Article1.Gyeonggi to Construct3rd Techno Valley in Hwaseong City(0303-3)

On February 28th, the Gyeonggi Provincial Governmentsigned an agreement with the Korea Land and Housing Corporationfor the establishment ofthe province’s third techno valley, anadvancedindustrial complex of venture companies,in Dongtan (동탄) New Town ofHwaseong (화성) City.

Gwangyo(광교) Techno Valley, the first of its kindin Gyeonggi Province, was established in Suwon (수원) City in 2008. It is now home to five research institutes and more than two hundred enterprises.
Pangyo (판교) Techno Valley inSeongnam (성남) City, the second such complex to be established in the province, houses forty-eight enterprises with fifteen thousand employees. It has become the subject of benchmarking by twenty countries.
1) Third Techno Valley in Dongtan, Hwaseong City
Dongtan (동탄) Techno Valley will be builton a 1.5 million square-meter sitein Hwaseong (화성) City.
2) MOU for Dongtan Techno Valley Establishment
Under this agreement, the Korea Land and Housing Corporation will supply the land and cooperate in the early establishment of the complex.

“We will provide active support to help Gyeonggi Province transform Dongtan into a center for a creative economy.”
Unlike conventional new town developmentthat primarily aims to supplyresidential housing, Dongtan (동탄) New Town with atechno valley twice as large as its Pangyo (판교) counterpart will form an urban community of research institutes and venture businesses, thus becoming the birthplace of many new jobs.
4) Techno Valley Triangle
Together with the techno valleys in Gwangyo (광교) and Pangyo (판교), the establishment of Dongtan (동탄) Techno Valley will complete the province’stechno valley triangle.
5) Gyeonggi Province Governor Kim Moon-soo
“Pangyo, Gwangyo and Dongtanare located close to each other, and will have great synergistic effects among them as well as positive economic effects on the surrounding regions.”
The Gyeonggi Provincial Government will continue to promote the advancement of the local economy and technology through the establishment of new urban industrial complexes.

Article2.Gyeonggi Tops in Resolving Civil Complaints(0304-2)

According to the results of the Anti-corruption and Civil Rights Commission of Korea’s annual assessment of civil complaint processing by local governments, Gyeonggi Province ranked first among larger autonomous bodies in Korea in the resolution of civil complaints.

This statutory organization undertakes an annual evaluation of the performances of local administrations in dealing with civil complaintspertaining toinconvenient and dangerous situations faced by residents.
1) Gyeonggi Province Tops in Civil Complaint Resolution for 2 Years
This is the second consecutive year that Gyeonggi Province ranked highest in Korea among larger autonomous bodies in successfully resolving civil complaints.

The assessment was based on performances in the prevention, resolution and management of civil complaints over the past year.
The excellence of Gyeonggi Province in complaint management stems from the utilization of complaint management manuals and the operation of tematic complaint management tems.
2) Ombudsman System
The introduction of the Ombudsman System this year will also play a role in the effective processing of complaints.

Article3.Crackdown on Fake Korean Beef (0305)

Last month, the Special Judicial Police of Gyeonggi Province staged a crackdown on fake Korean beef and uncovered a number of butcher shops whose owners misrepresented and soldimported beefaslocal produce.

At thisbutcher shop, American beef was sold as Korean beef.
1) Beef Ribs from USA Disguised as Korean Galbi
During the Lunar New Year holidays, its owner misleadinglysold 65 kilograms of beef ribs from the United States as Korean beef at a price of KRW 4,500 per 100 gramsinstead of the normal KRW 3,500.
Other butcher shops exposed during the crackdown used similar methods to make illegal profits.
The lawbreakers all said that they had no other choice in order to survive competition.
2) Country of Origin IndicationViolator
“Business was very slow. I was forced to fake the country of origin, otherwise I couldn’t compete withlarge supermarkets.”
3) 10 Butcher Shops Uncovered forViolating Country of Origin Indication
Out of thirty butcher shops investigated by the Gyeonggi Province Special Judicial Police, ten were found to have misrepresented and sold imported beef as Korean beef.
Such violationswereuncovered by means of genetic tests on beef and cow ribs, since it is impossible to visually distinguish imported beef from its local counterpart.
4) Cow Identification Number
It is advisable to carefully check the cow identification number and country of origin indication when purchasing beef.
5) Jeong Bong-soo / Chief Officer, Gyeonggi Province Special Judicial Police Yongin Center
“We suspect that there are more cases of similar violations. We will expand our investigations to protect the interests of consumers.”
The violators will be prosecuted and sentenced up to seven years in prison or finedup to KRW 100 million. A list of the shops of the violators will also be disclosed viathe homepages of public offices. 
Article4.KINTEX–Samsung Station Lineof GTXGiven Green Light (0303-2)

On February 28th, the Korean Ministry of Land, Infrastructure and Transport announced thatit hadcompleted a feasibility study of the GTX lines proposed by Gyeonggi Province, and decided to proceed initially with the construction of the KINTEX–Samsung (삼성) Station Line.

