Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.
Article 1. Gyeonggi Sponsors Food Safety Musical for Children (0720-3)
[Anchor’s Headline] Gyeonggi Province has been staging a musical tour for the food safety education of young children. This year’s tour began with a performance in Suwon (수원) City. This musical, both educational and entertaining, was created to promote healthy dietary habits among children.

Food Safety Musical ‘Food Signals in Color’
In this musical, performers in the colors of traffic lights help children understand healthy behavior.

“You don’t want to eat too much salty food, do you?”
“No, we don’t!”
“And you know how to exercise regularly and wash your hands and feet well now?”
“Yes!”
Along with the entertaining story, this musical introduces playful songs that are easy for young children to follow and memorize while encouraging them to avoid unhealthy foods and practice healthy habits.

“I’ll eat vegetables well now. And I’ll wash my hands clean with soap since there are germs.”
The musical is also accompanied by various related events outside the performance hall such as finding good food items and learning healthy exercises.

“This musical and accompanying programs, which are also educational for teachers, will have long-lasting positive effects on children since the messages are easy to understand and memorize.”
16,000 Saw Gyeonggi Province’s Food Safety Musical Last Year
Last year, Gyeonggi Province’s food safety musical was performed at 38 locations and seen by more than 16,000 children and parents.

“Areas in which children may be more exposed to food safety risks, including multicultural families, are the primary targets for this musical.”
This year, the food safety musical tour will circulate among all localities of the province and be staged at 44 locations by October.
Article 2. Gyeonggi to Nurture Sports Businesses (160718-3)
[Anchor’s Headline] On July 15, business idea contest finals for Gyeonggi provincial support took place at the Suwon World Cup Stadium. Held in an audition format, this contest focused exclusively on ideas in the field of sports.
[CG-Overlap] In 2014, Korea’s sports industry generated sales of KRW 16 trillion – 1.6 times that of the tourism industry – and created more added value and jobs than average industries.

Sports Industry Creative Audition
Recognizing its economic potential, Gyeonggi Province included the sports industry as one of the primary target areas for provincial business startup support initiatives and organized this audition.
10 Out of 300 Entries Reach Finals
After 59 days of competition among nearly 300 entrants, 10 were selected for today’s finals.

The ideas presented were rated through assessment points awarded by a panel of judges and audience members.
Winners to be Provided with Provincial Business Startup Support
The winners will be provided with intensive business startup support including work spaces and financial support as well as technical and marketing assistance.

“The ultimate objective of this support program is to realize actual business launches that can contribute to the advancement of the sports industry in Gyeonggi Province.”
Gyeonggi Province will continue to develop systematic support programs for the sports industry of the province so as to create a national sports industry center of the future.
Article 3. Gyeonggi Urges Social Participation in Boosting Birthrate (160718-2)
[Anchor’s Headline] On July 11, Population Day, Gyeonggi Province held a ceremony that doubled as a public forum on the declining birthrate. During the ceremony, the provincial government urged collective social effort to overcome this critical issue.
Public Advertisement in 70s – 80s against Childbirth
During the 1970s and 80s, when Korea’s birthrate was among the highest in the world, the Korean government used public advertisements like this to suppress population growth. However, Korea’s birthrate is now the lowest among OECD nations.

Gyeonggi Province Population Day Ceremony
Following the in-depth panel discussion on declining birthrate issues, Gyeonggi Province emphasized the importance of participation by society as a whole in resolving these issues.
Gyeonggi Province to Continue Multifaceted Efforts to Boost Childbirths
Gyeonggi Province recognizes the necessity for changes in public perception regarding childbirth, and will continue to encourage childbirth through multifaceted political and cultural programs.

“We will continue public campaigns geared to influence homemaking culture and encourage participation by industries in providing environments that alleviate childrearing burdens.”
On Population Day, Gyeonggi Province released a message that the power of people created present-day Korea and that such power must be maintained.
Article 4. Gyeonggi Ranks 1st in 2nd-tier Administration Ratings (160719-1)
[Anchor’s Headline] In recent 2nd-tier administration performance assessments by Korean government agencies, Gyeonggi Province – led by Governor Nam Kyung-pil – ranked first overall.

Such an honor is attributed to the province’s innovative, communication-based policies.
‘Excellent’ in 6 out of 9 Assessment Categories
Assessments were made by all 27 central government agencies in 9 administration categories. Gyeonggi Province scored highest in 6 categories, resulting in the highest overall score.

