Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Property Rights of Gyeonggi Apartment Owners Protected (0927-1)
[Anchor’s Headline] Gyeonggi Province was recently made aware of discrepancies in building registers for a large number of apartments. The provincial government took immediate corrective actions so as to protect the property rights of the owners of the apartments concerned.

An apartment owner in this complex in Bucheon (부천) City was perplexed when he found his apartment was located on the opposite side of the staircase in the building register. He has been living in somebody else’s home for 23 years without anyone knowing. The situation was the same for all 80 apartments in that building.

Since property rights are based on locations in registered building designs, home owners may lose their property when it becomes the subject of a lawsuit.
▶ Discrepancy of Apartment Location Found in 3,188 Apartments in Gyeonggi Province
In response to a pre-consulting audit request by Bucheon (부천) City regarding this matter, Gyeonggi Province conducted a province-wide investigation and found similar discrepancies in the registers for 3,188 apartments.

Gyeonggi Province began negotiating with the related Korean ministry and eventually obtained a ministry decision in favor of the actual occupants.

“The ministry decision covers the apartment numbering discrepancy in building registers as well as resident registers.”
The property rights of the owners of those apartments with addresses incorrectly listed in building registers can now be protected through design register amendments upon application by the home owners to local registry offices.
Article 2. Gyeonggi’s Design Clinic for Public Facility Manufacturers (160927-2)
[Anchor’s Headline] Gyeonggi Province is operating a design clinic for public facility manufacturers who failed to obtain provincial design certification. Design certification is granted for public facility items such as streetlights and benches that exhibit excellence in design.

Design Doctors are design specialists from academia and the design industry. These specialists provide one-on-one consulting services to public facility manufacturers who failed in design certification applications.

▶ Public Facility Design Certification System
Public facility design certification is being pursued by many small and medium-sized enterprises. Those enterprises that produce quality public facility products with excellent designs are granted design certification and the use of the provincial mark and are recommended to provincial organizations.
▶ Most Manufacturing SMEs Have Weaknesses in Design
The design clinic was conceived based on the realization that most SMEs are manufacture-oriented and have weaknesses in design.

Fifty percent of the enterprises that received design clinic services have subsequently succeeded in obtaining design certification. In December, Gyeonggi Province will hold an event to exhibit those items with which the clinic has helped in design improvement.
Article 3. Gyeonggi Tops World Drinking Water Analysis Standards (160927-3)
[Anchor’s Headline] Among more than 600 members of the world analytical laboratory community, the Gyeonggi Province Institute of Health & Environment topped the list in terms of proficiency testing in the water analysis field as determined by the ERA, an internationally recognized analytical proficiency assessment and certified reference material supply organization.

The ERA’s proficiency testing, or PT, is an assessment of the skill level of an analytical laboratory.
▶ 600 Institutes of the World Receive PT Annually
PT in drinking water analysis is conducted annually with more than 600 participants worldwide. This year, Gyeonggi Province, with its excellent water quality control expertise, scored highest in this international testing.
▶ Tap Water, Groundwater and Other Drinking Water Tested
Proficiency testing was performed using all types of drinking water including tap water and groundwater collected during a one-month period this past summer. Assessments were made on twelve items according to three rating levels: Satisfactory, Warning and Unsatisfactory.
▶ ‘Satisfactory’ for all 12 Categories
The performance of the Gyeonggi Province Institute of Health & Environment was rated ‘Satisfactory’ in all twelve items including heavy metals, ionic substances, and volatile substances.

“We have state-of-the-art analysis systems that can perform 58 regular tests and detect a hundred millionth of more than twenty monitored items. With these systems, we will protect the health of residents as well as our environment.”
This institute has also been performing regular inspections and calibrations so as to maintain its systems in perfect working order.
This global recognition of the Gyeonggi institute that proved the proficiency of its analysis capabilities will enhance public confidence in water quality.
Article 4. Job Consultation Cafés Open in Gyeonggi Province (160928-1)
[Anchor’s Headline] In Gyeonggi Province, a number of interesting cafés have opened. These cafés double as job centers while also operating as normal coffee shops. In these cafés, known as ‘job cafés’, patrons can sit with job consultants to discuss job applications in a comfortable setting free of charge.

