Cities in the Gyeonggi Provincial Office were selected as the best local autonomous bodies in civil service in 2005.
In an annual appraisal of local autonomous bodies carried out by the Ministry of Government Administration and Home toward twenty cities, guns and districts from November 28 to December 5, 2005, Paju and Euiwang in Gyeonggi Province won the first and second place, respectively.
The fact that two cities in Gyeonggi Province won the honors in the appraisal focused on innovative efforts made in civil service is regarded as a result of the endeavors of the provincial office, including awarding model administrative units and operation of the civil service monitor corps.
The City of Paju got high marks with various innovative efforts in improvement in civil service, including reduction of the time required to handle civil affairs by half, dispatch of civil affairs documents to applicants, computerization of related drawings, adoption of the Happy Call Service concerning civil complaints, holding a daily working-level civil service discussion meeting every morning.
The City of Euiwang, on its part, operates a volunteer service corps to take care of the less privileged, the honorary auditors (assumed by citizens) system, and an ombudsman system designed to help settle difficulties experienced by businesses.
The winners of the first prize (i.e. Presidential citation) and the second prize (i.e. Prime Minister’s citation) are paid KRW 100 million and KRW50 million, respectively, in government subsidy.
