cultural activities.
The program consists of visiting cultural performances of high caliber.

“These individuals have virtually no opportunities to attend cultural performances. We will organize performances for individuals in such communities as well as for the economically under privileged in isolated regions.”
Performances at 3 Locations Planned This Year
Three locations in culturally isolated regions have been selected for this year’s visiting cultural performances.
The organizers of the Visiting Munhwa-Nuri (문화누리) Performances plan to expand the number of performance locations so as to enable more individuals in isolated communities to enjoy cultural experiences and participate in cultural festivities.
Article 6. Gyeonggi to Increase Public-type Childcare Centers to 444 (0703-3)

The number of public-type child care centers in Gyeonggi Province has increased to 444. Public-type child care centers are private facilities that are publicly supported and monitored so as to ensure low-cost, high-quality childcare services.

Gyeonggi Province has been promoting public-type childcare centers among private facilities so as to provide parents with reliable, quality childcare services at a low cost.

“It is true that childcare cost is a big burden for us. But it is also true that we are concerned about the quality of the facility and its education contents because my child spends long hours at the facility.”
This is the very reason for the launch of the Public-type Childcare Center project by the Korean government.
Public-type Childcare Centers Receive Government Support
Once selected as a public-type childcare center for its quality services, a private facility is provided with government support of up to KRW 7.75 million depending on its size.
Parents Can Use Quality Childcare Services at a Low Cost
As the popularity of these facilities increased among parents due to the provision of quality services at a low cost, the Gyeonggi Provincial Government began increasing the number of public-type childcare centers.
Number of Public-type Childcare Centers in Gyeonggi Province to Increase to 444
The number of such centers in Gyeonggi Province will be increased by 25 in July to 444.

“There are financial and location all imitations in establishing public childcare centers. As an alternative, Gyeonggi Province has been promoting public-type centers among established private facilities since July 2011.”
Gyeonggi to Strengthen Service Quality of Public-type Childcare Centers
The Gyeonggi Provincial Government will also strengthen the preliminary training and on-going supervision of these facilities so as to maintain the quality of their services.
With the increased number of such facilities, more parents can be relieved of their childcare cost and quality concerns.
Article 7. Gyeonggi Governor Nam Kyung-pil Presents Keynotes at First Provincial Monthly Meeting (0703-1)

Gyeonggi Province Governor Nam Kyung-pil led the first monthly provincial meeting of his term at the Northern Gyeonggi Provincial Government Complex in Uijeongbu (의정부) on July 2.During the meeting, Governor Nam presented keynotes for the sixth popularly elected provincial administration.

In his message to provincial officials, Governor Nam emphasized innovation. He personally presented the keynotes of administrative operations under his leadership with his sleeves rolled up as if in an innovation marketing session.

New Atmosphere of Monthly Provincial Meeting
During his first monthly provincial meeting, the governor also expressed his intention to break from convention and to delegate more administrative powers to officials.
Leading the officials in morning exercises, standing side by side with officials putting arms around each other’s shoulders and practicing communication instead of officious instructions, he made this first monthly provincial meeting an exercise in innovation itself.
During the meeting he also suggested ‘Good Morning Gyeonggi Province’ as a new administrative slogan, signifying his resolution to make provincial residents feel happier at the start of each day.
He also promised to make officials happier.
Governor Nam Will Drive Small Car to Work
Governor Nam said that he will drive himself to work in a small car without being accompanied by personal staff, which is also an innovative start for the new administration.
The governor brings a strong wave of innovation to the sixth popularly elected Gyeonggi provincial administration.
