The promising New Year of 2014 has dawned.
Dear 12.5 million Gyeonggi residents!
I hope you have a happy New Year, and have all your wishes fulfilled.
2014 is a year for us Gyeonggi Province to start a new provincial government through the local election.
I hope this year Gyeonggi takes another leap forward based on the accomplishments of the 4th and 5th popular election.
As the only divided province in the world, Gyeonggi faces the task to open the future of Korea as an advanced unified power based on autonomy and decentralization.
We must achieve reunification for Korea to take a great leap as an advanced unified power and for Gyeonggi as the world’s number one.
We must recover continentality by connecting the Gyeongui Line and Gyeongwon Line, and stretch out toward China, Russia and Europe through Manchuria and Siberia.
We must achieve reunification and save 24 million North Koreans from severe human rights suppression such as starvation, three-generation hereditary dictatorship, concentration camp and public execution.
I will do my best in cooperation with all of you for Gyeonggi Province, which is suffering most greatly from the pain of division, to make a great advance as a growth engine for unified Korea.
The first priority of business before us is to revive the economy and create many good jobs.
Last year, Gyeonggi has begun the construction for the Godeok Samsung Electronics Industrial Complex in Pyeongtaek, which is the biggest private enterprise investment in the history of Korea, by attracting an investment of KRW 100 trillion.
We also confirmed an investment of KRW 15 trillion with the extension of SK Hynix’s Icheon Plant, which has been constantly in promotion since 2006.
We must reform various regulations such as regulations on capital areas, water supply sources, farmlands and the military to create more jobs preferred by the younger generation. I will strive to attract greater Korean as well as global companies to Gyeonggi, with freedom and vigor as our competitiveness.
We will continue to take care of the residents in need in the New Year with the Unlimited Care program, which is a field customized welfare brand created by Gyeonggi.
The world’s lowest birth rate and most rapid ageing of the population are in the way of Korea’s future.
The suicide rate of Korea is the highest in the world.
We will take the initiative in creating the best environment for childcare where mothers can give birth to children in relief, by providing programs such as “Dream Tree Relief School” and “Children’s Love and Infant Care Center.”
We will get to you as fast as we can wherever you are when you need us, with the 119 administration 24/7.
We will settle the provincial administration to be in service for you by implementing the administrative innovation promoted by Gyeonggi thus far, such as on-site, integrated and speed administration.
The fundamental cause of the financial crisis due to the drop in tax revenue of the real estate market is because there is only local election and no local autonomy.
We must expand decentralization and autonomy from 20-percent autonomy to 40-pecent autonomy, and give more finances and authorities to local districts.
Gyeongg must no longer be a place to experiment urban, housing and real-estate policies of the central government that are quantity-centered, standardized and top-down.
A total of 31 cities and counties must well represent their own characteristics and develop into job-centered, straight-running and integral convergent cities.
Dear Gyeonggi residents!
Dear public officials!
Thanks to our iron will, we have achieved the miracle of securing the top position in the world cactus export market on a land without a single piece of desert.
Gyeonggi also received the grand prize for labor-management culture in an environment dominated by extreme struggles and conflict.
We must continue our myth of integrity achieved with the determination of “eternal life with integrity, instant death with corruption.”
We can do it.
The history of miracles written by Korea and Gyeonggi shows our infinite potential.
Let Gyeonggi, as the thousand-year-old center of the Korean Peninsula, take the lead in achieving the Miracle on the Daedong River and the Miracle on the Aprok River and Duman River, following the Miracle on the Han River.
Let’s proceed together toward a glorious future of unified Korea.
Dear Gyeonggi residents! Let’s begin the New Year filled with energy.
Happy New Year.
Thank you.
