The proposal to augment traffic safety for provincial residents through the use of ChatGPT when responding to traffic accidents won first place in the ChatGPT Proposal Contest held by Gyeonggi Province.
In order to apply GPT technology, a subject of global interest, in Gyeonggi Province, the province held a contest for proposals from provincial officials and affiliated public institutions through open auditions. On May 3, Gyeonggi Province selected and announced three finalist proposals to be promoted as pilot projects of the organization (TF) overseeing Gyeonggi GPT .
Gyeonggi Province Governor Dong Yeon Kim said, “We created this opportunity with the idea that Gyeonggi Province would be the first to reflect ChatGPT at a provincial government level. Among the good proposals announced today, I hope that small ones will be reflected in the provincial government first… ‘Small ones’ means that we want to realize small successes first while minimizing possible risks.”
At the same time, Governor Kim asked provincial officials and public institution employees for two things: courage and imagination.
Governor Kim stressed, “Courage requires ability. I think they showed us courage by speaking up bravely, proudly, and confidently today… I hope we have the imagination to break thoughts such as blindly following precedents, paranoia and self-protection. Let’s upgrade the Gyeonggi Provincial Government with the same courage and imagination as we are now seeing.”
Gyeonggi Province conceived of Gyeonggi GPT from the emergence of ChatGPT and undertook a proposal contest as the first step in identifying ways to apply it to the province.
In March, a total of 95 policy proposals were submitted for the contest, of which 12 excellent proposals were selected after initial written reviews. A total of 3,627 people participated in a public opinion poll on the 12 selected proposals, reflecting high interest.
The first-place proposal, ‘Rapid Traffic Accident Responses Using ChatGPT,’ calls for the analysis of information received by the Fire and Disaster Headquarters (emergency calls) using ChatGPT and the quick dissemination of necessary information (accident conditions, detours, etc.). This proposal received high marks as it was deemed highly appropriate and feasible in augmenting traffic safety through such means as preventing secondary damage in traffic accidents.
At the same time, a proposal for an “Open AI Secretary of Gyeonggi Province,” which called for the integration of the latest provincial information – such as gubernatorial speeches, press releases, and semi-annual newsletters – through ChatGPT to provide information to residents in an interactive manner, came in second. In addition, a proposal calling for a “Gyeonggi Province Business Support and Counseling GPT Service” that provides consultations on all SME-supporting business information and responds to related inquiries, came in third.”
A Gyeonggi provincial official explained, “This proposal contest is very significant in that it has created an opportunity for all stakeholders to contemplate and discuss how to apply ChatGPT in Gyeonggi Province as well as related limitations and problems along with the applicability of ChatGPT in policy development.”
Gyeonggi Province plans to seek policy alternatives throughout the province, focusing on organizations dedicated to Gyeonggi GPT, and will continue efforts to identify policies centered on Gyeonggi residents and innovate processes using generative artificial intelligence.
