Training program for metropolitan region engineering plans, new town development, and industrial policies held at Gyeonggi Provincial Human Resource Development Institute

China’s National Development Strategy Research Promotion Task Force, including 15 public officials from the Hubei Provincial Government, participated in a training program at the Gyeonggi Provincial Human Resource Development Institute. Running from September 17 to 30, this latest training program marks the third such event so far organized between Gyeonggi and Hubei.

The task force studied a number of subjects including Gyeonggi Province’s metropolitan region engineering plans, new town development, comprehensive traffic system infrastructure development, ecosystem preservation, and industrial policies. Gyeonggi Province also offered field trips to key industry locations such as Pangyo Technovalley, the Samsung Innovation Museum, Amore Pacific, and LG Electronics.

As one of the top ten trade target regions among the 27 provinces and cities of China, Hubei has active trade relations with Gyeonggi Province. Hubei surrounds Beijing, China’s capital, as well as Tianjin, giving it regional conditions similar to those of Gyeonggi Province, which surrounds Seoul and Incheon.

Gyeonggi Provincial Human Resource Development Institute Director Lee Hee-won said, “I hope this training program offers the joint research task force something that helps their work.” Director Lee added, “I hope we can prepare a broad foundation to facilitate cooperation and interaction across various fields including the environment and economy in the future.”

This year, the Gyeonggi Provincial Human Resource Development Institute is participating in mutual exchange training programs involving a total of 150 people (China 80, Gyeonggi Province 70) across five Chinese provinces including Hubei, Liaoning, Guangdong, Shandong, and Jiangsu. In May, 20 public officials from Gyeonggi Province participated in a two-week training program in Hubei Province.

Meanwhile, China’s ‘New Normal’ national development strategy (‘xinchangtai’) is a new mid-to-low growth strategy put forward by President Xi Jinping. This strategy acknowledges the fact that China can no longer sustain double digit growth and pursues sustainable growth. It includes plans such as ‘One Belt and One Road’ (‘yidai yilu’, overland and maritime silk roads), ‘Integrated and Coordinated Development of ‘Jingjinji’ (the metropolitan region of Beijing, Tianjin, and Hubei Province)’, and development of the Yangtze River (‘changjiang’) economic belt.