1) GTX, Great Train Express Connecting Seoul and Surrounding Regions
Since 2009,the Gyeonggi Provincial Governmenthas been pressing the Korean central government for the approval of three GTX lines, express railroad lines connecting Seoul and its surrounding regions.
According to the Ministry of Land, Infrastructure and Transport, the two other GTX lines will be subject to reassessment.
2) Max. Speed 200 km/h 50 m below Ground
The ministry’s announcement led to speculation that construction may finally begin in 2017.
GTX willrun fifty meters below ground at a maximum speed of two hundred kilometers per hour.

“I welcome the announcement of the ministryeven if it was made after seven years of delay. I hope that construction will nowcommence as soon as possible.”
When the36.4-kilometer KINTEX–Samsung Station Line is completed, it will take only twenty minutes to travel from KINTEX to Samsung Station via Seoul Station.
According to a ministry spokesperson, the two other GTX lines, B and C, may be reassessedto include utilization of existing subway lines for economic reasons.

“We will reconsider lines B and C. The original plans will be modified to reduce costs by utilizing existing subway lines.”
The Gyeonggi Provincial Government will work closely with the cities of Seoul and Incheon to realize simultaneous construction of the three lines.

On Taxpayer’s Day, March 3rd, the Gyeonggi Provincial Government presented Exemplary Taxpayer Certificates to enterprises that have faithfully complied with tax payments. The recipients will be provided with priority treatment in tax inspections and financial applications.

This flat display manufacturing company with 129 employees is one of the recipients of the Exemplary Taxpayer Certificate.
Over the past three years, this company has faithfully paid KRW 650 million in local taxes.In 2013, it achieved sales of KRW 53 billion including over USD 20 million in exports.
2) Exemplary Taxpayer’s Certificate Presentation Ceremony (March 3rd)
In addition to 47 enterprises, 344 individuals who demonstrated exemplary conduct in tax payment also received the certificate on Taxpayer’s Day.

Exemplary taxpayers are selected based on anassessment of a number of factors including tax payment history and the amount of tax paidover the past five years.

The certified exemplary taxpayers are entitled to an exemption fromtax inspections for two years, an exemption from collateral provision on deferred tax payments, the application of interest benefits on both loans and savings at designated banks, and other benefits relating to banking services.

Article6.Gyeonggi Intensifies Air Emission Control (0305-3)

Withmicro-dust warningsissued more frequently in Korea, the Gyeonggi Provincial Governmentorganized the Air Pollutant Inspection Squad to directly control the emission of air pollutants by businesses. Violators will be penalized according to relevant laws and subjected to administrative actions.

This incineration plant in Gunpo (군포) City is equipped with a thermal energy recycling tem that produces hot water using the heat generated from its incinerators.Its state-of-the-art air purifying tem completely eliminates air pollutants including toxic gases from exhaust gas.

“Burning trash completely and safely is what we do here. Our advanced pollution control tems can completelyremove micro-dust and air pollutants from the incinerators.”
This year, the inspection squad will perform inspections at 162 sites,focusing on checking the exhaust tems for any air pollutantemissions.
Consisting of four teams, the inspection squad will inspect the dust collection facilities and take measurements of substances in exhaust gases, comparing the results against permitted maximums. They will also perform night inspections at sites that operate on a twenty-four hour basis.

“We began inspections to reduce micro-dust generation at industrial sites. We also provide support with environment preservation funds…”
Based on the findings of the inspections, industrial sites that generate excessive amounts of air pollutants without proper corrective measures will be subject to strict administrative actions. The list of such sites will also be disclosed via the provincial homepage.
However, those sites that are willing to improve but unable to do so will be provided with technical and financial support for facility improvement.

Article7.Gyeonggi Strengthens Agricultural Competitiveness (140305-1)

The Gyeonggi Provincial Governmentdisclosed its policies for the strengthening of agricultural competitiveness so as to help farmers contend with imported products.

1) Agricultural Competitiveness Improvement Policies
These policies aim to strengthen the competitiveness of domestic products through the supplementation of fourteen basic facilities for agricultural production such as irrigation facilities, farm roads and farm lands.
2) KRW 96 Billion for Basic Facilities for Agricultural Production
To establish such basic facilities and thereby reduce agricultural production costs, the Gyeonggi Provincial Governmentwill invest KRW 96 billion this year.

Some of the high priority projects for this purpose include the construction of two new water pumping plants and the renovation of four more plants around the Imjin (임진) River watershed for stable water supply to farms in the area.

Riverbanks and water drainage facilities will be constructed or improved in areas of high flood risk.
3) Agricultural Water Supply Projects
There are also agricultural water supply projects for areas with limited natural water resources. These projects, which will cost KRW 15.4 billion, include the development of water sources and the preservation of ground water.
They also include the construction and improvement of irrigation channelsas well as the redevelopment of farm areas withsmall,densefarm patches.
