Gyeonggi Province Focuses Administrative Efforts on Construction Site Safety Management…Joint Inspections with Government and Municipalities

As Gyeonggi Province focuses its administrative efforts on safety management at construction sites, on the afternoon of December 4, Gyeonggi Province, together with the Ministry of Labor and Employment, the Korea Occupational Safety and Health Agency, and Gimpo City, conducted a joint inspection and campaign at construction sites ordered by Gimpo City.

The inspection and campaign are part of Gyeonggi Province’s “Worker-centered Construction Workplace Safety Innovation Plan,” which aims to eliminate blind spots in safety and health measures through inter-agency cooperation, strengthen the safety awareness and skills of workers and other construction personnel, and reduce accidental deaths by establishing and disseminating a culture of safety.

The joint inspection team focused on winter safety management weaknesses, such as fire and suffocation, and three hazard areas, such as falls, entrapment and failure to wear personal protective equipment. In addition, a campaign was conducted to encourage all parties involved in construction, including employers and workers, to thoroughly manage safety in their respective positions and roles.

Meanwhile, Gyeonggi Province has been promoting various policies to reduce the fatality rate of industrial accidents per 10,000 workers to 0.29‱ (permyriad) by 2026 by establishing the Gyeonggi Industrial Accident Prevention Comprehensive Plan on December 6. This fatality rate is the number of accidental deaths per 10,000 workers, and as of 2022, this fatality rate in Gyeonggi Province is 0.51‱ (permyriad).

To reduce construction accidents, Gyeonggi Province has established a cooperation system among the central government (Ministry of Land, Infrastructure and Transport and Ministry of Employment and Labor), Gyeonggi Province, related organizations (Homeland Security Management Institute, Korea Safety and Health Institute), and cities and counties to discuss cooperation plans and conduct joint inspections, operation of the Gyeonggi Construction Safety Council, Evaluation of the current status of construction safety in cities and counties, on-site inspection with the participation of outside experts hosted by Gyeonggi Province, operation of a work battery, visits to industrial accident prevention and community education centers, expert meetings, and preparation and distribution of construction safety guidelines.

In particular, starting next year, it plans to seriously promote the “Gyeonggi Construction Safety Management System Construction Project,” in which all parties involved in construction work, including workers and business owners, can participate as safety subjects and check and manage safety conditions in real time.

A Gyeonggi Province official said, “We can reduce industrial accidents if everyone involved in construction participates in safety management and a safety culture is established and spread in the field. Gyeonggi Province will focus its administrative power to achieve the goal of a 0.29‱ the fatality rate of industrial accidents per 10,000 workers by 2026”.
