Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Gyeonggi Mom’s Healthy Meal Festival (160905-1)

On September 2, a healthy diet promotion event for expectant mothers was held at the Gyeonggi Women’s Vision Center. This single-day event saw education and consultation sessions that featured obstetricians and dieticians.

Titled ‘Gyeonggi Mom’s Healthy Meal Festival’, this was the second such event organized for pregnant women by this center in Gyeonggi Province to provide them with opportunities to discuss their current eating habits and seek advice.

During the free discussion session, an obstetrician provided detailed explanations about healthy ingredients and cooking methods that can help preserve the nutrients essential for expectant mothers.

“This is my first pregnancy, so I am especially conscious about nutrition for my baby. Here I learned about the foods that are good for my baby, how to prepare them, and how to control the amounts of sodium and sugar…”
During the festival, the participating mothers were provided with healthy diet information and an opportunity to share experiences with each other.

There were also demonstrations of healthy meal preparations for expectant mothers as well as food items nutritional checks and individual consultations with dieticians.

Gyeonggi Province will develop a range of programs designed to promote marriage and childbirth and to help pregnant women in the later stages of their fertile years.
Article 2. Internet Use Increases for Home Memorial Service Food Deliveries (160905-2)
[Anchor’s Headline] Around Chusoek (추석), Korean families prepare foods traditionally eaten on this major Korean holiday and perform memorial services for their ancestors. In recent years, the number of Koreans who order Chuseok (추석) food items for delivery from food stores has increased.

▶ Orders Received by Online Food Stores Increase before Chuseok
With Chuseok (추석) only weeks away, the number of orders began to increase rapidly and their total amount exceeded KRW 40 million in just two weeks. Customers made their choice of foods from the options displayed on the homepages of food stores.

“We receive approximately 50 orders monthly on average. However, the number of orders increases threefold during the months of Chuseok and the Lunar New Year. We supply foods at prices lower than those of large supermarkets.”

Online transactions for agricultural and livestock products have also shown an increasing trend recently.
[CG-Overlap] Sales of the Gyeonggi provincial cyber market usually also increase more than 60 percent during September and October. The cyber market offers discounts around the Chuseok (추석) holiday.

“Our cyber market saw sales of KRW 15.8 billion in 2015, the highest among online shopping malls in Korea. This market is currently offering discounts of up to 64% on more than 40 items”
▶ 50% of Shoppers Use Ready-made Memorial Foods
According to a survey of consumers conducted by a well-established online shopping mall, more than 50 percent said that they use at least one ready-made memorial service food item purchased from a market instead of being prepared at home.
The convenient use of ready-made memorial service foods purchased online is expected to increase continuously until Chuseok.
Article 3. Gyeonggi Nursing & Care Service Hospitals Expanded (160906-1)
[Anchor’s Headline] Gyeonggi Province introduced combined nursing and care services at five selected provincial medical centers for those patients who require personal services. These combined services have now been expanded to all provincial medical centers.

Jeong (정연순), a Gyeonggi medical center patient who is unable to move without assistance, requested nursing and care services since no one in her family was available to help her due to their jobs. Her personal needs are now being taken care of by a nurse who is also a qualified personal care service provider.

▶ Nursing & Care Services Expanded to All Provincial Hospitals
Gyeonggi Province recently expanded these nursing and care services to all provincial hospitals from September.
▶ Services More Professional and Less Expensive
An increasing number of elderly patients are using the combined nursing and care services of Gyeonggi Province hospitals since these services are provided by professional nurses and thus reliable while also being less expensive than the use of additional personal care providers. The costs of nursing and care services are much lower than those of hiring personal care providers since these services is covered by national health insurance.

“There has been a growing necessity for the improvement of personal care services. In order to alleviate the burden of personal care costs on patients, these services will be expanded to all provincial hospitals from this September.”
For such service expansion, Gyeonggi Province will invest KRW 1.7 billion this year to employ 84 more nurses qualified in the provision of personal care services.
Article 4. Gyeonggi Improves Infectious Disease Tests (160906-2)

Earlier this summer, for the first time in fifteen years, an outbreak of cholera occurred in Korea. Gyeonggi Province immediately took measures to accelerate infectious disease diagnosis, especially for those diseases with similar symptoms, so as to ensure timely responses to any future outbreaks.

While there is still public fear lingering over the Zika virus, Korea saw outbreaks of multiple infectious diseases including cholera and dengue fever this past summer. Dengue fever was particularly active, resulting in more than 70 patients.

