Gyeonggi Province plans to analyze 20 Muhandolbom community projects geared to provide mutual assistance among neighbors, and will formulate measures to vitalize the projects.

Gyeonggi Province plans to continuously expand Muhandolbom projects for families in crisis. 

The Muhandolbom welfare service of Gyeonggi Province is well-established as one of the exemplary welfare brands of Korea. It serves families in crisis who fall in the blind spots of existing welfare laws or systems in the spirit of ‘unlimited care’. 

The Muhandolbom projects of Gyeonggi Province have won the National Brand Grand Award for four consecutive years (most recently this past April), and the Korea Master Brand Grand Award for six consecutive years.

Gyeonggi Province has further developed the Muhandolbom welfare projects into an onsite welfare delivery service. Transformed from a system that passively receives applications, the province has dispatched 25,000 Muhandolbom caregivers and 410 case managers in an effort to reach out to those in need. Marking its 7th year, a total of KRW 101.2 billion has been distributed through Muhandolbom to 97,000 households within the province so far, averaging approximately KRW 1.04 million per household. 

Moreover, a new Welfare Blind Spot Identification Team consisting of five members was assembled in April; it has established a continuous monitoring system to identify potential recipients in cooperation with cities and counties.

Gyeonggi Province has also reinforced the discretionary power of onsite officials by enabling rapid support through the expansion of the ‘Support First Review Later’ policy to make welfare policies more flexible, and has devised graduated support measures for welfare recipients according to their financial status. 

The provincial government supported the collection of KRW 5.8 billion via fundraising on the basis of enhanced collaboration between the public and private sectors, as well as approximately KRW 33.7 billion through agreements with 48 organizations. Gyeonggi Province is currently working on measures to expand integration with private welfare resources such as increased donations.

Furthermore, the province has been expanding the role of Muhandolbom. The province allows the heads of municipal governments to flexibly use the associated funds within a range of 20% of the corresponding city and county budget in case of an emergency. Of particular note, regarding its emergency support, Gyeonggi Province has expanded the scope of the Muhandolbom service by immediately providing KRW 360 million in support to 350 family members of the victims of the Sewol ferry disaster that occurred back in Aptil. 

There has been an increasing need to continuously expand those Muhandolbom projects with high satisfaction levels and positive external evaluations. With a survey score of 91.4 points in 2013 as compared to 78.6 points in 2010 (out of 100 points), Muhandolbom beneficiaries have expressed a high degree of satisfaction.

Moreover, when the roles of associated community service centers are expanded, those centers will examine the provision of an integrated ofMuhandolbom-employment-health service.
