Greetings, everyone, and thank you for joining us for this week’s edition of GTV.
I’m Don Valiant and this is the news from Gyeonggi Province this week.

Article 1. Gyeonggi Food Expo ‘G-Food Outlet’ (160617-2)
[Anchor’s Headline] On June 16, the G-Food Outlet, a food expo that features quality food products of Gyeonggi Province, began a four-day run at KINTEX of Goyang (고양) City. This expo doubled as a market in which consumers could purchase quality products directly from producers.

Almost all G-Mark-certified eco-friendly products of the province, including organic farm products as well as processed foods, could be seen at this Gyeonggi food product promotion event.
▶ Direct Connection between Producers and Consumers
Since all participants were producers, consumers could purchase the featured items at lower-than-market prices while being assured of the quality.

There are those who are wearing blue jackets and working briskly amongst viewers. They are participants of the event. Many of them are in their twenties and thirties; they chose careers in farming and developed their own farming skills without the use of agricultural chemicals or chemical fertilizers.

“I used to have instant noodles and snacks for meals almost everyday, and found my health deteriorating. I needed healthy foods, and I thought ‘Why not grow healthy food for myself and for others as a job?’”
Organized jointly by Gyeonggi Province and the Gyeonggi Green & Agriculture Foundation, this event was titled G-Food Outlet since it was created as a market instead of a common food exhibition.

Article 2. Environment Forum Held in Gyeonggi Province (160620-1)
[Anchor’s Headline] On June 17, while social concerns regarding microdust escalate in Korea, Gyeonggi Province held a public forum to identify ways in which to address such issues.

Microdust is highly pervasive and can damage the respiratory system as well as many other parts of the human body including the cardiovascular and digestive systems.

“Microdust currently is one of the major causes of respiratory disease onset or deterioration. It has also been found to negatively affect those with cardiovascular conditions. Long-term exposure may increase cancer risk, especially for lung cancer.”

▶ Gyeonggi Provincial Assembly (June 17)
Environment Forum: Microdust – Situations & Possible Measures
Gyeonggi Province invited scholars, related officials, and journalists to this forum to discuss possible measures to address increasing microdust occurrences. The general consensus was that, in addition to Chinese sources, a large portion of the microdust in Korea is generated domestically.
▶ Major Contributors: Aging Diesel Vehicles & Power Plants
Thermoelectric power plants and aging diesel vehicles are regarded as major culprits.
▶ Lack of Statistical Data and Analytical Resources
Participants argued that, in addition to developing detailed measures for microdust reduction, a lack of statistical data and analytical resources also needs to be addressed immediately.

“I believe that microdust issues are something that cannot be resolved through administrative measures alone.”
In order to find ways in which to address various environmental issues and promote collective social participation in such efforts, Gyeonggi Province launched public forums under the title of Environment Forums. Today’s forum on microdust was the first in a series of forums that will follow.

Article 3. Illegal Herbal Medicine Dealer Uncovered (160622-2)
[Anchor’s Headline] The Gyeonggi Special Judicial Police recently prosecuted an herbal medicine wholesaler who has been supplying fake medicine nationwide under a false name. He has been using ingredients that were long past their expiry dates as well as those with heavy metal contents five times higher than permissible levels.

When judicial police officers raided the business site of the dealer, they found large amounts of herbs and a frying pan filled with a concoction that was part of the process of making a fake herbal brew.

“We weren’t going to use them. They are not packaged, are they?”

▶ Other Enterprise’s License Plagiarized
The suspect, aged 29, has been bootlegging other oriental medicine producer’s licenses and supplying fake medicines to retailers and pharmacies nationwide.

▶ Fake Medicines with High Hazardous Substance Levels
Some of the fake medicines confiscated were found to contain very high levels of hazardous substances including cadmium and sulfur dioxide.
▶ Expiry Date Extended up to 4 Years
The offenses of the accused were not limited to infringement of licensing rights and hygiene standards. He also used long-expired ingredients as well as false advertising.

“The production and trading of oriental medicines requires a license. This enterprise falsely used other enterprises’ licenses and practiced illegal production and sales methods.”
The accused was charged with violation of the Pharmaceutical Law and Food Hygiene Law by the judicial police and transferred to prosecutors.

Article 4. Pyeongtaek Brain City Project Resumes (160622-1)
[Anchor’s Headline] The Pyeongtaek (평택) Brain City Project of Gyeonggi Province, an initiative for the establishment of an industrial and academic complex that had been postponed, is now slated to resume. Our reporter examined the details.

