Gyeonggi Province Governor expresses meaning of and his resolution for coalition politics at December monthly meeting
2015 will be year of financial recovery and preparation for reunification

Governor Nam, who was elected by popular vote during the 6th local elections, said that the results of the elections reflect public expectations for him to halt conflict and work harmoniously to foster happiness and prepare for the future.
“The ruling and opposition parties have been busy running against each other. Without renewed efforts to resolve conflict, Korea cannot move forward, not even an inch. How can we achieve reunification between the two Koreas when we cannot even achieve unity in the South? Accordingly, Gyeonggi Province has initiated governance through a coalition politics model and is promoting it throughout the whole nation,” said Governor Nam at the monthly meeting held on December 1.
He added, “Everyone was skeptical of this idea, but we achieved it through patience and solidarity. I will discuss every aspect of provincial politics with the Vice Governor for Social Integration.”
In his speech, Governor Nam emphasized financial soundness, saying, “Money should be spent wisely in order to foster public happiness. We should reduce budgets and the surplus should be invested in creating sustainable jobs and a sound welfare system.” He added, “The year 2015 will be the year for the recovery of financial health. If provincial finances are as sound next year as they were this year, I will actively propel the improvement of people’s livelihoods, the creation of jobs, and the realization of a strong welfare system without debt.”
Governor Nam also added, “Gyeonggi Province accrued KRW 1 trillion in tax revenue thanks to increases in house and land transactions, and paid off KRW 850 billion in outstanding debts for the education office as well as city and county governments just five month after I took office. The budget surplus will be injected into city and county projects such as social overhead capital (SOC) in northern areas of the province so as to create sustainable jobs and activate local economies.”
“Starting next year, I will draw up a budget for the coming year in April or May rather than September in cooperation with the provincial assembly. Innovative working methods will allow us to provide better service to the people. We will apply the concept of a smart office to the soon-to-be-relocated provincial government complex,” Nam said.
“Our third task is to prepare for the future. We need to prepare for reunification and economic crises in the near future, and secure growth potential while stabilizing people’s livelihoods and creating warm and blessed communities. We should work together in solidarity and utilize tax revenue wisely so as to brace for the future,” he commented.

Prior to the monthly meeting, Governor Nam presented the Presidential Design Award to the Gyeonggi Architecture Design Division, the Farmer’s Day Horse Industry Development Medal to Horse Mate Club CEO Kim Gi-cheon, and the Meritorious Medal to Park Hyeon-ju of the Muhandolbom Welfare Division for the operation of the Hope Welfare Support Team.
In addition, Jang Seong-hwan (Ilsanseo-gu, Goyang) and Jo Hyeon-kuk (Seo-gu, Incheon) were awarded Local Community Development Awards for saving ten people who were on a stranded yacht at the Han River Fireworks Festival on October 4. Kim Hong-jik (Gangnam-gu, Seoul) and Choe Jeong-woo (Bupyeong-gu, Incheon) received first and second-place prizes, respectively, in the Gyeonggi Province Natural Ecological Photo Contest.
Go Sang-bum, the head of Gyeonggi Province Civil Servant Union, presented 2014 Respected Government Employee Awards to several officers including Seo Sang-gyo, Director General of the Livestock and Forestry Bureau, Hea Nam-seok, Director of the Legal Affairs Division, Min Cheon-sik, Director of the Urban Housing Division, and Ryu Ho-yeol, Director of the Planning and Budget Division.
After the monthly meeting, Hong Won-sik, CEO of Peace Korea Co. Ltd., delivered a lecture on administrative innovation for the Gyeonggi Provincial Government under the theme of ‘Integration (unification): A key to happy success’.
“You should first feel happy in order to expect a bright future for the province and happy lives for its residents,”said Hong. “The ultimate life goal of human beings is happiness, and it is important for you to have a sense of duty as representatives of Korea when you work.”
