Article 1.Gyeonggi Province to Reform Service Industry Regulations(0224-3)

The Korean Government recentlyannouncedits Five-year Plan for Economic Innovationthroughthe promotion of service industries including health and medicine, tourism and education.In order to facilitate the effective implementation of the plan, the Gyeonggi Provincial Governmenthas devised regulatory improvement strategies for service industries.

1) Gyeonggi Province Announces Service Industries Regulation Improvement Plan
This regulatory improvement plan aims to promote the competitiveness and growth potential of service industries through regulatory reformation.
2) Regulatory Improvement Task Forces
The provincial plan includes the formation of task forces for each service field with participation by representatives from the public and private sectors.
These task forces will act as control centers by mediatingdifferent interestsamongthe sectors and identifying ideal regulatory solutions that serve the greatest common interest.
3) Operation of the ‘Service-Up Ombudsman System’
The plan also includes the operation of a Service-Up Ombudsman System for on-site investigations and the identification of regulation-related issuesas well as follow-up evaluations of the effects of regulatory amendments.
4) Large-Scale Service Industrial Survey for Policy-Making
The Gyeonggi Provincial Government also plans to conduct a large-scale survey of service industries to aid policy-making through the identification of regulations that require modification. The provincial government will also intensify its efforts to promote investment in competitiveness improvement among the service industries.
Article 2.Gyeonggi Institute Develops Vertical Farming System for Restaurants (0225-3)

The Gyeonggi Agricultural Research and Extension Servicesrecently introduced an in-house vertical farming tem for restaurants. Ideal for growing vegetables, this tem was developed by modifying a domestic water cultivationtem.

In this restaurant, vegetables varyingfrom lettuce to mustard and beetsare grown in their own vertical farming tem and served fresh to customers.
Occupying only a small space, the vegetables grow much faster and are harvested twice daily.
This tem consists of a simple water circulation tem and vertical racks of plant potsthat are normally used for the water culturing of home-grown vegetables.

It is an indoor water-culturing tem withnutrient-added water circulating throughout the tem.
It offersflexible design possibilities and can be constructed easily in the form of racks, ladders, or wall-mounted structures for both self-grownvegetables and flowers.
2) Vertical Self-Farming System for Restaurants
The vertical farming tem that GARES has introduced is especially designed for restaurants for the cultivation of vegetables.
3) Economy in Space Use and Growing Time
Compared to cultivation using soil, the vertical farming temcan facilitate economy in the use of space and reduce growing time, thereby enabling the user to save substantial installation and maintenancecosts.

Article 3.1st Gyeonggi Women Employment Forum (0226-1)

On January 26th, the Gyeonggi Provincial Governmentheld the first Gyeonggi Women Employment Forum to promote job creation for women. Gyeonggi Province has the largest population ofwomen in Korea. However, women in Gyeonggi Province are not as socially active as in other regions, showing an employment rate ofless than 50 percent.

A part-time physical therapist,Lee Shin-ja (이신자) is one of those rare women who returned to work after she married and had a child. She considers herself very lucky to be able to continue her career while tending her family.

2) The 1st Women Employment Forum
This forum was organized to discuss ways in which to create jobs for women who have their careers discontinued. It was the first step that the Gyeonggi Provincial Governmenthas taken in the support ofsuch women.
3)Job Creation for Women Seeking to Return to Work Force
During the meeting, participants presented institutional support cases of women who seek employment after long periods of absence from the workforce in foreign countries, and reviewed the currentre-employment environment for women in Gyeonggi Province.
The attending provincial official stated that the provincial government will provide realistic women re-employment support programs through employment centers.
4) Oh Hyeon-sook / Director, Gyeonggi Province Women and Family Division
“We will continue to address issues regarding job creation for women through various endeavors. We will also conduct a survey of 100,000 small and medium-sized enterprises in the province to identify part-time employment opportunities for married women.”
Withsix million women, accounting for 25 percent of thewomen in thenation, Gyeonggi Province has a largefemale workforce, and their employment is an important factor inthe economy of the province.
Article 4.Evidence of Dokdo Island as Korean Territory(0224-1)

An exhibition of historical evidence that Dok-do (독도) Island is Korean territory was held at Suwon Station Plaza last month. This exhibition was held following the recent designation of Takeshima Day by Japan as part of its propaganda efforts to include this tiny island between Korea and Japan in its territory.

