Airport Certification System to Lower Airport Accidents to ‘Zero’

A new airport security management system, ‘Airport Operation Certification System’ will be authenticated by the Korean government and its object is to prevent any death per 100,000 flights till 2010. 
On Nov. 3, the Ministry of Construction & Transportation has announced a plan to proceed with the airport operation certification system within the year in 8 international airports (Incheon, Daegu, Gimhae, Yangyang, Jeju, Gwangju, Cheongju, Gimpo) in Korea, as an enforcement ordinance amendment for aviation legislation has passed the State Council. 
This system standardizes all systems and procedures regarding each country’s airport operations to prevent airplane accidents within airport areas. Advanced countries in aviation, such as America, Canada and England are already carrying out this system. Airport officials in international airports such as Incheon International Airport and Korea Airports Corporation may apply for an overall inspection regarding topographical characteristics of the airport, runway pavement conditions, emergency plans, wildlife management, vehicle movement procedure within the airport, aviation lightings, fire fighting procedures, protecting radars and navigation facilities and other matters to the government. 
Regarding the new system, the government will organize a team within the Civil Aviation Safety Authority of the Ministry of Construction & Transportation (MOCT). Public prosecutors are trained and also technical consultation from experts from aviation experts in America and Australia. 
If an airport violates the system, not only will overseas aerial agencies evade operation, but also the airport itself may be suspended or temporarily disposed and also additional charges for international aerial insurance are to be paid. 
MOCT is examining a plan to extend the system from international airports to civil aviation and military and public airports after 2004. 
In addition, the International Civil Aviation Organization (ICAO) is planning to enforce inspections for implementing the airport operation certification system to all member nations starting from 2004.
