Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.

Article 1. Gyeonggi to Provide Industrial Odor Control Support (160704-2)
[Anchor’s Headline] With the expansion of residential areas, many odor-generating industries that used to be located outside of urban areas are becoming the causes of complaints by now-neighboring residents. To address these issues, Gyeonggi Province will provide such industries with odor removal support.

This slaughter house in Anyang (안양) City has a complex system installed on its rooftop to eliminate the foul smells generated during slaughtering processes.

“Although this company operates an odor removal system, the blower from the system still emits ill-smelling air.”
Despite odor emissions being at permissible levels, the number of resident complaints received by this company has recently increased.

“We have already invested KRW 2 billion in odor removal since 2012. Additional investments in capacity expansion would cause us too much of a financial burden.”

▶ Gyeonggi Province to Provide Industrial Odor Control Support
More than 160 odor-generating enterprises have been selected for such support.
Through on-site meetings, Gyeonggi Province will determine the scope of support for individual enterprises. Exemplary new centers will be selected for promotional purposes.

“Working with local administrations, we will help industries install efficient systems to create an odorless Gyeonggi Province and to inspire voluntary participation by enterprises.”
During the summer, Gyeonggi Province also plans to intensify site investigations for effective foul odor generation control.

Article 2. Gyeonggi to Increase Workplace Childcare Facilities (160705-3)
[Anchor’s Headline] Childcare facilities within workplaces are very popular among female employees. However, such facilities are few in number and found primarily at large enterprises. To address the childcare needs of working mothers at SMEs, Gyeonggi Province began promoting workplace childcare facilities for joint operation by SMEs in the same area.

Although Gwon (권선리) has just returned from maternity leave, she feels comfortable performing her duties as a busy employee since her child is being cared for under the same roof.

“Knowing that my child is within the same building gives me a sense of relief. Closeness to one’s own children is a great advantage (of using workplace childcare facilities).”

▶ Only 12 Workplace Childcare Facilities at SMEs in Gyeonggi Province
There are approximately 190 workplace childcare facilities in Gyeonggi Province, but only 12 of them are at SMEs.
Such scarcity is partly attributed to the compulsory childcare facility requirement for enterprises with more than 500 employees or more than 300 female employees.

Workplace Childcare Facility Expansion Agreement
Gyeonggi Province recently entered an agreement with related organizations for the establishment of common workplace childcare facilities in areas with SME concentrations.

“The primary objective is to relieve mothers of worries and help them concentrate on their work. The second is to help SMEs secure personnel by ensuring the use of childcare services…”

▶ 30 Common Workplace Childcare Homes to be Established by 2018
Gyeonggi Province plans to establish 10 common workplace childcare facilities this year, and will increase the number to 30 by the end of 2018.

Article 3. Gyeonggi Establishes Integrated Employment Service Organization (060706-2)
[Anchor’s Headline] Gyeonggi Province plans to establish an employment organization that integrates various provincial employment service agencies. Recently, a meeting of this organization’s foundation committee was held to begin formal establishment procedures.

Titled Gyeonggi Province Employment Foundation, this organization’s establishment was sanctioned by the enactment of a related ordinance in March.
During the foundation committee meeting, detailed establishment formalities were discussed and the first president nominee presented his management plan.

“We will develop customized employment support programs for different user categories, provide vocational education, pursue support system specialization, and thus establish a foundation for an effective employment service organization …”

2016 Operation Plans Adopted & Operational Assets Approved
During the meeting, the committee elected founding directors with Gyeonggi Province Governor Nam Kyung-pil (남경필) serving as chairman of the board. The committee also adopted operation plans for 2016 and approved other establishment matters.

▶ Operations to Begin in August
Located in the former Wonmi (원미) Borough office building, the Gyeonggi Province Employment Foundation will begin full operations this coming August after its establishment registration.

Article 4. Gyeonggi Aids Businesses in MERS-quarantined Buildings (160704-3)
[Anchor’s Headline] One year has passed since the last MERS patient was diagnosed in Korea. However, there are those who are still suffering from the after-effects of this disease. They are business owners in buildings that were evacuated after contact with MERS patients.

The businesses in these buildings had to close during the quarantine period. Lee (이선자), a restaurant owner, vividly remembers the helplessness and frustration she felt the day that happened

“People in white protective clothes were running everywhere; then I realized what happened. They were telling us to evacuate the building immediately. We were forced to leave the building without touching anything.”

▶ Food Items Left Exposed and Gone Stale
When Lee returned to her restaurant eleven days later, she found that all her food had spoiled. Moreover, business remained abysmal long afterwards due to the stigma of being associated with MERS.
Gyeonggi Province reacted with compensation for the loss of business, and more recently with compensation for wasted materials.

“In addition to the compensation for the loss of business, we provided compensation for wasted materials and disposal costs.”

▶ KRW 113 Million Paid
A total of KRW 113 million has been paid to 21 small-business owners as compensation for wasted materials and additional losses.

“Wasted food items and their disposal costs were the actual losses incurred. I am grateful that we were now given compensation for those losses, too.”
A Gyeonggi Province spokesperson stated that compensation is being provided to those who suffered damage while cooperating for the sake of public wellbeing.

