Notice on Legalizing Visa Applications for Illegal Foreigners (allowed to Reentry Permits)

o The Ministry of Justice and Ministry of Labor has accepted legalization applications till Oct. 31, 2003, according to the [Notification on Legalization Procedures for Illegal Foreigners (Aug. 18, 2003)]. Any foreigner who has stayed in Korea from over 3 years and less than 4 years by the basic date of Mar. 31, 2003, have to comply with formalities to receive permits for visas and leave Korea within 3 months after the issued date of the visa. These foreigners may reenter the country after being issued with an entry visa issued from diplomatic establishments abroad.. 

o Therefore, foreigners with permits to receive a visa may receive their non-professional employment visas (E-9) at consular offices in third countries. 
Ex) A Bangladesh person may get a visa from the Korean Embassy in the Philippines 

o Especially with Chinese, visa services are delayed due to flood of applications at the Korean consul in Shenyang, therefore visa applications should be submitted and issued at other Korean consular offices. For more information, see the following table.
