Gyeonggi Province ranked first in the nation in the 2014 Public Organization Integrity Evaluation conducted by the Civil Rights Commission

Gyeonggi Province, which has forged a provincial administration of communication and reconciliation, is writing a new history.

Gyeonggi Province announced on December 3 that it was selected as the best organization (1st in the nation) in the 2014 Public Organization Integrity Evaluation conducted by the Civil Rights Commission.

Ever since the province, which ranked 16th for integrity back in 2006, actively implemented robust policies for integrity, it has been recognized as an outstanding organization for integrity, ranking 6th in the nation in 2010, 1st in 2011, 3rd in 2012, and 4th in 2013. 

This year, the integrity evaluation of the Civil Rights Commission was comprised of three parts: 60% for external integrity, 25% for internal integrity, and 15% for client evaluation on policies. For the evaluation, surveys were conducted from August to November in 2014, and the results were converted into scores from which the numbers of corrupt public officials were subtracted. 

The first-place ranking of Gyeonggi Province stems from two factors: the province jumped from 5th last year to first in the external integrity category, which is evaluated by civilians; and it skyrocketed from 14th to 1st in the category of client evaluation on policies, which is assessed by reporters and residents of the province.  

As the image of the provincial governor plays an important role in the categories of external integrity and client evaluation on policies, it is considered that the province’s efforts to emphasize communication and reconciliation have positively contributed to the results. 

After being elected as governor of Gyeonggi Province by popular vote during the 6th local elections, and taking office last July, Governor Nam has led efforts to build ‘NEXT Gyeonggi.’ Residents of the province appreciate his efforts, and the number of followers of the Gyeonggi Province’s Facebook page has increased by approximately 7,000 in just five months. 

The province also attributed the great improvement in its integrity to a paradigm change from ‘finding violations’ to ‘identifying and resolving issues,’ thereby inducing proactive administration efforts. 

Last April, the province created ‘an advance consulting audit system’ through which civil complaints that cannot be readily handled by civil servants are dealt with directly by the provincial audit office. With this creative system, the province can resolve persistent issues under audit supervision. 

With an audit system that focuses on providing immediate support in resolving issues rather than finding violations, the province was able to help alleviate difficulties faced by businesses located in the province through its business consulting inspection project. As a result, the province was given the highest score by residents in the category of external integrity. 

The advance consulting audit system created by Gyeonggi Province was chosen as an exemplary case of regulation reform for application across the nation by the Ministry of Government Administration and Home Affairs (MOGAHA), and central government departments are also benchmarking the system. 

Provincial Auditor Jeon Bon-hui said, “I think the advanced problem-solving audit system adopted by Gyeonggi Province—the first of its kind in the nation—and the provincial mindset focusing on communication and reconciliation led by Governor Nam were highly evaluated. Gyeonggi Province will spearhead proactive administration efforts to address issues faced by its residents, forming the foundation of integrity in a modern society, and thereby upgrading Korean administration one step further.”
