Gyeonggi Announces Blueprint for ‘Gyeonggi GPT’ to Actively Respond to Advent of Artificial Intelligence

In order to incorporate GPT, which is attracting attention as generative artificial intelligence, into Gyeonggi Province’s policies, the province will establish a dedicated organization by the end of this month to pursue systematic utilization measures such as those pertaining to public debate, legislative research, idea discovery, and administrative innovation.
Gyeonggi Province will introduce administrative services such as an artificial intelligence call center and integrate GPT with projects such as art education and exhibition promotion for people with developmental disabilities. Meanwhile, in the second half of this year, Gyeonggi will promote the creation of a fund of KRW 50 billion to foster related future-based industries such as GPT.
On March 21, Gyeonggi Province released the ‘Gyeonggi GPT Promotion Plan (Roadmap)’ with these contents and announced that the plan would be implemented immediately from March.
‘Gyeonggi GPT (GPT)’ internally refers to achieving administrative efficiency. Externally, this encompasses Gyeonggi’s policies and systems that utilize generative artificial intelligence technology tailored to the circumstances of the province in order to expand opportunities for Gyeonggi residents and industries.
According to the promotion plan, Gyeonggi Province plans to first organize a Gyeonggi GPT Task Force (TF) headed by the 1st Vice Governor and will hold a full meeting at the end of March. The dedicated organization will be composed of a think tank group that includes relevant administrative heads/directors, heads of public institutions, and experts; it will feature five subcommittees for practical promotion such as general management and support, opportunities for residents, industrial opportunities, administrative innovation, and public debate and legislation.
In order to expand participation opportunities for Gyeonggi residents, the ‘GPT Gyeonggi-do Citizen Creation Group’ will be promoted to bolster art education using artificial intelligence as well as the exhibition and dissemination of activity results for 15 people with developmental disabilities. This project will be carried out with the goal of realizing a society in which everyone, including the most marginalized, can use artificial intelligence. This project will entail AI utilization training in which professional instructors participate in connection with organizations (facilities) for the disabled in Gyeonggi Province, and will see the operation of a program to display the digital or real works of disabled people. Gyeonggi plans to recruit project participants from this month and to hold the exhibition around the end of May at the earliest.
In order to garner feedback from the field and identify policy support measures for the development of the artificial intelligence industry based on this initiative, Gyeonggi Province will launch the “GPT Industry-Academia-Research Center-Public Institution Council” and hold related meetings. The (tentatively named) Future Growth Fund, which is slated for creation in the second half of the year for promising startups in future-based industries such as generative artificial intelligence (GPT) and big data in Gyeonggi, will be raised and offer support valued at approximately KRW 50 billion. In addition to fund creation, Gyeonggi Province will also hold an investment briefing session (IR Day) for related startups so as to intensively foster the GPT industry.
In the field of administrative innovation, there will be an artificial intelligence-based call center jointly promoted by Gyeonggi Province and KT. Related research is now in progress, and the province plans to start a service for the development of a Gyeonggi-type call center system based on artificial intelligence from 2024. A barrier-free civil petition service is also being promoted through which anyone can receive precise service via voice or text, regardless of age or physical barriers, including the elderly and disabled.
In addition, GPT will be introduced for policy reports, presentation writing, and data research. Gyeonggi Province plans to promote this initiative in earnest by reflecting ideas through the ongoing ‘GPT Proposal Contest.’
In order to foster the improvement of laws and social ethics amid the advent of artificial intelligence, legislative research will be promoted, while public deliberation processes will also be pursued through research forums and debates in the provincial assembly. In addition, Gyeonggi Province plans to take the lead in embracing the GPT era by introducing education for provincial residents, public officials, and the private sector on how to best use ChatGPT.
Gyeonggi Province Governor Dong Yeon Kim said, “The Gyeonggi GPT marks the first step towards making Gyeonggi Province an artificial intelligence capital of international caliber and enabling Korea’s emergence as an artificial intelligence powerhouse. We will actively address related problems such as job security, widening social gaps, and ethical controversy.”
