First to win Presidential Award two or more times in Korea after the
labor-management culture certificate system was implemented in 2010

 

The Gyeonggi Provincial
Government and the Gyeonggi Provincial Government Employees
Union announced on November 11 that the province had won the Presidential
Award (top honor) through the 2016 certification system for outstanding public
sector labor-management culture organized by the Ministry of Government

The Gyeonggi Provincial Government and the Gyeonggi
Provincial Government Employees
Union announced on November 11 that the province
had won the Presidential Award (top honor) through the 2016 certification
system for outstanding public sector labor-management culture hosted by the
Ministry of Government Administration & Home Affairs. 
 

Among
all central government ministries, education offices and provincial
governments, Gyeonggi Province has now become the only entity in Korea to win
the Presidential Award two or more times since the certification system for
outstanding labor-management culture was introduced in 2010. Gyeonggi Province
previously received the Presidential Award in 2013 and a Prime Minister
s Award in 2011. 

Any
administrative organization
including central ministries, education offices, and
local government bodies
that have labor unions or workplace councils with a
history of one or more years can apply for evaluation through the certification system for outstanding
public sector labor-management culture. Selections are made based on
application reviews, site visits, and case study presentations.
 

Since
the onset of the sixth democratically elected local government, Gyeonggi
Province has been inviting management-level public officials and union heads to
weekly policy meetings convened by the Governor. The provincial government determined
that Gyeonggi Province won the award by facilitating smoother
employee-management communication for major policy decisions including labor
affairs innovation, organizational restructuring, parking lot improvement, and
new office complex establishment.
 

Additionally,
Gyeonggi Province introduced
employee health-keepers (nationally certified masseurs who
oversee the well-being of staff and help reduce fatigue) as well as a mental health
management program for the first time in Korea, setting the benchmark for other
municipal organizations.
 

Regarding
the latest triumph by Gyeonggi Province, Governor Nam Kyung-pil said,
I am ecstatic that our labor-management
culture of cooperation and harmony, created by a coalition government that
values mutual respect and communication, has been recognized.
Nam added, I thank the labor union for
its effort in working for the happiness of our people in Gyeonggi.
 

Gyeonggi Provincial Government Employees Union Chair Yoo Gwan-hee said, We will continue our cooperation
with the government in solving problems through communication, consensus
building, dialogue, and compromise so as to protect the rights of all union
members, improve quality of life for Gyeonggi residents, and create a happy
Gyeonggi Province overall.
 

This
year
s
evaluation was conducted for two separate groups
central government
ministries, metropolitan city organizations, and education offices (Group 1), as
well as 3rd tier government organizations (Group 2). Namyangju City
won the grand prize for 3rd tier governments and took home the honor
of winning the grand prize in both groups.
