In cooperation with the Korea International Cooperation Agency (KOICA), the Gyeonggi Provincial Human Resource Development Institute (GHRDI) provides the Global E-Government Course for 15 public officials from 9 developing countries including Honduras, Nepal, Afghanistan, and Belarus.
Public officials who are responsible for information and communications in their countries across the world from Central Asia to East Europe, Africa, South Asia, the Middle East and Latin America participate in the training course, which runs from September 15 to October 3.
Ranked in the first level (emerging) or the second level (enhanced) by the UN E- Government Development Index, most of the trainee countries have official government websites. However, since their websites are quite vulnerable, they show considerable interest in the high-tech E-government systems of Korea.
The training course includes: exemplary cases of operating E-administration systems for local taxes, information management, civil complaints and more; operational know-how; success factors; anti-corruption systems of E-government; and visits to diverse administrational organizations such as the Electronics and Telecommunications Research Institute, the Anyang Traffic Information Center, and the National Computing and Information Agency.
GHRDI explained that the training course is organized for trainees to see and experience how E-government systems can be realized for application in their own countries.
Park Ik-su, Director of the Gyeonggi Provincial Human Resource Development Institute, said, “Through this training program, I hope that Korean cases can be used as stepping stones by participating countries in the development of their administrational system, and thereby strengthen friendly cooperation among nations and enhance the status of Korea and Gyeonggi Province in the international community.”
Since the year 2000, the institute has provided training for public officials from developing countries such as Afghanistan and Jordan so to strengthen their capabilities and facilitate national development. From this year, with the expansion of the training program to countries in Latin America and Southwest Asia such as Afghanistan, Bhutan and Peru, a total of five courses have been operated including the global E-government course.
