Title 1. Namyangju Happiness Learning Center Opens (0513-1)

A Happiness Learning Center opened in Seongsaeng (성생) Village in Namyangju (남양주) City. This villagein Hwado-eup (화도읍), whichalso well known for its Maseok(마석) Furniture Complex.
[REPORT]
The Happiness Learning Center Project was designedGyeonggi Province to provide less privileged residents who haven’t had any educational experience in their lives with an opportunity to receive lifelong education. This centerthe fourth of its kind to open in the province.
1) Happiness Learning Center Opened in Seongsaeng Village, Namyangju City (May 12th)
A Happiness Learning Center opens in Seongsaeng (성생) Village, one of the villages of former Hansen’s Disease sufferers in Gyeonggi Province, to provide villagers with learning experiences.
2) Educational Opportunity for Residents in Isolated Areas
The Happiness Learning Centers have been established in sociallyeducationally isolated corners of society to quench the thirst of less privileged residents for learningproviding them with opportunities to receive lifelong education.

“Even it was quite late, I am very grateful to finally have an opportunity to learn,I am very happy, too.”
The Seongsaeng (성생) Village Happiness Learning Centerequipped with various amenities such as a computer roommulti-purpose spaces for a variety lifelong education programs.

“There are Hangul classes, laugh therapy classes, computer classes,so on, which we never dreamed of attending ourselves. I can’t say how grateful I am for such a wonderful facility…”
5) Three More Happiness Learning Center to Open This Year
Gyeonggi Province plans to establish three more Happiness Learning Centers this year in other isolated locations such as border areasislands.

Title 2. Cultivation of Multicultural Youths as Next Generation Leaders (0516-2)

With the number of marriage-based immigrants in Korea increasing to over 180,000, Gyeonggi Province launched the ‘Multicultural Next Generation Leaders Cultivation Project’ to help the children of marriage-based immigrants acquire healthy self-identitiesgrow into well-rounded individuals.

1) Gyeonggi Northern Provincial Office Complex on May 13th
50 children of marriage-based immigrants rangingprimary school fifth graders to middle school second graders visited the Gyeonggi Northern Provincial Office Complex on May 12th.
2) Children of Marriage Immigrants Collegians Visited Cheongwadae & National Assembly
Divided into teams of five children, each leda university student mentor, they also visited the Korean presidential residence, known as Cheongwadae (청와대),the Korean National Assembly to learn about the roles of the state administrationlegislature.
3) The Multicultural Next Generation Leaders Cultivation Project of Gyeonggi Province
These visits were arranged as part of the Multicultural Next Generation Leaders Cultivation Project for children in multicultural families so as to help them form healthy views of the nation as well as solid self-identities.

The children chatted with Park Beom-hoon (박범훈), the senior Presidential Secretary for EducationCulture, during their visit to Cheongwadae (청와대),had a tour of the National Assembly Building guidedKim Hye-seong (김혜성)Yim Hae-gyu (임해규), tee members of the Multicultural Family Policy Study Forum.

7) Visit to Panmunjeom3-Day Camp
The schoolchildren in this first group under the project will also visit Panmunjeom (판문점)the Unification Observatory on the 23rdalso participate in a 3-day Leadership Camp in August.

Title 3. 1st Gyeonggi Welfare Forum (0517-1)

While welfare has become one of the frequently debated contemporary issues in Korea, Gyeonggi Province decided to establish a needs-orientated, customized, integrated welfare delivery temheld an open forum to discuss the subject.
[REPORT]
Muhanbokji (무한복지)a generic term usedGyeonggi Province for a customized welfare tem based on the principle of providing those in need with whatrequired. It was derivedthe Muhandolbom (무한돌봄) welfare service project.
1) 1st Gyeonggi Welfare Forum, Gyeonggi Small & Medium Business Center (May 17th) Welfare specialistsdifferent areas gathered together at a welfare forum to discuss the resultsfuture development of the welfare policy of Gyeonggi Province.
2) Needs-orientated, Customized Muhandolbom Welfare Service
Forum participants generally agreed that the Muhandolbom (무한돌봄) Welfare Service of Gyeonggi Province can be characterized as a needs-orientated service that departssupplier-orientated convention.
3) Hong Seon-mi, Professor of Hanshin University
“There had been a necessity for a more comprehensive approach to individual cases and,a wider perspective, a local-scale service with an integrated tem for coordinationmanagement. The Muhandolbom Centers of Gyeonggi Province can be considered an initial step toward the realization of such a tem.”
Concerning current social disputes over generalized versus individualized welfare policies, participants of the forum unanimously supported the view that any welfare tem should be based on the concept of providing unlimited care for whoeverin need of support.
4) Support of KRW 57.4 Billion for 50,000 Families in Difficulties
The Muhandolbom (무한돌봄) Service was launchedGyeonggi Province for the first time among local governments in Korea to provide welfare services to those who are in need of support but unable to access institutional welfare service arrangements. So far, more than 50,000 households have been supported with KRW 57.4 billionthis service.

Gyeonggi Province announced five welfare realization strategies upon which customized Muhanbokji (무한복지) welfare practices are to be based. They are: welfare that serves people on-site; needs-orientated comprehensive service; employment service for growth; sharing with unlimited care;global welfare for international support. Based on these welfare practice principles, the Gyeonggi Provincial Government plans to develop needs-based, customized welfare policies accommodating the voices of people in need of welfare services.

Title 4. Happiness Sharing Project (0518-1)

The effects of the social contribution activities of private enterprises will be enhanced such activities are conducted in tandem with institutional welfare policies. Family Mart, one of the leading convenience store chains in Korea, sets the exampleimplementing a new-concept welfare project in collaboration with Gyeonggi Province.

