1. [Foreign residents support]
A support policy to enhance the quality of life for foreign residents in Gyeonggi province has been created. There will soon be an exclusive window for foreigners at civil affairs offices.
In order to enhance foreignresidents\’ quality of life and to create a multi-cultural community, Gyeonggi province announced that it will actively implement a comprehensive plan for foreign residents.
By the first half of this year, a \’Gyeonggi province foreigner support ordinance\’ will be issued with the system acting as a basis for foreigners\’ settlements, and theestablishment of the migration policy research institute affiliated to the International Organization for Migration will be promotedas well.
At the same time, the province will build two more foreigner welfare centers and will run advice offices to protect and further foreign residents\’ rights and interests.
The province will promote reformation projects forforeigners\’ work environments and, in collaboration with Ajou University Hospital and Gyeonggi Provincial Medical Center, will establish a medical support system.
In addition, Gyeonggi province decided to increase the number of Korean language schools from the current four to thirty five so that more marital immigrants have the opportunity to learn Korean. Meanwhile, emergency calls will also be available for various counseling.
2. [Dioxin Free]
Although the necessity for garbage dumps is beyond question, it has been avoided because of the threat caused by tainted material emissions.
This is a waste incineration facility in Gyeonggi province. Almost 300 tons of waste are flamed here in a single day with a high possibility that tainted materials are emitted into the air.
However, according to the last twelve months\’ measurements from the Environmental Management Corporation and other institutions, the emitted density of dioxins of all the incineration facilities in Gyeonggi province are way below the standard 0.1 nanogram.
Eight places, including Suwon, Bucheon, and Ansan, have been proven to have no dioxin emissions, proving safe.
The main factor behind these results is considered to be the improvement of facilities and aboveboard management through residents\’ participation.

Currently, incineration facilities also provide various amenities such as swimming pools and gyms.
Moreover, the heat from the incineration, which formerly was merely wasted, is recycled and sold to other places such as the Korea District Heating Corporation; This business earns local finance about 14.8 million dollars annually.
Waste disposals which raise profits for municipal finance are also changing the way people look at them.
3. [Hallyuwood, a Broadcasting Mecca!]
The Digital Broadcasting Contents Production Center will be constructed on a plot of Hallyuwood in Goyang, Gyeonggi. Since it is the first stage of provisions for the opening of broadcasting to the US market due to the Korea-USA Free trade agreement, its influence is noteworthy.
February 13, Gyeonggi province and the Broadcasting Commission mutually consented to a memorandum of understanding on this issue.
According to the agreement, Gyeonggi province will offer the site for a reasonable price. TheBroadcasting Commission will build a production center equipped with large studios and High Definition broadcasting centers.
The Broadcasting Commission stated this business as a medium to raise the overall competitiveness of domestic TV programs in provisions against the Korea-USA Free trade agreement.
We should open our markets and foster domestic market s at the same time.
Because of this construction project, surrounding businesses are also being stimulated.
The basis for composite Korean-wave production and propagation is being founded
The Hallyuwood project will play a key role in the Broadcasting Video Industrial Area along with its EBS Joint Digital Office Building and 285 million dollars worth of content facilities.
4.[\’Building Places to Relax (休)\’]
Gyeonggi province is going to renovate local nature into completely new vacation spots
Utilizing the mountain resources available, Gyeonggi province presented their plan, titled \’Nature Hyu(休)\’, where residents can choose a respite of their choice

The province will select 100 places as natural \’Relax (休)\’ spots and invest about 300 million dollars by 2017
Furthermore, in order to ease access to the places, suspension railways will be built in five provincial parks
Moreover, it is planning on issuing combined Green Cars, which offer a discount, one can accumulates points, and offers free parking, encouraging customers to revisit.
5. [Raw fishsafe to eat]
Though many people were astonished to hear that agrichemicals are included in the fish tank detergent used in many sliced-raw-fish restaurants, restaurants within the province were provento be safe.
Last month, the Kyonggido Institute of Health & Environment investigated the chemicals use in fish tanks.
Following an investigation of 35 restaurants in Suwon and Guri they have been found to be agrichemical free.
Agrichemical, simazine and diuron, have not been found in the tank water.
However, consumers seem to still be suspicious about its safety.
The recent oil spill and this present incident further caused people to avoid marine products.
The quality of tank water is poor and the level of freshness is also affected. Some tanks even smell.
The province will continue the water investigations on every possible tank in the province
6. [Gapyeong fire station opened]
The Gapyeong fire station opened for full-scale services. Gapyeong did not have a fire station before, but now, there are no more worries.
February 5, Gapyeong fire station had an opening ceremony and stood out to fight for residents\’ lives and properties.Gapyeong fire station was built in Gapyeong-ri , costing 7 million dollars, and will have about 80 fire fighters on duty.
Until now, Gapyeongwas under the jurisdiction of the Namyangju Fire station. However, from now on, a local fire station will more systematically manage disasters.
The Gapyeong fire station will administer to potential fires ofvarious sites including three large-scale buildings and other flammable buildings and sites.
Other cities, including Hwaseong, YyeonCheon, and Yangju, which also did not have fire stations are also scheduled to have one built.
Following the lead from the Gapyeong fire station, fire stations will open in other areas soon.
7. [Renaming Signs, Addresses]
Beginning 2012 the road name inscription law will go into effect. Gyeonggi province stepped out to fix road signs to minimize confusion due to the new address system.
A \’law to rename streets and addresses\’ differentlyfrom their previous titles was issued last April.
To prevent confusion, both old and new signs will be allowed until 2011, however, from 2012, only the new addresses will be used.
Gyeonggi province will begin adjusting equipment according to the new law starting this year.
Therefore, seven districts including Pyeongtaek will all have signs according to the new address system by 2011; and, 24 other cities and districts will also adjust according to the new law by 2011.
This year, the province will primarily research the costs and write up a budget for this business; and commence from the second half.
