The international trade statistics of Gyeonggi Province marked monthly deficits 10 months in a row until October last year due to stagnation in export sales. However, with the effectuation of FTAs in 2012, there will be a substantial increase in the potential for international marketing,Gyeonggi Province plans to intensify its support for exports.

In October of 2011, the exports of Gyeonggi Province marked USD 7.2 billion. This was 3.1% less than the previous month.
1) Gyeonggi Trade Deficits 10 Months in a Row
Manufacturers of memory chipsLCDs, major export items of Gyeonggi Province, were particularly hard hitcontinuous international price declines, driving the trade balance of the province toward the red month after month. Since the world economic growth rateexpected to decrease further, active support for international marketingboth the nationalprovincial governmentscrucial during 2012.
2) Support to Focus on Development of Large Overseas Markets
Gyeonggi Province will focus its support on market development in the USthe EU, which are the giants among the overseas markets that will open with the effectuation of FTAs.
3) Extensive G-FAIRs
The Gyeonggi Provincial Government will organize extensive G-Fair events since these have proven effective in creating overseas marketing opportunities for quality products.

There are a number of new policies in Gyeonggi Province this year. In this week’s news, we have summarized the environmenttransportation policies that will be introduced in the New Year.

Atopya generic term for certain allergy types – such as rhinitis, asthma, hay fevereczema – causedenvironmental allergens. The attack rate of atopy has significantly increased among Koreans recently.
1) Number of Atopy Camps to Increase to 7
An atopy camp in Gapyeong (가평) County had a long waiting list as the word spread that participants had experienced satisfactory results. Gyeonggi Province announced that it will open six more atopy camps in the cities of Yongin (용인), Namyangju (남양주),Paju (파주) as well as in Yangpyeong (양평) County.
2) Projects for Creation of Clean Gyeonggi Province
Since therea growing awareness of the importance of the environment, Gyeonggi Province will develop a number of environmental projects for the realization of a clean province.

These projects include the extension of the water quality inspection range to 300mthe burial sites of animals strickenfoot-and-mouth disease; strengthening administrative control of indoor air quality in internet cafesprivate educational institutes;strict enforcement of the Asbestos Management Law to prevent exposure to asbestos at construction sites. There are also extensive projects for the improvement of urban infrastructure so as to make Gyeonggi Province a better place in which to live.
3) 130 Red Buses to Be Added in Gwanggyo, GimpoPaju New Town
The addition of 130 red buses in three new towns in Gwanggyo (광교), Gimpo (김포)Paju (파주)one of the urban infrastructure improvement projects geared for the enhancement of public convenience.
4) Enforcement of Obligatory Registration Motorbikes of Below 50cc
From this year, the registration of small two-wheel vehicles with an engine displacement of less than 50cc becomes obligatory for the improvement of control over the use of small motorbikes. These new environmenttransportation policies are aimed at creating a human-orientated Gyeonggi Province.

The Special Judicial Police of Gyeonggi Province achieved remarkable resultsuncovering a record number of lawbreakers.

1) 1142 Prosecutions during 2011
The Special Judicial Police of Gyeonggi Province identified a total of 1,142 law violations during 2011.
2) 881 Prosecutions249 Administrative Dispositions
This remarkable achievement was the result of extensive inspectionscrackdowns that were staged in the fields of foodhygienejuvenile protection. Out of 1,142 violations, 881 cases were sent to prosecution249 cases were dealt with via administrative actions.

The number of violations uncovered in 2011 increased 21.4%the 941 cases identified 2010,was 5 times greater than the 252 cases of 2009.

Among the disclosed violations, environmental violations were the most common at 44.8%, followedfoodhygiene violations at 23.5%,non-compliance or misrepresentation of country of origin at 10.9%. There were also a notably large number of planned investigation cases in safety-related fields. For example, 18 distributors of unlawfully produced red pepper powder4 producers of fake sesame oil were prosecuted.

Gyeonggi Province has been implementing a signboard management project as part of its road improvement policy. Streets with well-orderedelegant signboards are becoming a symbol of Gyeonggi Provincethe subject of benchmarkingother autonomous bodies.