1) Maetan-dong, Suwon City
Unlike other convenience storesyou can find young part-time clerks, this convenience store in Suwon (수원)tendedsenior citizens in their 60s. The meticulous care with which she inspects delivered goodsstocks shelves exudes an air of a seasoned veteran with 20 years of experience in the production industry30 years as a housewife. These seniors are happy that they can still work at their age.
2) Park In-seon, Yeonghwa-dong, Suwon City
“Economically, I can now enjoy spending money with my husband, buying goodies for our grandchildren. Italso fun to work. No time for brooding over boredom…”
3) Gyeonggi Province-Family Mart MOU on Happiness Sharing Project (May 17th)
The Happiness Sharing Project MOU between Gyeonggi ProvinceFamily Mart made it possible for seniors to find employment.
In collaboration with Family Mart, one of the leading convenience store chains in Korea, Gyeonggi Province launched a new-concept welfare project that serves the multiple purposes of providing welfare, employmenteconomic opportunities. As a pilot case of this project, Family Mart has provided employment for seniors at a number of their chain stores in Gyeonggi Province since last year. This project will now be fully implemented at over 1200 stores within the province

This MOU also covers a support plan for North Korean defectors in the opening of new chain outlets, the supply of stock itemsdistribution centers to underprivileged resident groups through a food bank,the supply of local specialty items to stores for sales promotion.

“We will endeavor to expand the employment of seniors to provide them with new opportunities to enjoy independent lives. We also plan to actively participate in the school meal project.”
The Happiness Sharing Project of Gyeonggi ProvinceFamily Martcertainly an ambitious project for serving multiple purposes in the areas of welfare, employmenteconomy, but hopes are high for the success of the project.

Title 5. Single Fertilizer Application in Rice Farming (0518-2)

Rice farminga labor-intensive process. However, a new fertilizer that can alleviate the requirement for labor was developedthe Gyeonggi Province Agricultural ResearchExtension Services. This fertilizersaid to require only a single application before the sowing of rice seedsno more before harvesting.
[REPORT]
A farmer sprays fertilizer on a rice paddy in advance of sowing rice seeds. There a total of three fertilizer applications that have to done: before the sowing, 13 days after the sowingafter transplantation but before rice ears form. However efficient machines are, fertilizationusually done manually,finding farm hands iseasy. But therea solution to this problem.
1) Fertilizer with Special Coating DevelopedGyeonggi Province Agricultural ResearchExtension Services
The solution comes in the form of a new fertilizer developedthe Gyeonggi Province Agricultural ResearchExtension Services. This fertilizer requires only one application because it has a special coating that enables it to dissolve slowly.
2) [INTERVIEW] An Byeong-ju, Rice Farmer in Yeoju County
“Fertilizing three timesa huge work. This fertilizer was so much better because I had to fertilize only once.”
The key characteristic of this fertilizerthat its dissolving rateself-controlled in accordance with the growth stages of the rice plants.

Test results with the new fertilizer show that the nitrogen concentration of rice continued to increase even after 150 dayssowing when harvesting starts, as compared to rice fertilized with existing fertilizers, which show decreased concentrationsthat time.
3) Reduction of Greenhouse Gas Emissions50%; Annual Savings of KRW 130 Billion
Since rice plants absorb nitrogen, the emission of greenhouse gasesrice paddies can be reduced50%. Also, overall costs can be reducedas much as KRW 130 billion annually.

“This fertilizer can reduce the cost of fertilizing58%can also reduce the emission of greenhouse gases.”
With the success of test farming in Yeoju (여주) CountyGoyang (고양) City, the Gyeonggi Province Agricultural ResearchExtension Services plans to supply this new fertilizer to rice farmers throughout the country.

Title 6. National Launch of G-mark Livestock Products (0517-2)

Gyeonggi Province began the establishment of a national distribution network for governor-approved G-marked livestock products.

The G-mark on livestock products of Gyeonggi Province represents proven qualitysafety. G-marked products have been sold through ive supermarkets such as Hanaro (하나로) Mart of the Agricultural Cooperative within the province, but these products can now be seen throughout the country.
1) MOU on Distribution of G-Marked Livestock Products (May 16th)
Gyeonggi Province, G-mark CNC, MN ServiceCommerce Planet signed an MOU for the joint development of a national distribution network for the G-marked livestock products of Gyeonggi Province.

G-marked livestock products will be introduced initially at quality product shop corners for livestock products, on Internet shopping sites for G-mark products, at restaurant franchises specializing in meat dishesthrough the 11th Street online shopping mall. A variety of commercial service features such as direct sales, discount card acceptancegroup purchasing will be offered at these special shop corners.

1) Knee Replacement Surgery Using Robots Boasts High Success Rate
A surgeona robot work together in a knee replacement surgical procedure. A robot first incises a section to which an artificial joint will be ed according to the computer simulation data. The surgeon then takes over to perform the ion of the artificial jointto close the incision with sutures. The surgery success rate has been improvedthe precision of a robot.

More than 40,000 patients were hospitalized last year for joint replacement surgery,the numberincreasing. The problemthat this type of surgeryvery expensive.

The cost of surgery, which can rangeseveral million to tens of million KRW, may be too great a burden for many patients to bear.
4) MOU for Support for Knee Replacement Surgery Using Robots for Seniors in Low Income Brackets (May 16th)
Gyeonggi Provincethree hospitals in the province signed an MOU to provide treatment cost support for provincial residents who need but canafford to have knee replacement surgery
5) Free Surgery on Patients of over 65 in Low Income Brackets
Gyeonggi Province decided to provide free knee replacement surgery to seniors of over 65 years of age in low income brackets, including recipients of the Basic Living Cost Benefit. According to this support program, at least five patients a month will be able to have free surgeries, totaling 120 patients over the next two years.
