Governor Kim: “If Someone Can Give Value and Happiness to Others, That Is Art. We Support the Dreams of Young Artists.”

The Gyeonggi Youth Arts Planning Group, which provides opportunities for art policy research and creation to young artists in Gyeonggi Province, was officially launched.

Gyeonggi Province Governor Dong Yeon Kim attended the launching ceremony of the 1st Youth Arts Planning Group at the Gyeonggi Arts Center on June 9 and engaged with young artists in Gyeonggi-do.

The Gyeonggi Youth Arts Planning Group is an organization in which young artists directly participate to formulate policies to improve the rights and foster the interests of young artists while promoting related opportunities. Approximately 80 people are expected to participate this year in three sectors: the performing arts, policy research, and public relations.

The first project of the Gyeonggi Youth Arts Planning Group is the Gyeonggi Youth Arts Festival, which is slated to be held by Gyeonggi Province in October this year. The province plans to support the youth arts planning team in the organization and execution of all aspects of the festival.

Approximately 60 young artists and university students attended the launching ceremony and read the ‘Youth Art Opportunity Declaration,’ announcing the launch and commitment of the Gyeonggi Youth Arts Planning Group. They also used a real-time public chat room to engage in open conversation with Governor Kim about Gyeonggi youth arts policy.

Governor Kim said, “I want to create a place for young people to dream so that they are able to do what they can and want to do… It is a great pleasure for Gyeonggi Province, which supports this endeavor, experiencing the rewards and happiness of creating value in our society through the true self-realization and self-directed activities of young people. I support your dreams.”.

Governor Kim added, “Our life itself is art, and if it can give value and happiness to others through self-realization, I think it is art in a fine sense. I am endeavoring to create opportunity income for artists and support various initiatives so as to alleviate the difficulties of young artists, but what I want most is for you to be happy and have fun now.”

Governor Kim recently met with 14 executives of the Korean Federation of Art and Design and promised to swiftly implement opportunity income for artists for the first time in the country.

This opportunity income initiative will see the payment of KRW 1.5 million a year to artists living in Gyeonggi Province who have valid proof of artistic activity and personal income that is less than 120% of the median income. On March 27, consultations with the Ministry of Health and Welfare to establish a new social security system were completed, and on April 26, the Gyeonggi Artist Opportunity Income Payment Ordinance (draft) was announced.

If the ordinance for the payment of opportunity income to artists is passed by the Gyeonggi Provincial Assembly in June, the province plans to accept applicants and undertake initial payments between July and August.