Visitors to Atelier Street in the Hwaseong (화성) Temporary Palace are just as impressedthe well-orderedartistic signboards as they arethe contents of the premises.
1) South Cholla Province Officials in Charge of Signboard Benchmarked Gyeonggi Province
OfficialsSouth Cholla (전라) Province visited Atelier Street to study the successful signboard management. They intently take photographs to capture ideasdesigns. The signboards on this street weresimply replaced, but were instead designed to accommodate traditional patterns under a unified scheme. The results elevated the status of this street to that of one the most favored streets for walking among Suwon citizens.
2) PIP [INTERVIEW] Kim Young-chan / Public Design Division Officer, South Cholla Province
“We heard a lot about signboards in SuwonPaju. South Cholla Province has just started signboard management. We were impressed that these signboardsonly are only well-orderedartistic, but also enhance the appearance of the entire street.”
The large-scale administrative management of street signboards has been implemented in a number of regions in the province including Suwon (수원) CityPaju (파주) City. The remarkable transformation has attracted interestother provinces. Last year, Gyeonggi Province was designated an Excellent Larger Local Government in an outdoor advertisement policy assessmentthe Ministry of Public AdministrationSecurity.

The signboard management of Gyeonggi Province will be expanded to other areas untilstreets in the province are elegantly transformed.
Title 5. Changes of Gyeonggi Welfare System in 2012 (1227-1)

The full cost of major vaccinations for children of up to 12 years of age will be supportedthe provincial government. A new children’s psychiatric center will also be established. These are some of the changes in the welfare policies of Gyeonggi Province that will take place in 2012. Our reporter has summarized the new welfare policy of the province.

There are 2,200 children currently in the custody of child welfare facilities in Gyeonggi Province

Most of these children were either desertedunmarried mothers or are the victims of divorce, abandonment or abuse. They are taken into custodyprovided with protectionauthorities. However, there are no psychiatric treatment facilities for these children, who have probably suffered mental trauma.
1) New Policy 1: Children’s Psychiatric Treatment Center Opens in April
From April, for the first time in Korea, Gyeonggi Province will operate a psychiatric treatment center for children after refurbishing the Temporary Children’s Refuge in Anyang (안양) City. This center will be able to accommodate up to 30 children.
2) New Policy 2: Full Vaccination Cost Support for Children up to 12 Years of Age
From 2012,children of up to 12 years of age will receive major vaccinations free of charge at 1,800 designated local medical institutions. The supported vaccinations costs will amount to approximately KRW 330,000 per child.
3) New Policy 3: Training of Teachers for ChildrenMulticultural Families
Specially trained teachers for childrenmulticultural families will be posted at the children’s homes attendedthese children. The usage rate of children’s homesthe children of multicultural families rose12.8% in 2008 to over 50% in 2009. The Gyeonggi Provincial Government plans to operate a training course for teachers for multicultural children to provide them with customized childcare.

Title 6. Bundang Subway Line Extension Opens (1228-1)

The extended section of the Bundang (분당) Subway Line between Jookjeon (죽전)Giheung (기흥) of Yongin (용인) City opened. Since this line alsoconnected to the Shinbundang (신분당) Line at Jeongja (정자) Station, residents living along the extended Bundang (분당) line can now travel tofrom the Gangnam (강남) area of Seoul much more conveniently.

The second section of the Bundang (분당) Line was completed after seven yearsthe opening of the first section between Ori (오리)Jookjeon (죽전).

With this extended Bundang (분당) Line, Giheung (기흥)now connectedthe way to Seonneung (선릉) Station, whichin the Gangnam (강남) area of Seoul.

With the opening of this extended section of the Bungdang (분당) Line, residents in the southwestern part of the province can now travelsubway to the central Gangnam (강남) area of Seoultransferring to the Shinbundang (신분당) Line at Jeongja (정자) Station.

The third section of the Bundang (분당) Line between Giheung (기흥)Bangjook (방죽)scheduled for completion at theof 2012,the fourth section between Bangjook (방죽)Suwon (수원) will complete at theof 2013.
