After observing the services providedthe Public Service Trainthe 365 Civil Application Offices, the Chinese officials were impressedthe efficiency of the servicesexpressed that they were inspired to apply such ideas to the improvement of tems in their home country.
The Public Service Train on Subway Line 1 has so far handled a total of 1.9 million civil applicationsconsultations. For the first time among local administrations, Gyeonggi Province also began the operation of civil application offices at major subway stations last year.

1) 2011 Gyeonggi Leisure & Sports Festival / Yangpyeong (October 7th -9th)
It’s early autumnthe airpleasantly cool with a soft breeze. The Narukke (나루께) Festival Park in Yangpyeong (양평) Countypacked with familiespeople in hiking clothes. Some set out to enjoy the autumn scenery on the embankment along the river, others choose to participate in a variety of sports such as paragliding, mountain climbing, motor cyclingboating. Children are excited they wait in line for the 119 safety experience. It’s the Gyeonggi Leisure & Sports Festival, the second following last year’s event.

Held for three days on the riverside in Yangpyeong (양평) Countysurroundedbeautiful mountains, this festival also offered a number of fun supplementary eventsexperiential programs including a survival game, 119 safety experiencescultural performances, providing ample opportunities for childrenadults to enjoy the autumn daysforge special memories.
Title 3. Forum on Development Restrictions in Underdeveloped Capital Regions (1012-1)

The counties of Yeoncheon (연천), Ongjin (옹진)Ganghwa (강화) are among the least developed areas of the Korean capital region. Development in these areasrestrictedthe Capital Region Development Planning Lawthe designation of Military Facility Protection Zones,in the name of national security. There are growing demands among residents as well as local governments for the lifting of the restrictions on these areas.

1) 98% of Yeongcheon County Falls Military Facilities Protection Zone
98% of Yeoncheon (연천) Countytied up in Military Facility Protection Zones, which means local development in this area has to be sacrificed for the sake of national security. The situation has been unchanged for the past 60 years, but there has been neither compensation nor arrangements to honor the rights of residents.
2) RestrictionCapital Regions Development Planning Law
The restrictions on development in this area were even strengthened in 1980 with the introduction of the Capital Region Development Planning Law, which regulates various development activities in the Korean capital region.
3) Forum on Exclusion of Border AreasUnderdeveloped AreasDevelopment Restrictions / Bank Association (October 11th)
There has been a growing number of complaints about Yeoncheon (연천), Ongjin (옹진)Ganghwa (강화) counties lagging behind other areas along with growing demand for the exclusion of border areasunderdeveloped areasthe capital region definition. A forum was held to discuss this issue,the specialists who were present unanimously pointed out the deepening development imbalance of these areas because of the double restrictions.

“Thereno hope for local development in Yeoncheon County because itrestrictedthe designation of Military Facility Protection Zones as well as the Capital Region Development Planning Law.”
This forum highlighted the deepening problem of underdevelopment in certain areas of Gyeonggi Province such as those near the border.
5) Kim Gap-seong, Professor of Urban Engineering, Yonsei University
“The main purpose of the Capital Region Development Planning Lawto prevent population concentration in the capital region, but there are regions outside the capital zone that suffer the reverse effect of this law. The rationality of this law must be reconsidered.”
The Gyeonggi Provincial Government supports the complaints of residents in these underdeveloped areasis endeavoring to realize the abolishment of related restrictions.

A previously unknown woman swimmer, Baek Il-ju (백일주), caused tremendous excitement in women’s swimmingsetting a new Korean record in the 400m adult freestyle event.
5) Jeong Da-rae Marked 3rd
The much-anticipated performance of another woman swimmer, Jeong Da-rae (정다래), however, resulted in only third rank in both the 100m200m women’s breaststroke events due to incomplete recoverya knee injury.

The 92nd National Games – which were held under the theme of ‘To Gyeonggi with Dreams, to the World with Friendship” – closed on October 12th after seven days of festivities hostedGyeonggi Province.

The 92nd National Games of Korea closed on October 12th. These were the first National Games hostedGyeonggi Province since 1989,it was praised as a very successful event, excellently organizedsuperbly supportedquality sports infrastructure.
2) 20 New Korean Records83 New Games Records
This year’s National Games produced 20 new Korean records, 83 new National Games records15 Tied National Games records, whichan excellent outcome compared with the average results. Many representative national stars, especially those who are expected to appear in the London Olympics in 2012, were followedcrowds of fans every day.
