Gyeonggi
Province’s ‘Happy Car
Share’ policy, through which official vehicles of public
organizations are shared with the public for free, won the Presidential Award in
the 2016 Competition for Outstanding Hands-on Policies held at the Sejong
Convention Center on 2:00pm, November 16.
Held
for the first time this year, the competition was created to identify outstanding
policy cases in which organizations actively implemented policies considering
public good, as well as to share cases and establish a culture for public
organizations in which staff work proactively.
The first rounds involved the review of applications
while the second round involved expert evaluations. During the second round, 12
exemplary cases were presented on-site. The final results were determined through
equally weighted expert evaluations and presentation scores.

Gyeonggi
Province presented ‘Bringing happiness and value to the
people through the Happy Car Share Program’. Happy Car
Share was introduced on May 5 this year to provide official cars to Gyeonggi residents
during weekends and public holidays.
Cars
were offered to basic living support recipients, lower income families, single
parent families, multicultural families, families with three or more children,
and North Korean defectors for home visits or other leisure activities.
The
Provincial Government has agreements with 12 cultural and tourism organizations
in Gyeonggi Province including the Korean Folk Village and Gyeonggi Museum.
These organizations offer free admissions to Happy Car Share users in order to
promote the program.
Gyeonggi Self-Governance
Bureau Director General Seo Gang-ho said, “People who could not
go home or visit their parents’ graves because they lacked
the financial resources to do so said they were happy because of the Happy Car
Share policy.” Seo added, “We
will do our best to help more people use the available vehicles.”
