Gyeonggi Province Governor Nam Kyung-pil brought the year’s last ‘Good Morning Gyeonggi Province, Let’s Meet the Governor,’ a counseling session, to the Gyeonggi Provincial Government Complex on the morning of December 26 in Suwon. He reviewed a total of eight civic complaint cases, including the metropolitan transportation (surface subway) improvement project in Dongtan-2, Hwaseong City.

Mr. C (Hwaseong City), who filed a complaint about the metropolitan transportation (surface subway) improvement project in Dongtan-2, Hwaseong City, said, “While Gyeonggi Province is the investment entity of the Dongtan-2 surface subway (tram) project, I’ve heard that the Ministry of Land, Infrastructure and Transport is trying to make a change in it. I’d like to request Gyeonggi Province to push the project forward smoothly and promptly so that no changes will be needed in the project.”

“If the new town, Dongtan-2, is fully established, the population will increase by 500 thousand. By then, the residents of Dontan-1 & 2, Suwon and Youngin will make full use of the tram,” Mr. C added.

In this regard, an official from the Railroad Bureau of Gyeonggi Province said, “In January of 2012, Gyeonggi Province submitted its Basic Railway Plan to the Ministry of Land, Infrastructure and Transport for approval. In July of 2013, the Ministry approved the plan with the condition that Dontan Line 1 and 2 may need to be reviewed again for necessary adjustments in their implementation stages if some overlap was found with national railroad network projects. We will work to come up with alternative lines next year.”

 Mr. O (Osan City), who received counselling on a request to build a physical training facility for an apartment house building in Osan, said, “I came here to file a request to build a welfare facility for the residents of the 1,023 households of Jadari Town Complex #1 in Segyo-dong, Osan City. According to the site plan, there should be one, but it has yet to be established. The criteria are not clear.”

The emergency measure committee for protesting the redevelopment of Suwon City said, “Seventy to eighty percent of the redevelopment area is occupied primarily by the elderly. They misunderstood that it would be about receiving a new house in return for giving up their old house. But in reality, it was solely for the developer.” The committee requested support for an amendment that would change the agreement rate for dispersion of association from 50% to 30% for exercising property rights.

A civil petition requesting that the ‘Gyeonggi Eutteumi’ system to be restored was also filed. Mr. L (Suwon City) said, “The Gyeonggi Eutteumi’ system, which started in 1999 and ended in 2008, was abolished in 2011. Since the abolishment, it has lost its resilience.” 

In response, Governor Nam said, “It’s been six years since the system was ended. The system would have been restored if there was supporting public opinion. We will consider restoration of the system when we hear from various areas rather than from single area.” 

Governor Nam engaged in consultations for over one and a half hours that day in a total of eight cases including: a request to purchase fire lanes that have been included in Youngin City for 20 years; a request to secure entrances to farmlands as city planning facilities are included in Pyeongtaek City; and a review of the legality of taxation with regard to a reduction of the acquisition tax.