Article 5. Gyeonggi Administration Passes Halfway Point (160705-2)
[Anchor’s Headline] On the day when the term of the Nam Kyung-pil administration of Gyeonggi Province reached its halfway point, a public hearing on the performance of the Nam administration took place.

Public Talks, ‘Rebuilding Korea’
Six out of ten attending provincial residents exhibited substantial knowledge about recent provincial policies. Residents showed the greatest interest in the economic and employment projects of the province.
▶ 300,000+ Jobs Created During Past 2 Years
Gyeonggi Province has created more than 300,000 jobs over the past two years.
To fulfill the targeted creation of 700,000 jobs, residents suggested the continuation of current policies, customized education, and cross-matching of job and manpower demands.

“I think the establishment of a manpower bank will help. Both personnel-recruiting enterprises and job-searching individuals can benefit from such a system.”
[CG] The most satisfactory provincial policies as determined by the 1,000 attending residents were those for childcare home security, followed by policies in the fields of economy and politics.

“I praise the daring introduction of coalition policies as well as Ddabok Community support programs that led local communities to social economy activities.”

▶ Experts Rate Generally in Favor of Provincial Policies
Specialists rated the 51 major political projects as ‘generally innovative and effective’, advising their continuous monitoring and management.

“The political projects of Gyeonggi Province are generally characterized as innovative. Some may require improvement, but generally deserve favorable votes. This will result in the favorable assessment of results if such policies are maintained …”

▶ Job Creation on Top of Governor Nam’s Agenda for Remainder of Term
During the event, Governor Nam affirmed that his administration’s targeted creation of 700,000 jobs will be eventually realized within his term through communication with residents.

Article 6. Gyeonggi Agricultural Exports Mark Record High (160707-3)
[Anchor’s Headline] For the month of May, the agricultural exports of Gyeonggi Province were the highest on record. This is attributed to Korean Wave effects as well as improved trade conditions including favorable foreign exchange rates.

[CG] The total monthly value of agricultural products exported from Gyeonggi Province has been increasing continuously and, in May, reached a record high of USD 119 million.
It was only this past March when total agricultural exports surpassed USD 100 million.
▶ Biscuits 300% Up, Dried Sea Weed 42% Up
Confectionery, especially biscuits, saw the highest export increase of 300 percent to USD 3.5 million, while dried seaweed marked a 42 percent increase to USD 7.8 million.

“We achieved exports of USD 200,000 last year. We have already surpassed the amount recorded during the first half of this year. This year’s export target is now USD 300,000, but we expect to achieve more, especially after the completion of production capacity expansion.”

▶ China Leads Export Markets
China leads the province’s agricultural export markets, accounting for 25% of total exports, followed by the United States, Japan, and Vietnam.
▶ Exports Fueled by Favorable Factors
Experts regard such increases as the result of positive export factors such as the continuous spread of the Korean Wave in China and Southeast Asia as well as the favorable strengths of the US dollar and Japanese yen.

“It is the highest record since 2008. The popularity of Hallyu, increased demand in the USA and Japan, and favorable foreign exchange rates contributed to export increases.”

▶ Exports of Ginseng and Drinks Decreased
However, exports in eight food categories including ginseng and beverages decreased.
▶ Gyeonggi Province to Develop Halal Markets for Slow-selling Products
Gyeonggi Province plans to promote the development of Halal markets so as to boost the exports of these slow-selling products.

Article 7. Job Creation Prioritized by Gyeonggi Governor Nam (0706-1)
[Anchor’s Headline] At the beginning of his term, Gyeonggi Province Governor Nam Kyung-pil revealed his self-imposed mission to create a warm and blessed province with ample employment opportunities. Governor Nam is now placing top priority on job creation for the second half of his current term.

▶ 300,000+ Jobs Created in 2 Years – 42.3% of National Total
During the first half of the Nam administration, 301,000 jobs were created in Gyeonggi Province, representing 42.3 percent of the national total for the same period.
However, Nam says he is still ‘hungry’, referring to a statement made by the manager of the Korean soccer team during the 2002 World Cup Games.

▶ Gyeonggi to Introduce New Projects Geared for the Creation of 700,000 Jobs
As vehicles for the targeted creation of 700,000 jobs, Governor Nam proposed the creation of the Gyeonggi Province Corporation based on shared market economy principles and Pangyo (판교) Zero City, a world-class creative economy cluster.
He compared his role to that of a goal keeper in a soccer game.

“The goal keeper sometimes holds the ball to give his team time to breathe and passes the ball to the most strategically positioned player.”
Governor Nam described the past two-year period of his administration.
▶ First Half Period of Nam Administration:
“The Introduction of Coalition and Shared Market Economy”
Governor Nam described the first half of his administration as a time for rebuilding the province to better cope with future crises. He pointed to the introduction of coalition and shared market economy as two major outcomes. He also mentioned other major changes and developments realized during the first half of his term.

“Gyeonggi Province must serve as a big brother, a big sister, and leader in a family called Korea. It’s not easy, but we must do it.”
Governor Nam has another two years to do just that.
