The Gyeonggi Province Gubernatorial Transition Committee held the ‘Transition Committee Regular Report Meeting’ at the Gyeonggi-do Human Resource Development Center on June 30 and delivered “3 Visions, 11 Strategies, and 120 Tasks” – incorporating the electee’s philosophy, values, and policies – to Governor-elect Kim Dong-yeon who will take office on July 1.

The 120 tasks unveiled that day under the slogan ‘Gyeonggi Province of opportunity’ with ‘more, equal, and better opportunities’ are embodied in 11 strategies: a province with pleasant housing and transportation; a province with many growth opportunities; a province of innovation, peace, and cooperation; a province with many opportunities for youths; a province with increased quality of life; a province with happy workers, farmers, and fishermen; a province that brings change and opportunities to its northern regions; a province that is green and sustainable, a communicative province with a cooperative administration; a province of ample culture and arts; and a province in which residents, government, and institutions cooperate. To achieve these strategies, 404 detailed pledges were also presented.

The 120 tasks revealed that day are slated for finalization in a ‘pledge execution plan’ after detailed discussions within the province’s executive branch and consultations with public panels and others.

The transition committee explained that, through 6 general sessions and 361 meetings, it formulated the 120 tasks and 404 detailed pledges that must be executed by Governor-elect Kim to improve the lives of Gyeonggi residents; these tasks and pledges are based on 408 pledges made by the Governor-elect during the election.

In order to ensure the inclusiveness of the policy pledges, the transition committee utilized 6 departments, 3 special committees, 1 task force and other means including the following: emergency economic response meetings; a social innovation complex task force; the Gyeonggi International Airport evaluation committee; a task force for administrative improvements; and public opinion gathered online (1,479 suggestions received) for incorporation to the fullest extent possible.

The 120 tasks reflect Kim Dong-yeon’s philosophy that “increasing opportunities is of utmost importance in order to resolve social conflicts and divisions while also meeting public aspirations.”

Furthermore, also expressed was the intent to transform the entire nation into a vibrant society by increasing opportunities in Gyeonggi Province, a microcosm of Korea in all aspects including economy, society, culture, and more.

In detail, to create many opportunities for growth, 40 tasks were presented based on strategies that include the realization of a province with pleasant housing and transportation, as well as a province of innovation, peace, and cooperation that supports the growth of companies.

Along with pledges for the swift reorganization of primary/secondary new cities and aging areas as well as GTX expansion, there were also public welfare tasks such as creating a startup ecosystem, completing a ‘Korean Silicon Valley’ through the construction of a global startup city, creating a welcoming innovation ecosystem using the old provincial government complex, undertaking credit relief for small businesses affected by COVID-19, expanding support for the recovery of small businesses, creating resident-friendly cities with thriving local businesses, and more.

Secondly, the goal of ‘providing more equal opportunities’ included 48 tasks based on strategies encompassing a province that ensures learning opportunities for youths, a province with happy workers, farmers, and fishermen, and a province that creates opportunities in its northern regions.

The key tasks include achieving the ‘5 rights of youth’ through Gyeonggi Youth Chance, the swift improvement of the educational environment through the relief of crowded classrooms, strengthening protection for victims of sexual crimes, expanding public care facilities for the elderly, improving support for various types of families, strengthening care for persons with developmental disabilities, closing the medical care gap between regions, and others that can enhance quality of life for youths, women, the elderly, and persons with disabilities through equitable and comprehensive welfare.

Furthermore, the strategy of creating a Gyeonggi Province in which all people are equally respected is reflected in such initiatives as improving the treatment of social welfare workers, enacting ordinances to safeguard the rights of all workers, realizing rural environments that ensure economic stability, and more. Concurrently, the will to fulfill the pledge for the even development of northern provincial regions was reflected through the creation of a vision and blueprint for northern Gyeonggi Province.

Finally, under the goal of providing better opportunities, 32 tasks were included based on the following strategies: a sustainable province through green transition; a province with a cooperative administration and communication; a province of culture and arts; and a province in which residents, government, and institutions cooperate.

Additionally—aside from tasks that focus on sustainable development such as carbon neutrality and a fair transformation, the revision of the public official election act to implement district-wide changes, the strengthening of digital competence as well as response systems for firefighting, disaster response, administration, and others—the government will also integrate strategies to increase sustainability in the environment, politics, culture, and sports sectors, establish permanent public-private cooperative systems such as creative activity support for artists, public health safeguarding through daily exercise promotion, and more.

Aside from the 120 tasks, the transition committee is planning to deliver future agriculture tasks separately in a white paper prepared by a future agriculture and fishery task force.

Tasks to be introduced in future agriculture plans include the creation of a carbon-neutral circulation agricultural region and G-RE100 village, the operation of bio-healthcare and an agricultural product platform for youths, and other initiatives.

A transition committee official said, “We prepared the set of tasks required for realizing Kim Dong-yeon’s philosophy and values in ‘making Gyeonggi Province a center of opportunity’ only after collecting and reviewing a myriad of opinions… We hope to receive considerable interest and support from provincial residents.”

Meanwhile, the transition committee undertook an online survey to directly collect public opinion, categorizing the key election pledges as ‘life-changing pledges’ and ‘livelihood-changing pledges’ so as to ascertain the interests, desires, and priorities of provincial residents.

Through survey results garnered with the participation of 5,470 provincial residents up to June 27, the pledge to ‘create a self-governing northern Gyeonggi Province’ was identified as a priority in the ‘life-changing pledges’ category.

Furthermore, the ‘permanent Gyeonggi local currency 10% discount’ was selected as the most anticipated pledge.
