Gyeonggi Province signs agreement with 11 cities and counties for expansion of “Delivery Express” app service

Gyeonggi Province’s digital SOC project is gaining impetus with 11 cities and counties having agreed to participate in the new public delivery app service called “Delivery Express.”
Gyeonggi Province concluded this agreement on the expansion of its public delivery platform service during a signing ceremony held at the Gyeonggi Provincial Government Complex on the morning of June 21.
The agreement was signed by Gyeonggi Vice Governor Lee Yong-cheol, Gunpo Mayor Han Dae-hee, Yeoju Mayor Lee Hang-jin, Dongducheon Mayor Choi Yong-deok, Uijeongbu Mayor An Byeong-yong, Hanam Mayor Kim Sang-ho, Siheung Mayor Lim Byeong-taek, Bucheon Mayor Jang Deok-cheon, Gwangju Vice Mayor Lee Chun-gu, Gwacheon Vice Mayor Kim Jong-gu, Gapyeong Vice Mayor Han Dae-hee, Namyangju Director General of Industry and Economy Lee Yong-bok, and Korea Gyeonggido Company President Lee Seok-hun.
“Delivery Express,” a key project of Gyeonggi Province’s Digital New Deal, is a public delivery application developed and operated through a public-private partnership with the Korea Gyeonggido Company so as to resolve the monopoly issue in the delivery app market and establish a fair market order.
Since its launch on December 1, 2020, the app has gained 340,000 members and seen sales of over KRW 26 billion (as of June 13), a remarkable achievement in the delivery app market.
Such results are deemed to have been made possible by the low membership fee that is 6 to 13% lower than those of other private apps, by the convenience and discount benefits of paying with Gyeonggi local currency, and by various promotional events held in cooperation with cities and counties in the province.
The 11 cities and counties joining the service agreed to reinforce the partnership so as to establish a fair delivery app market and successfully propel the public delivery platform.
Gyeonggi Province will oversee the establishment of digital social overhead capital (SOC), the training of small business owners, and initiative promotion, while the cities and counties will support its early initialization and stable operation. The Korea Gyeonggido Company, in turn, will undertake the effective realization of Delivery Express service improvement and the provision of support to small business owners.
Delivery Express service is currently supported in 16 cities and counties of Gyeonggi Province, including Hwaseong, Paju, Osan, Suwon, Gimpo, Icheon, Pocheon, Yangpyeong, Yeoncheon, Yongin, Anyang, Pyeongtaek, Yangju, Guri, Anseong, and Uiwang. The service will be expanded to all 31 cities and counties of the province, including the latest 11 signing the agreement, by the first half of next year.
The service will commence by the end of this month in Ansan and Gwangmyeong, and by the second half of this year in Goyang, Gunpo, Yeoju, Dongducheon, Gapyeong, Gwangju, Namyangju, Uijeongbu, Hanam, and Siheung. Service is scheduled to begin in Bucheon and Gwacheon in the first half of next year, but continued cooperation among related authorities may accelerate implementation.
Gyeonggi Province Vice Governor Lee Yong-cheol said, “We hope this delivery app initiative provides business opportunities for small business owners who are vulnerable in the online market.” Lee added, “We will soon make this service available throughout all of Gyeonggi Province and are targeting sales of KRW 100 billion in the belief that Delivery Express will enhance the lives of provincial residents.”
On the day of the agreement signing, Gyeonggido Assembly Member Kim Mi-suk also participated to convey best wishes for the successful operation of this public delivery platform.
