(Press Conference) Public Institutions in Gyeonggi Province Increase Employment of the Disabled and Expand Family-Friendly Service Systems

In order to provide equal opportunities in Gyeonggi Province, the timing of integrated public recruitment for public institutions under Gyeonggi Province will be regularized in March and September. The employment rate for the disabled in public institutions will be expanded from the current 3.9% to 5% by 2026, within the current term of Gyeonggi Province Governor Dong Yeon Kim, and a personnel system will be introduced to manage parental leave as a separate quota so as to create workplaces conducive to the raising of children.

Park Noh-geuk, Director General of the Policy Planning and Budget Bureau of Gyeonggi Province, held a press conference at the Gyeonggi Provincial Government Complex on July 19 and announced the “Master Plan for the Operation of Public Institutions in Gyeonggi Province” under the current provincial administration.

This master plan aims to accomplish 13 tasks under four directions: Fairer Opportunities, Better Changes, More Autonomy and Accountability, and Greater Innovation and Ambition.

Commenting on the background to the master plan, Director General Park explained, “We agree that Gyeonggi public institutions, which are key partners of Gyeonggi Province, need institutional supplementation and changes in order to fulfill their roles for Gyeonggi residents… We have prepared this master plan for the province and its public institutions so as to innovate and rapidly advance together.”

First, Gyeonggi Province aims for ‘Fairer Opportunities,’ regularizing the integrated recruitment periods for public institutions in Gyeonggi Province to March and September, increasing the employment rate of disabled people to 5% (3.8% of legally required employment by 2026), and increasing the ratio of female managers in public institutions from the current 33.4% to 35% within the term of Governor Kim. Regularizing the timing of integrated recruitment offers more opportunities and equalization in that it provides job seekers with predictability to prepare and plan.

In order to increase the employment rate of the disabled, the provincial government plans to eliminate entry barriers and actively identify suitable jobs such as telecommuting by exempting the National Competency Standards (NCS) when hiring the disabled, making selections through personality tests and interviews. In addition, efforts will be made to establish gender equality in the management of public institutions.

In addition, a separate quota system for the parental leave of personnel will be implemented with the goal of creating workplaces that are conducive to the raising of children through “Better Changes.” Until now, temporary workers have been hired to fill vacancies stemming from parental leave, but problems such as disruptions to business continuity and frequent resignations have occurred. In response, Gyeonggi Province has implemented a separate quota system for those who go on parental leave for more than six months, as well as a management plan for temporarily exceeding the quota.

The province plans to actively expand family-friendly service systems such as maternity leave and parental leave so as to make “good workplaces for raising children.” It will also improve public service titles, communicate and empathize with those in intergenerational positions, and create a workplace culture that respects diversity through means such as staggered commutes, four-day intensive work weeks, and telecommuting.

“More autonomy and responsibility” aims to spread the value of integrity, create flexible organizations, and expand responsible management. It will expand the resilience and autonomy of organizational operations by implementing an integrated management system for general and government officials, spread integrity values throughout management by strengthening self-audit functions and internal management capabilities, secure financial soundness by introducing a debt-focused management system, and expand accountability by internalizing contracts for which agency heads are responsible.

“Greater Innovation and Ambition” will strengthen environmental, social, and transparency (ESG) management so as to induce change and innovation in public institutions and realize social value, and will also strengthen social responsibility and roles by promoting the realization of RE100 within the term of the current provincial administration.

In addition, social contribution activities linked to major core projects such as “Tantan-daero” to address carbon issues and “Gyeonggi Sea Together” to solve environmental problems are being carried out to enhance the virtuous cycle of social value creation. The province also plans to expand the opening and sharing of services for Gyeonggi residents as well as various information sources and facilities held by public institutions, including the expansion of public facility fee reductions for multi-child households.

Governor Kim met with the heads of 28 public institutions on July 18 to discuss the basic plan and share opinions. Gyeonggi Province plans to continue innovation and endeavors for the people of Gyeonggi Province, the leading partners of the Gyeonggi Provincial Government, by establishing an organic collaborative system with public institutions.