Announced in 2007, this project included the establishment of a world-caliber R&D complex as well as the relocation of Sungkyunkwan (성균관) University.

“Despite the ambitions of the original project, development work had been put on hold for many years.”
The execution of this project, which would cost KRW 2.4 trillion and occupy a 482-hectare site, had been delayed and eventually cancelled due to legal problems with financing.
▶ Project Cancelled 2 Years Ago
Two years after the cancellation of the project, Gyeonggi Province has now announced its resumption.

“We received a project adjustment recommendation from the Justice Department as a condition for resumption. We will now do our utmost to realize the project and to protect the property rights of local residents.”
Project cancellation followed a court order issued in 2014 for the annulment of the industrial complex designation of the project site. However, Gyeonggi Province was able to secure a Justice Department decision for conditional resumption of the project based on project revisions regarding financing and development methods.

If there are no more delays as anticipated by local residents, the project will begin with land compensation from June next year and will be completed in the year 2021.

Article 5. North Korean Defectors: Successful Employment Cases (160620-3)
[Anchor’s Headline] In order to boost the moral of North Korean defectors in their search for jobs, Gyeonggi Province held a presentation that featured successful employment cases among their predecessors. Gyeonggi Province is home to approximately thirty percent of all North Korean defectors in South Korea.

Most North Korean defectors face great difficulties in finding jobs due to the negative perceptions of South Koreans.
Approximately one year after her arrival in South Korea, Lee (이나정) found a job at a construction company in November last year. Lee advises that one’s own attitude makes all the difference.

▶ Gyeonggi Small & Medium Business Center (June 17)
Job Winning Camp for Koreans from North
Lee’s case was one of the five successful employment and self-employment cases presented at the event. Most North Koreans face difficulties adapting to life in South Korea, which differs completely from what they were accustomed to in their previous lives. In addition, social prejudice and discrimination makes it extremely difficult for them to find jobs. Many North Koreans, therefore, suffer greatly from being unable to settle securely.

“There are 30,000 North Korean defectors in South Korea. More than 30% of them live in Gyeonggi Province. Although this event was organized by Gyeonggi Province, I hope that there are many opportunities nationwide for North and South Koreans to interact with each other.”
Gyeonggi Province will continue to introduce various support programs such as employment expos and consultation services exclusively for residents from North Korea.

Article 6. Gyeonggi Offers Mentoring to Aspiring Civil Servants (160621-2)
[Anchor’s Headline] This year, an estimated 400,000 youths will apply for civil service jobs in Korea. In order to assist their preparations for civil service exams, Gyeonggi Province introduced a one-on-one mentoring program that involves current officials who act as mentors.

Park Ji-hu (박지후), a university student, has chosen the civil service as his future career since public office jobs are secure and ensure a stable post-retirement life. He is one of the participants in Gyeonggi Province’s mentoring program for aspiring civil servants.

“I wanted to talk with civil servants to gain information but couldn’t find any. Thanks to the mentoring program, I received information about civil service jobs and am better oriented in my studies now.”

▶ 1:1 Mentoring Service for Aspiring Public Officials
For the first time among the second-tier governments of Korea, Gyeonggi Province began these one-on-one mentoring services for university students. Mentors provide practical advice on civil service work, exam preparation and study know-how.

According to a survey, the majority of college students consider job stability to be the most important factor in job selection, and as many as 83 percent showed interested in taking civil service exams to pursue civil service careers

“Students tend to begin their studies without proper orientation about the jobs they seek. Such information in the fields of interest is important for exam preparation.”
Gyeonggi Province will utilize officials of provincial offices and organizations to help youths with exam preparation from July.

Article 7. Broadcasting & Image Industry Complex Planned in Gyeonggi Province (160623-1)
[Anchor’s Headline] Gyeonggi Province announced the establishment of a broadcasting and image industry complex in Goyang (고양) City. With Hallyu (한류) World and the KINTEX exhibition center in the vicinity, these areas will become a bona fide center for Korean Wave culture.

Hallyu (한류) World will see some of its Korean Wave facilities open in 2018. In addition, the presence of hotels, shopping centers and exhibition halls as well as a number of major broadcasting enterprises in the area will create an ideal location for this cultural industry complex.

The broadcasting and image industry complex will be constructed on a 70-hectare site and will house comprehensive infrastructure for film, drama, and other broadcasting productions that can also benefit from Hallyu (한류) World and the KINTEX facilities.

▶ Completion Scheduled in 2022
After the finalization of the feasibility study this month, construction of the complex is slated to be completed in the year 2022.
