Governor Nam Kyung-pil pointed out the need for Big Data Governance to reduce risks associated with the monopoly of Big Data and expressed intention to establish the Big Data and Free Information Center dedicated to the sharing and use of data in Pangyo.

“Big Data are important things for our society, but they are also dangerous. We need a governance system wherein diverse members of society take part to reduce such danger. Their supervision will help Big Data enhance their reliability,” Nam Kyung-pil said at the Big Data session held at BFA Hotel in Boao, Qionghai, Hainan Province at 1:00 PM on March 27, one day before the opening of the Forum for Asia 2015 held in Boao, Hainan Province.

During his speech titled “Let’s Build a Big Data Governance,” he noted that the wide-ranging data accumulated so far and to be accumulated in the future have formidable strength. “What makes Google a fearful body is the fact that no one knows what it will do with the very large data it has. We need to supervise it through governance,” he stressed.

Nam Kyung-pil then explained the Big Data Governance envisaged by him.

He revealed that he would establish the Big Data and Free Information Center in Pangyo, which will share 1,008 public databases held by the Gyeonggi-do Office and others held by central government agencies and private businesses with the relevant parties.

“The center will share the data with all visitors at no charge and create proper business models. The results of using available data will be kept by the center so that other values may be created through the sharing of the results with other people. The center will provide many business opportunities and new jobs,” he added.

According to him, the large data accumulated by the Gyeonggi-do Office will make him very powerful. “I will have myself supervised by a governance system consisting of municipal councilors, scholars, attorneys, and civic organizations. Pangyo will serve as a test bed for Big Data Governance,” he vowed.

At a Q&A session following his speech, Nam Kyung-pil disclosed that the Gyeonggi-do Office will hold a Big Data forum in Pangyo around this fall after a series of experiments and studies on Big Data Governance. “I would like to see consensus formed among experts worldwide, with the name Pangyo Consensus attached to it,” he added.

Attending the Big Data session held under the theme of The Other Side of Big Data were the following luminaries: Chairwoman Dong Mungzhu of Zhu hai Gree Corporation, Evernote CSO Ken Gullicksen, Shanghai Quirk Finance CEO Guo Zhenzhou, Chairman Leif Johansson of Ericsson, and President Zhang Yaqin of Baidu.

Governor Nam Kyung-pil met with Messrs. Ken Gullicksen, Leif Johansson, and Zhang Yaqin prior to the session, discussed ways of collaboration between their businesses and those in Gyeonggi-do, and asked for their positive participation in Techno Valley in Pangyo.
