Gyeonggi Province is making efforts to improve the quality of its administrative processes by introducing a system that demands greater accountability in the city and dwelling environment redevelopment process.

A representative of the province said, “We intend to simplify the administrative processes of the city and dwelling environment reorganization project, by integrating the negotiation procedures and by promptly resolving the requirements for improvement. We plan to reduce the administrative process by more than three months, so that the rebuilding project will progress in a timely manner.”

The city and dwelling environment reorganization law was enacted on July 1, 2007, and based on this law, Gyeonggi Province has been striving to supplement the infrastructure in underdeveloped areas and to restore city functions. However, there have been many difficulties in pursuing the project, in terms of designation of the area for reorganization, establishment of a union, and management. A shortage of time has also been a major obstacle. In particular, more than a year has been spent on area designation alone.

To resolve this problem, the province plans to spend sufficient time deliberating on the matter to ensure the quality improvement of the area’s environment. It will also operate a system of entrusting responsibility to the person in charge of the area for redevelopment, so that time can be saved.

To this end, the province analyzed past administrative cases, and on October 5th met with the civil servants in charge of the redevelopment project to discuss plans to shorten the administrative procedures. Following this meeting, it integrated the negotiation process, while addressing the requirements of the Gyeonggi joint committee. As a result, the procedural time will now be shortened to 116 days, a reduction of 46 days from what it had been previously.

In addition, the period of time for processing in city areas will be shorted by 44 days, to 175 days. This means that overall, the time taken for processing administrative work will be shortened by a total of 90 days.

The managers in charge of the seven cities, including the New Town area, Suwon, Seongnam, Bucheon, and Yongin, each of which has a population of over 500,000 will be given responsibility for each designated area.

As a result, the 207 areas that are currently awaiting designation will be designated in the near future, news that is expected to be welcomed by the residents of each area.

An official from the province said, “We promise to shorten the time for processing administrative procedures, in order better fulfill the demand of people for dwelling environment improvement.”
