Governor Kim’s onsite administrative services pave the way for infinite devotion to people

Citizen-friendly administrative services including Always Public Service Center have been well established.

Officials from Gyeonggi Province go out to the street to hear residents’ concerns directly from local residents 

Governor Kim, the fifth popularly elected governor, is nicknamed the Field Governor. ”, After being re-elected to second term using his campaign slogan “More humble, more enthusiastic,” he launched a unique onsite administrative service from the first day of his second term by providing free meals at Ganeung Station in Uijeongbu City instead of holding his inaugural ceremony. 

Governor Kim has emphasized the importance of the onsite administrative services to the provincial public officials saying “Even though some people criticize it as a window-dressing event, we should not take the criticism seriously. All we have to do is do our best for the pleasure and happiness of Gyeonggi residents. Our job and dream is to take infinite care of the people as well as to pay infinite devotion to them  with more humble mind and enthusiasm.”

Governor Kim’s greater emphasis on the onsite administrative services has broughtmany changes in the provincial administration. Working-level meetings, which used to be held in the provincial office, are being held in the field now. Since 2010, a total of 49 times of site-visiting working-level meetings have been held in the flooded, less favored, or issue areas.

The most representative onsite administrative services are365·24 Always Public Service Center, Domin Anbang (Mobile Local Resident Service) , Residential Service Subway 365, and Mobile Job Center Bus.

As its name implicates, 365·24 Always Public Service Center literally  offer administrative services 24/7/365 to all Gyeonggi residents. Opening in March 2010, the center has offered various services including  passport issuance, on-the-spot handling of residents’ requests, and free legal counseling.

Furthermore, 120 Gyeonggi Provincial Call Center was established to provide counseling services regarding public affairs to local people over the phone at any time they want. Located at both Suwon Station and Uijeongbu Station, the centers have made every effort to resolve their complaints24/7. Since 2010, Always Public Service Center successfully handled a total of 4,684,943 cases, nearly half of which (2,049,492 cases)  at night. 

personally pay visits to residents who have difficulties in visiting the provincial offices to make requests or complaints. The service has been provided to the every corner of the province by a total of five teams, of which three teams operated by the Provincial Office in Suwon and two teams by the office in Euijeongbu. Launched in 2010, it has provided assistance on 515,000 cases in total.

The Mobile Job Center Bus is a specialized version of Mobile Domin Angang for jobseekers. Starting from 2012, it has operated a total of 280 times and 1,143 people finally landed job out of the 14,320 jobseekers to date.

Residential Service Subway 365, run by subways, one of the common modes of public transportation, is considered as a good example of creative administration which transformed the concept of the administration. Since its launch in November 2010, it has provided services on a total of 81,136 cases by shuttling between West Dongtan and Seongbuk four times a day. 

Thanks to its onsite administrative services, Gyeonggi Province has earned a good reputation. Always Public Service Center was awarded a total of six prizes for the past three years including Excellence Award from Improvement of Civil Affairs Administration, providing a benchmark from overseas, not to mention from other domestic areas. Mobile Domin Anbang and Residential Service Subway 365 also won the President’s Award in the 8th Korea Local Government Fair hosted by Ministry of Security and Public Administration in 2011.

Root out corruption in a spirit of “A man of integrity remains forever while a man of corruption immediately loses his power’”

The number of Gyeonggi residents per that of public employees in Gyeonggi Provincial Office is 1,272, ranking the top in the nation. Due to their heavy workload and a wide range of types in development works, public employees’ integrity issues were always one of the major issues of Gyeonggi Province. After Gyeonggi Province took the 10th place at the integrity evaluation targeting 16 cities and counties in the nation in 2009, conducted by the Anti-Corruption and Civil Rights Commission (ACRC), Governor Kim started to draw up intensive measures for integrity of public officials with the motto “A man of integrity remains forever while a man of corruption immediately loses his power.”

Thanks to a variety of his integrity measures such as High-ranking Officials Integrity Evaluation, Integrity Happy Call, Integrity Self-assessment, Evaluation of a Code of Conduct, and Briefing Session for Integrity Policies the province made a remarkable achievement in the integrity evaluation conducted by ACRC for three consecutive years; the 6th place in 2010; 1st in 2011; and 3rd in 2012.

In addition, earlier this year, Gyeonggi Province submitted its on-going Inter-departments Integrity Competition System to ACRC as excellent policy, and was selected as Clean Champions Club (CC Club) for the first time in Korea and became a integrity-related benchmark for national and local governments as well as public service-related organizations.