One of these cafés is located in Suwon (수원) City.

This café is similar to other cafés. However, its young patrons can have free job consultations and coaching services while also enjoying a beverage. Having such high-demand services in a comfortable atmosphere is making these cafés popular among youths.

Upon agreement with Gyeonggi Province, job cafés operate normally while providing space for employment support services. The coffee shops also benefit from this program since it helps increase their sales.

▶ Job Cafés Come Closer to Youths
The job café was conceived by Gyeonggi Province as a means to conveniently operate employment support services closer to youths and career-resuming women at places they frequent.

Job consulting services are provided between 2pm and 6pm on Tuesday, Thursday and Friday every week. There are job lectures and mock interviews every alternate Friday. Gyeonggi Province plans to expand the job café program after three months of trial operation.
Article 5. Peace-pursuing Art Exhibition Opens Near DMZ (160928-2)
[Anchor’s Headline] A peace-pursuing art exhibition opened at a former US military base near Gyeonggi Province’s border with North Korea. Our reporter was there.
▶ ‘Taut Lines’
The lines that span 280 meters between barrier fences symbolize the tension in the area.
▶ ‘The Traces of Steels’
Red and blue structures remind viewers of the South-North conflicts that once existed. Viewers are led by lines that pass through sections of Camp Greaves, a former US military base that was returned to Korea.

“This artwork depicts connections with lines. Connections between individuals, between the North and the South that consist of individuals, and the connections between us and the DMZ and even the spaces of nature.”
The venue of this exhibition, which features five artists, is being staged close to the border with North Korea for realism. This location was utilized by the US military for 51 years before being returned to the Korean government in 2007.
Gyeonggi Province plans to develop this area as a peace-pursuing cultural center.

This exhibition is the first of the cultural restoration projects for this venue, and was aptly titled ‘From Silence to Communication’. The exhibition focuses on the peace that existed here before the war and national division that one may superficially associate with this //”

Article 6. Bicycle Trails in Gyeonggi Province (160928-3)
[Anchor’s Headline] These days, the skies are high, the wind is gentle, and the fields are dotted with beautiful autumn flowers. It is a perfect season for riding a bicycle. There are a number of beautiful bicycle trails in Gyeonggi Province.
▶ South Han River Bicycle Trail
The South Han River bicycle trail runs along the northern shores of the Paldang (팔당) Reservoir. When it passes Paldang Bridge, the hectic noise of traffic suddenly disappears and quiet nature opens up.

[CG] The trail that runs from the Han River in Guri (구리) City along the estuary to the north offers perfect autumn scenery with blooming cosmos on both sides.

Paju City: Bangujeong – Hwaseokjeong
There are also other scenic bicycle trails in Suwon City and Yangpyeong County of Gyeonggi Province that attract many cyclists.

Article 7. Gyeonggi Province’s Pre-consulting Audit System Proves Effective (160929-1)
[Anchor’s Headline] Two years ago, Gyeonggi Province introduced a pre-consulting audit system that revolutionized audit practices. Addressing issues proactively instead of reactively, this innovative system has contributed greatly to investment inducement and job creation.
▶ Development Enterprise, Seongnam City
A development enterprise that was constructing a large distribution complex in Gwangju (광주) City faced a problem with building heights. The problem stemmed from a restriction on buildings located in the vicinity of cultural assets.
There had been a major difference between Gyeonggi Province and this enterprise in the interpretation of the regulation. However, the pre-consulting audit ruled in favor of the enterprise. The development project can now proceed, enabling the creation of 13,000 jobs.

A leasing problem regarding land lots in an industrial complex was also resolved by a pre-consulting audit. Such a resolution paved the way to the inducement of investments amounting to KRW 90 billion.

▶ Investment Inducement of KRW 2 Trillion and Creation of 20,475 New Jobs
Since its introduction in April of 2014, Gyeonggi Province’s pre-consulting audit team has resolved 421 cases, enabling the creation of more than 20,000 new jobs and investments totaling KRW 2 trillion.

The pre-consulting audit system is regarded by other Korean autonomous bodies as a proactive administrative methodology that eliminates problems before they arise.