“Administrative innovation, realization of coalition, and close cooperation and communication with and among 31 localities resulted in the highest score in general administration performance…”
[CG] Gyeonggi Province scored highest in general administration, welfare, local economy, local development, culture and family, and core policy categories.
[CG-Overlap] Of particular note, the scores for local economy and development showed substantial improvement.
Such a feat is more meaningful since it was achieved despite Gyeonggi Province having the largest population and administrative workload in Korea.
Gyeonggi Province: “Results of Innovation and Cooperation”
Gyeonggi Province has been seeking solutions to major issues through communication with its 31 local administrations by involving them in joint efforts and discussions.
The provincial government will continue communication-based methodologies and improve its performance in the three administration categories in which it failed to achieve the highest scores.
Article 5. Gyeonggi Official’s Greeting Words Induce Japanese Investment (160720-1)
[Anchor’s Headline] The first words of greeting from an official at the Gyeonggi Provincial Government complex secured an investment of USD 20 million from a Japanese enterprise. GTV followed the story.
TryTech Korea, Ansan Banwol Industrial Complex
This Japanese manufacturer of industrial machines sought a location in Korea with an investment plan of only USD 3 million and had been shunned by other local offices. Then they met Yu Jin (유진) of Gyeonggi Province’s Investment Promotion Division.

Industrial Benefits for Foreigners Granted Only to Investments over USD 10 Million
No other offices had accepted this company’s investment proposal since foreign investment benefits such as tax exemptions are granted only to investments of over USD 10 million.
TryTech Increased Investment to USD 20 Million
Witnessing a Gyeonggi official trying her utmost to realize its investment, the company was convinced that it would be worth investing in Gyeonggi Province and increased its investment plan to USD 20 million.

“The initial investment amount proposed was below the requirement for industrial complex residency. However, I sought means by which to help this company that possesses high technical prowess. This case helped Gyeonggi Province be recognized as a destination for smaller investors…”
Gyeonggi Province plans to dispatch a delegation to Aichi Prefecture of Japan during the second half of this year so as to induce investments from Japanese SMEs.
Article 6. Gyeonggi Opens Internal Cloud Services (160721-2)
[Anchor’s Headline] Gyeonggi Province recently opened cloud services accessible from all provincial offices. This service will greatly facilitate administrative work processes since officials can now access work-related data from cloud storage even when they are out of their office.

He retrieves the required documents from the cloud and performs the duty on site without returning to his office.

“It has been difficult to perform duties while outside of the office. However, the cloud system enables us to work at any location where the cloud can be accessed.”
Transfer of Work Made Easy
The cloud service also facilitates work sharing among officials when an official is travelling or transferred.
Cloud data can be easily uploaded, edited and shared among related divisions or personnel through supporting software, which also makes inter-department cooperation more effective and convenient.

“The continuity of work performance has often been lost since offices are physically separated or there are multiple work sites. The cloud services provide a working system through which officials can continue their duties at any location within the network.”
With the network cloud services, the administrative performance of Gyeonggi provincial officials will become more flexible and efficient.
Article 7. Gyeonggi Launches Book-Reading Student Group for Seniors (160721-3)
[Anchor’s Headline] Gyeonggi Province launched a book-reading service for seniors in welfare facilities and nursing homes. A group of 80 volunteer university students was organized for the service and allocated to individual facilities.

At this nursing home, seniors are all smiles while preparing to go for a walk with visiting students. In addition to a daily book-reading session, these youths also spend time with seniors conversing and doing activities together.

Book-Reading Service Group of 80 Students
The 80 book-reading students have become close companions of seniors whose daily lives would otherwise have been eventless.
Daily 2-Hour Book Reading Session
During a daily 2-hour book-reading session, students read novels or poems and converse with seniors about what they read.

“I read books to seniors and talk with them about their contents, which naturally led to friendly conversations and companionship. It is this rapport that gives me a sense of fulfillment and satisfaction.”
After a short training and orientation period, the first book-reading student group began service so as to improve the quality of lives of seniors in isolated environments.

“This service program will have the effect of addressing the loneliness of seniors while promoting book-reading culture.”
Gyeonggi Province’s volunteer book-reading service by university students will continue until the end of the year, and will be expanded based upon the results.