1)Historic Official Maps Made in Japan Indicate Dok-do as Korean Territory
A historic map preparedin 1785 by Hayashi Shihei, a high official of Japan, clearly indicatesUleung-do (울릉도) and Dok-do (독도) as territories of Choseon (조선). Another map made in Japan in the 1800s also indicatesDok-do in yellow, representing the territory of Choseon (조선), instead of the red used for Japaneseterritory. Even in 1877, one of the highest administration officials of the Japanese government stated that Japan has no connection with Dok-do.

“I believed that Dok-do is our territory simply because everyone says so. Now I know for sure after seeing this evidence.”
Japan has been claiming that Takeshima, the Japanese name for Dok-do, is part of its territory since the Russo-Japanese Warthat ended in 1905.

“All of the forty historic maps and documents displayed in this exhibition show that Dok-do is Korean territory.”
Supported by a private organization, thisexhibitionshows historic official maps and documents thathave been collected by a Korean scholar who has studied Dok-do his entire life.

“Japanese right-wing organizations are manipulating Japanesepublic sentiment. The purpose of this exhibition is to prove the historical truth not through emotional confrontation but by reason.”
This exhibition, whichstarted at Suwon Station Plaza last month, will reopen at the Suwon Hwaseong (화성) Museum next month and then run at the Suwon Gwangyo (광교) Museum until June 1st.
Article 5.Average Gyeonggi Resident Borrows 3.8 Library Books a Year(0225-1)

According to recent library statistics of Gyeonggi Province, nearly half of itsresidents are registered as public librarymembers,and the average person borrows approximately four books from public libraries a year.

In Gyeonggi Province, 45 percent of its residentsare registered as members of public libraries.

Last year, 3.8 books were borrowed from public libraries per person on average.
Citizens of Gwacheon (과천) were the most avid readers, borrowing 12.7 books per person annually, followed by the citizens of Gunpo (군포) and Uiwang (의왕).

The number of public libraries in Gyeonggi Province increased by 42 percent from 141 in 2009 to 200 last year, accounting for 23 percent of the national totalof 868. The number of books in public libraries has also increased by 50 percent since 2009 to 24 million, which is equivalent to two books per provincial resident.
3)Gyeonggi Targets 2.5 Books per Person by 2017
Gyeonggi Province plans to increase the number of library books to the UNESCO standard of 2.5 books per person by 2017.

The Gyeonggi Provincial Government recently announced its library statistics and stated that it will develop new library operation and management policies based on these statistics.

In addition to basic information about markets such as locations and shops, detailed sales information, including prices, discounts, credit card usage, and special events, is also provided. This website can also be accessed via smart phones and tablet PCs.

Kim Seon-yeop (김선엽), aged 27, was a serious internet game addict, playing gamesforhours and hours every day, often days on end, completely devoid of any social life.
However, he avoidedruining his life when he began to receiveregular psycho-therapy one year ago.
He is now living a normal lifeworking as a computer instructor.

“I used to play games for 4, 6, or 8 hours. I just couldn’t stop. But now, after treatment, I can control myself and give up the mouse quite easily.”
3) 650,000 Compulsive Internet Users in Gyeonggi Province
According to the National Information Society Agency, there were 650,000 compulsive internet users in Gyeonggi Province as of 2012.
4)Insufficient Internet Addiction Treatment Facilities
Withthe widespread internet addiction problem, the thirteen centersin Korea that includedinternet addictiondepartmentswere insufficient.
5)First Specialized Internet Addiction Treatment Center
To address this problem, Korea’s first specialized internet addiction treatment center was opened in Yongin (용인) City of Gyeonggi Province.
6)Prevention, Consultation, and Treatment
At this center, various treatment methods using painting, music, and even cooking are used to help patients recognize their problem and develop self-control. Consultation and training are also provided toaddress compulsive internet usage.

This center also operates a home-visit program for potential addicts as well as a treatment follow-up program in conjunction with other healing programs such as horseback riding.
