Title 1. Collection of Delinquent Local Taxes (0429-1)

The number of habitual tax delinquents has gradually been increasing for some time, placing honest tax payers unknowingly in an unfair situation. The Gyeonggi Provincial Government decided to implement an intensive operation to collect local taxes in arrears.

The owner of this KRW 600-million apartment, Park, has been dodging the payment of local taxes amounting to a total of KRW 16 million for the last eight years. He used various tactics to avoid paymentwent as far as to cancel the resident registration. In spite of frequent remindersmunicipal tax officials, he adamantly refuses to pay any tax.

The final institutional process for the recovery of taxes in arrears will be a visita delinquency disposition team for confiscation of valuable items such as home appliances, furniturejewelry. This seemingly useable car in the basement parking lot of an apartment building has a seizure notice attached to it because of prolonged non-payment of taxes.

“The owner of this car failed to pay automobile taxes on eight occasions amounting to KRW 1 millionit was confiscated today. It will be liquidated through public sale.”
3) Gyeonggi Province Local Tax in Arrears Amounts to KRW1.4 Trillion
As of theof last year, the total amount of delinquent local tax in Gyeonggi Province exceeded KRW 1.4 trillion.
4) Inauguration of Delinquent Local Tax Disposition Team (April 29th)
Gyeonggi Province organized the Delinquent Local Tax Disposition Team for the recovery of local taxes in arrearshabitual tax delinquents,held an inauguration ceremony at the Gyeonggi Research Institute.

The initial target of the Delinquent Local Tax Disposition Teamto recover as much as KRW 500 billiontaking distraint actions including the confiscation of automobiles, house searchessafe-deposit box seizures. The subjects of these actions will be two million tax delinquents, each of whom owes taxes in arrears exceeding KRW 30 million.

In this age of nuclear families, young parents face the task of raising children had fewer opportunities to learn how to be good parents than past generations. Many often find the rearing of children very difficult. Gyeonggi Province provided these young parents in the northern Gyeonggi region with the educational program “To be a parent who makes children smile”.

After the educational classes, parentschildren enjoyed the rest of the day participating in a variety of fun programs including cotton-candy makingscientific experiences.

This parent education program was organizedGyeonggi Province as a pilot program. The provincial government plans to implement similar programs inof its 31 citiescounties to help young parents raise children.

A seminar on the GTX Project of Gyeonggi Province was held to discuss ways in which to secure the additional financial resources required for the implementation of the project. A number of suggestions were presented including urban complex development in station areas.

5) Designated Station Areas Require Special Law ApplicationEncouragement of Private Sector Participation
Professor Park stated that the official designation of station areas will require the application of ‘The Special Law for the Promotion of Urban Improvement’. This will effectively increase the floor space index in these areas which, in turn, will attract the participation of private companies in the project.

“We will study the feasibility of using private investment until theof this year. Hopefully, we will be able to start construction work next year after the ion of participants among private companies.”
