The art of the late Baek Nam-joon (백남준), a world-renowned video artist,still appreciatedviewers throughout the world. A specialdefinitely unusual exhibitionbeing held in commemoration of Baek’s 80th birthday. Entitled “X Sound: After John CageBaek Nam-joon”, this exhibition features a mixture of avant-garde videoaudio arts.

This sound, whichsomewhatthat of percussion instruments, comesthis piano. It was dthe famous avant-garde composer John Cage,the sound you heara musical piece composedhim. He attempted to break stereotypical views of sounding screwswooden pegs among the piano s. These rather odd sounds mix with the normal notes of a piano to the unique musical world of John Cage.

2) <Total Piano, 1963>Baek Nam-joon
This pianoone of the well-known video art pieces of Baek Nam-joon (백남준). First displayed in 1963, this piano contains a number of light bulbs that light up when the keys are pressed. The reason for the similarity of these two pianosthat John Cage had a great influence on Baek Nam-joon (백남준).

“The year 2012 marks the centennial of the birth of the world-class avant-garde composer John Cage, as well as the 80th anniversary of Baek Nam-joon’s birth. The art of John Cageas difficult to understand as hefamous, so we illuminated John’s art in a piece-by-piece connection with Baek Nam-joon’s work to help viewers better understand his art.

This company in Hwaseong (화성) City produces ventilation devices for coolingheating equipment. By securing orderslarge enterprises, this company could achieve a 20% increase in salesrecruit 10 more employees. How did they do it? Itall because they could invest in the expansion of production facilities that were essential for satisfying the delivery conditions requiredlarge companies through the low-interest financial support of the Gyeonggi provincial business promotion fund.

3) Survey of 240 Recipients Reveals Positive Effects for 95% of Beneficiaries
According to a questionnaire-based survey of a sample group of 240 fund recipients, 95% responded that the support was helpful.

Additionally, 76% of the fund beneficiaries actually expanded their businessesemployee numbers. More than 78% replied that their sales grew after receiving the financial support.
4) [INTERVIEW] Park Jong-dal / Officer of Gyeonggi Province Enterprise Policy Division
“The results of the survey reveal that the most important factor for the use of this business promotion fundthe low interest rate. Having an interest rate lower than that of ordinary banks seems to have been the key for the promotion of smallmedium-sized businesses.”
However, this survey also revealed that the required submission of so many documents during the application process has to be improved.
This year, Gyeonggi Province plans to provide smallmedium-sized businesses with total financial support of KRW 2.2 trillion in the form of monetary fundsfinancial guarantees. The provincial government also plans to modify the qualification requirements so that more companies including social enterprises can access provincial support.
Title 3. Free Artificial Knee Joint Surgery for Seniors (0402-1)

Artificial knee joint surgery costs the patient KRW 6 million in Korea, a sizeable sum for some senior citizens who have no choice but to resort to a surgical solution. To alleviate the burden of high costs among elderly patients in low income brackets, Gyeonggi Province has decided to provide them with free surgery.

Last year, a total of 40,000 Koreans underwent artificial knee joint surgery. And the number has been increasing.
1) Many Give up Surgery Due to High Cost
Most knee joint patients are senior citizens, but the cost of surgerytoo high for many of them. 72-year old Kim Yeong-ja (김영자) has long sufferedarthritis in her knee joints, but has been postponing surgery because of the high costs. Recently, she received the long-awaited surgery under the Free Artificial Knee Joint Surgery Program of Gyeonggi Province,is now capable of walking much more comfortably

Under this agreement, Lee Chun-taek Hospital provides medical servicesSamsung Electronics covers the costs for patients edGyeonggi Province.
4) 300 Patients Received Free Knee Surgeries
Since 2008, a total of 300 patients have received free artificial knee joint surgery under this programwere able to return to nearly normal daily activities.
5) Gyeonggi Province Governor Kim Moon-soo
“Most elderly patients in low income brackets remain untreated although they are in severe pain every day, just because they cannot afford surgery. Itfor these individuals that this free artificial knee joint surgery program was intended.”
According to a provincial official, Gyeonggi Province plans to expand the coverage of this program to a broader category of low-income earnersto include a wider range of surgical services.

Although welfare demandcontinuously increasing, theretrend of social workers leaving their jobs. Low salariesinferior working conditions are driving social workers to search for other careers, pushing their employment turnover rate up to 40%. To rectify this situation, Gyeonggi Province announced that it will raise the salaries of social workers to levels comparable to those of public officials.

Kim In-seon (김인선)a social worker based at a physical rehabilitation center in Suwon (수원) City. Kim’s dayfilled with constant labor without a single breakearly morning until late in the evening, caring for adults with disabilities. Kim started the job with a strong sense of duty, but the duty has become too much of a burden. A low salaryinferior working conditions make it even worse.

“All social workers are being paid far less than what they deserve. Itabsolutely necessary to improve this situation.”
Social workers at this rehabilitation center receive a monthly salary of KRW 1.6 million on average, whichmuch less than urban workers, but they are still better paid than most social workers at smaller establishments.

“Low payment for social workers has been a chronic problem. Improvement of their salaries will also improve the quality of welfare services in general.”
4) More Than 50% of Social Workers Consider Change of Occupation
According to a survey conducted last yearthe Korea Association of Social Workers, 42.6% of social workers changed their jobsmore than half of the remaining social workers are considering leaving their jobs. Itundeniably necessary to improve employment conditions for social workers. And it must be done soon.
5) Gyeonggi Province to Raise Social Workers’ Salaries6.4%
Gyeonggi Province decided to raise the salaries of social workers6.4% this year, following last year’s 8% pay raise, which amounts to a 14.4% salary increase over two years.

The Gyeonggi Provincial Government plans to include an additional budget of KRW 19 billion for this salary increase in the first revised supplementary budget plan,will continue to improve the salary levels of on-site social workers until they are comparable to those of public officials.
Gyeonggi Province has been providing a variety of supports for social workers including a retirement deduction allowancelife stability fund through the Gyeonggi Province Social Welfare Mutual Aid Association, which was established in 2010.

The key feature of these rice cakestheir content of minor grains that are known to inhibit the activity of lipase, an enzyme that breaks down fat for absorption.
