Gyeonggi Province’s employment policy was recognized as the best in Korea.
At the ceremony for the National Local Government Employment Awards hosted by the Ministry of Employment and Labor (MOEL) on March 12 at the Seoul office of the Korea Federation of Small and Medium Business, Gyeonggi Province received the grand prize along with an additional prize of KRW 300 million. The ceremony was attended by Employment and Labor Minister Phang Ha-nam, Gyeonggi Province Governor Kim Moon-soo, and over 350 people including local government heads from across the nation.
The province received favorable reviews in all employment fields by enhancing synergy effects in job creation through such means as opening the Namyangju Employment and General Welfare Center (the first of its kind in Korea), promoting the pilot operation of a customized employment success package project, creating shelters for day laborers in construction, and creating a close collaborative system with the central government.
To encourage job creation, one of the leading issues in the nation, MOEL has been evaluating and recognizing the employment policies of local governments every year since 2010 in such areas as job quality, the will of organization heads, the development and promotion of exceptional policies and the creation of networks. Starting this year, it has been presenting a grand prize for the best policies among metropolitan councils and local governments.
Gyeonggi Province won the excellence award last year through Governor Kim’s leadership and the execution of policies for job creation such as the holding of strategic meetings on site with directors and head officials and visiting daybreak job markets to listen to the difficulties of day laborers in construction who are in underprivileged areas in terms of social safety networks. This year, the province ascended two award levels by winning the grand prize.

The shelter for the daybreak job market at Taepyeong Hill in Seongnam City was opened in October last year. It was a long sought-after project by day laborers in construction who go to work early in the morning during the cold of winter. The shelter provides a place for workers to relax and also cares for the socially disadvantaged by offering free job introductions, occupational health and safety insurance, and consultations about overdue wages.
Moreover, the employment success package project, which is a total employment support project for the underprivileged requested by Gyeonggi Province and implemented by MOEL, has opened up new opportunities starting this year for local governments to participate, and thereby, serves an exemplary collaboration case with the central government.
Furthermore, efforts to maintain job stability and employment by achieving the declaration of the first great labor-management compromise in Korea last April also served as an important evaluation factor in the evaluation sector for labor-management relations.
“We are honored to receive the grand prize thanks to the efforts of all public officials in Gyeonggi Province since the province has designated job creation as a top-priority task for the provincial administration,” said Choi Hyeon-deok, Assistant Governor for Economy & Investment. “We will continue to cooperate with the central government, cities and provinces, and the private sector in order to resolve youth unemployment issues and enhance female employment rates.”