These diseases originated from overseas and have similar symptoms.

“It is not easy to diagnose diseases with similar symptoms. Patients require detailed tests to distinguish one from the other.”
[CG] The majority of the symptoms of the Zika virus and dengue fever are similar, and both are transferred by mosquitoes.
▶ Gyeonggi Province Begins Genetic Tests for 34 Infectious Diseases with Similar Symptoms
Gyeonggi Province will perform genetic tests for 34 infectious diseases with similar symptoms that require a quick diagnosis.

“The task of diagnostic tests has been transferred from the provincial disease control headquarters to the provincial institute of health and environment. Diagnosis will then be accelerated by 3 to 7 days.”
While improving infectious disease monitoring through quick diagnosis, Gyeonggi Province will also minimize the spread of such diseases in the province. Since early diagnosis is essential, those who develop symptoms such as fever and nausea are required to visit a hospital immediately.
Article 5. New Types of Phishing Increase before Chuseok (160908-3)
[Anchor’s Headline] As the Chuseok (추석) holiday nears, there has been a rapid increase of phishing activities in Korea using text messages that target smartphone users. This ‘smishing’ is often disguised as a notice from a fake service enterprise.
One such message gives notice of a courier delivery delay and asks the recipient to check via a link provided. Another request, disguised as a winning notice in a promotional event, requests the provision of personal information.

When I saw the message that said I won an event and asked me to click a link, I did by mistake. I am sure that will cause or has caused me damage, but I don’t know how to get help.”

Clicking a link provided by such a message may result in the theft of personal information or a payment charged on a smartphone bill.
[CG] The number of cyber fraud incidents such as these smishing cases has increased more than 30 percent over the past two years
▶ How to Prevent Smishing
► Delete the Message Immediately
► Increase Mobile Phone Security
► If Clicked, Set to Airplane Mode to Interrupt Data Transfer
If smishing is suspected, it is best to delete the message as soon as it arrives. It is also helpful to disallow automatic installation of applications sent from unknown sources. If a smartphone user has clicked a link by mistake, set the phone to airplane mode to interrupt data transfer.

Those who have suffered monetary damage through cyber fraud are encouraged to contacting a consumer consultation service.

Article 6. 313th Gyeonggi Provincial Assembly Extraordinary Meeting (160908-1)
[Anchor’s Headline] On September 7, the 313th Gyeonggi Provincial Assembly extraordinary meeting was held. During this meeting, questions were posed to provincial administrators regarding a number of administration matters.

At the second session of the extraordinary meeting, an assembly member from the Minju (민주) Party indicated problems regarding the operation of food trucks by Gyeonggi Province as part of youth employment promotion.

“Effective operation cannot be expected because of seasonal business fluctuations, event dependency and weekend-prioritized operations.”
In response, Gyeonggi Province Governor Nam Kyung-pil revealed that he is currently working on plans to increase the number of food trucks to 100 by the end of the year.

“We are pursuing the enactment of a related ordinance. I ask you to extend your cooperation to allow the active operation of the food trucks.”
The issue of low birth rates was another topic about which questions were asked.

Regarding decreasing provincial birth rates, Governor Nam acknowledged the fact and affirmed his continuous efforts to improve the situation through the resolution of employment and housing issues for youths.

Other issues broached by assembly members included roadside landscaping to reduce dust generation and the cost of vehicle identification plate issuance.
The 313th extraordinary meeting for provincial administration oversight continued the next day with a third session.
Article 7. Gyeonggi Upgrades Real Estate Portal (160908-2)
[Anchor’s Headline] Gyeonggi Province has been operating a real estate portal site to provide the public with comparative and analytical real estate information that contain comprehensive data. The related provincial office recently upgraded the real estate portal services.
Han (한상용) has been house-hunting using spare time during his busy daily schedule. Instead of having to do a lot of legwork, he can easily find detailed information including prices about the home he is looking for as well as information about the amenities in the vicinity of each home thanks to the real estate portal services of Gyeonggi Province.

This provincial real estate information service website, which is the largest of its kind in Korea, recently began providing upgraded services after six months of functional improvements.

Comprehensive Information Based on Actual Transactions
A table comparing information about apartments for sale as well as those available for monthly rent and lease is now provided on a single screen.

“Based on user requirements, we prepared analytical apartment information displayed on a single screen and improved the provision of development information and map search functions.”
The upgraded real estate portal services also include four additional functions that provide transaction statistics and trends.
